OCTOBER 20, 1992
The City Council and the Arcadia Redevelopment Agency met in
a regular meeting on Tuesday, October 20, 1992 at 7:34 p, m.
in the Arcadia City Hall Council Chambers.

On MOTION by Councilman Lojeski, seconded by Councilman
Margett and CARRIED, Mayor Pro tem Ciraulo and Councilman
Harbicht were EXCUSED.
On MOTION by Councilman Lojeski, seconded by Councilman
Margett and CARRIED, the minutes of the adjourned regular
meeting of September 29, 1992, and the adjourned and regular
meetings of October 6, 1992 were APPROVED. Councilman Margett
was not present at the regular and adjourned meetings of
October 6, 1992.
It was MOVED by Councilman Lojeski, seconded by Councilman
Margett and CARRIED that ordinances and resolutions be read
by title only and that the reading in full be WAIVED.
PRESENTATION
Mayor Fasching presented a proclamation to G. Michael Allison,
Chairman of the Arcadia Festival of Bands in commemoration of
the Arcadia Festival of Bands (formerly the West Arcadia Band
Review) which has been in existence for thirty-nine years, and
is one of the very few band competitions left in Southern
California, and is con~idered to be the finest competition of
its kind. Mayor Fasching further proclaimed the month of
November 1992 as Arcadia Festival of Bands Month, and
encouraged the citizens of Arcadia to support this special
event in the community.
PRESENTATION
Mayor Fasching presented a proclamation to Police Chief Neal
Johnson that whereas alcohol and other drug abuse has reached
high figures in California and throughout the United States,

Californians for Drug Free Youth, Inc" together with the
National Federation of Parents are coordinating with the
California Red Ribbon Campaign to encourage drug prevention
education and activities in an effort to eliminate the demand
for drugs. Mayor Fasching further proclaimed the week of
October 24 to November 1, 1992 to be Red Ribbon Week to offer
the citizens an opportunity to affirm their commitment to
drug-free lifestyles, and to encourage all citizens to
participate in drug prevention programs and activities. making
a visible statement and commitment to help keep drug-free
neighborhoods in which to raise a generation of drug- free
youth.
Police Chief Johnson outlined some of the crime prevention
activities and programs with which Police Department personnel I
are involved. Sergeant Sanderson presented red ribbons to the
Councilmen. Councilman Lojeski noted instances of the
positive statements and positive image that law enforcement
agencies can make in the community. He said that he, as a
Member of the City Council, is very proud of the Arcadia
Police Department, and thanked Chief Johnson for the program
he has put together for Red Ribbon Week.
PRESENTATION
Caotain Ken Marston, Arcadia Fire Department, was present to
present a check in the amount of $1,000 on behalf of the
Arcadia Fire Fighters' Association for disaster aid, in
response to a request from the City Manager to City employees
to help the Florida and Hawaii hurricane victims. This
contribution was accepted with appreciation.
Consideration of issuance and sale of City of Arcadia,
California, Hospital Revenue Bonds (Methodist Hospital of
Southern California), series 1992. This is the second or
third such issue, according to staff. This practice commenced
in 1980 pursuant to City Ordinance No. 1700 which recognized
specifically that a health institution, such as the Methodist
Hospital, is a benefit to the community and offers health care
to those in the communi ty. Pursuant to that authori ty,
Resolution No. 5700 will authorize the City to proceed with
the issuance of such bonds. The City is not liable
financially, and does not incur any costs pursuant to the
issuance of the bonds. However it does allow the Methodist
Hospital to finance improvement for the betterment of the City
of Arcadia. and ,refinancing for health facilities.
The City Attorney presented and read the title of Resolution
No. 5700: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA AUTHORIZING THE ISSUANCE AND SALE OF CITY
OF ARCADIA, CALIFORNIA, HOSPITAL REVENUE BONDS (METHODIST
HOSPITAL OF SOUTHERN CALIFORNIA), SERIES 1992, THE EXECUTION
AND DELIVERY OF AN INDENTURE, LOAN AGREEMENT, BOND PURCHASE
AGREEMENT, AND OFFICIAL STATEMENT, AND CERTAIN OTHER ACTIONS
IN CONNECTION THEREWITH".

Mayor Fasching declared the public hearing OPEN.
Steven L. Maler., Bond Counsel, Orrick, Harrington &
Sutcliffe, Los Angeles, stated, in part, in reply to a
question from Councilman Lojeski, that the City's credit
ratings would not be affected in any way by any problems that
the Hospital might have. The agreements are specifically
structured so that the City is not liable.

No one else desiring to be heard, the public hearing was
CLOSED on MOTION by Councilman Loj eski, seconded by Councilman
Margett and CARRIED.

Resolution No. 5700 be and it is hereby ADOPTED.

BOARDS AND COMMISSIONS
In order to properly address the increasingly complex nature
of fire inspection, and the enforcement of fire and life
safety codes, the Personnel Board recommended that the
classification of Fire Inspector be established. This as part
of the Personnel Department's ongoing goal to have a
comprehensive and current Classification Plan.
It was MOVED by Councilman Lojeski, seconded by Councilman
Margett and CARRIED that the establishment of the
classifications of Fire Inspector (Class #225) and Fire
Battalion Chief (Class #2204) be.APPROVED.
Because situations have arisen at the Arcadia Community Center
where the age requirement for participation in Senior Citizen
services and activities was questioned, a Community Center
Mission Statement has been reviewed and recommended for
approval by the Senior Citizens Commission at their meeting
of October 1, 1992. The statement clarifies the fact that
scheduled senior services are limited to individuals 50 years
of age or over.

Margett and CARRIED to APPROVE the appointment of Robert
Westfall to the Sister City Commission to fill out the
unexpired term of Dennis Lee to June 30, 1996.
AUDIENCE PARTICIPATION
Don Fraser, 3700 East Huntington Drive, stated, in part. that
he is present to urge approval of Ordinance No. 1979 on
tonight's agenda. Approval of this Ordinance will permit the
placing of temporary directional signs on the median strips
of the main thoroughfllres for the Chamber of Commerce Old
Fashioned Country Faire to be held at the County Park on
October 30 and 31 and November 1. This is the third year for
this event, and the Chamber expects a greater attendance than
the 8,000 participants they had last year. These temporary
directional signs will be placed on the medians two days prior
to the opening of the Faire and will be taken down the day
following the closing of the Faire.

Consideration of Design Review at 47 E, Huntington Drive (G,
R, Leonard and Company/David Ercolani), The applicant proposes
to extensively remodel the exterior of the former Gockley's
Stationery Building, The design features and City
requirements are outlined in detail in staff report dated
October 20, 1992, Considerable discussion ensued among
Agency Members with regard to the design features, Chairman
Fasching noted that consideration should be given to the fact
that approval of the design review is requested, yet the
Agency is planning to study the whole downtown area as part
of the revitalization program. If approval of the design
review is given tonight, it will not include approval of a
Participation Agreement until such time as the Downtown
Revitalization Program is funded.

Arcadia, was present to answer questions, The Agency Members
expressed concern about the design of the north side of the
building. It was the consensus that the design should be
revised to break up the massiveness of one flat wall. There
was no problem with the south facing exposure
It was MOVED by Member Loj eski, seconded by Member Margett and
CARRIED that the Arcadia Redevelopment Agency APPROVE the
Design Review at 47 E. Huntington Drive (G. R. Leonard and
Company/David Ercolani) under the conditions that the project
comply with all Zoning and Building Codes, as established or
modified by the City; that final approval is subject to
compliance with requirements of the City Departments as listed
in staff report dated October 20, 1992, and that the Design
Review be in effect for one year, as per ARA-126 ,
Following the priority planning session, the possibility was
discussed of having someone like Michael Freedman appear
before a joint meeting with the Council/Agency, Planning
Commission and staff to share some thoughts about planning
efforts in the downtown area, Mr. Freedman was contacted and
~ proposal submitted. -

It was MOVED by Member Lojeski, seconded by Member Hargett,
~nd CARRIED that the Agency invite Michael Freedman to conduct
~n Urban Design and District Revitalization workshop at a
joint meeting of the Agency/City Council, Planning Commission
~nd staff, and appropriate up to $2,000 in the Redevelopment
Fund to cover attendant expenses, and authorize the Executive
Director to execute any necessary contracts.

CONSENT ITEMS
PUBLIC HEARING SCHEDULED for November 3, 1992 for
consideration of a Text Amendment to the City's Plumbing Code.
adding water efficient landscape regulations consistent with
those mandated by State legislation.
APPROVED the specifications for the installation of a
Supervisory Control and Data Acquisition (SCADA) System at an
estimated cost of $395,000 and AUTHORIZED the Director of
Public Works to solicit bids for the installation.

MARGETT, SECONDED BY COUNCIUlAN LOJESKI, AND CARRIED.
CITY ATTORNEY
The City Attorney presented for introduction and read the
title of Ordinance No. 1979: "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA ADDING SECTION
4912.5 TO THE ARCADIA MUNICIPAL CODE REGARDING ALLOWANCE OF
TEMPORARY DIRECTIONAL SIGNS ON CITY PARKWAYS AND MEDIANS".
It was MOVED by Councilman Lojeski, seconded by Councilman
Margett and CARRIED, that Ordinance No. 1979 be and it is
hereby INTRODUCED.
Karaoke - Moratorium - Urgency Ordinance No. 1980 continued
to October 27, 1992.
The City Attorney presented and read the title of Resolution
No. 5701: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, SUPPORTING THE PASSAGE OF STATE OF
CALIFORNIA PROPOSITION 156, THE PASSENGER RAIL AND CLEAN AIR
BOND ACT".
It was MOVED by Councilman Margett. seconded by Councilman
Lojeski, and CARRIED that Resolution No. 5701 be and it is
hereby ADOPTED.
Mayor Fasching noted that if California Proposition 156 does
not pass, the future of light rail will be in jeopardy.

MATTERS FROM ELECTED OFFICIALS
Consideration of recommendation for the display of Christmas
banners. (Continued to October 27, 1992)
Consideration of recommendation for City-sponsored "Spirit of
Arcadia Festival" - May 1993. (Continued to October 27, 1992)
The City Clerk noted that the Councilmembers are invited to
speak at a rally for the Bush - Quayle campaign to be held at
Arcadia Park, 11:00 a. m. - 2:00 p, m., Saturday, October 24,
1992. Several organizations are involved in this. She will
have more information for Council when it is available.

Councilman Lojeski updated Council regarding his recent
meeting with the Library Board. Although there was not a
quorum. the members were polled regarding suggestions of those
to be added to the Committee for the selection of the Library
expansion architect. The result was that the Library should
be represented by Kent Ross, Librarian; Janet Sporleder,
Assistant Librarian; and Jo Ann Scott, Member of the Library
Board. Planning Commissioner Bob Daggett will also be
available to help with recommendations. They hope to decide
on two to five applicants to be interviewed by the committee.
The committee plans to bring recommendations to Council the
first week in December.
Mayor Fasching noted that he attended a meeting, together with
Councilman Margett and Public Works Director Lopez, with
Caltrans officials in an effort to determine where the City
might stand with regard to soundwall funding by Caltrans.
Since Mayor Pro tern Ciraulo and Councilman Harbicht are not
present this evening, this matter will also be discussed at
the October 27, 1992 meeting.
Councilman Lojeski noted that the only information he has is
that late this afternoon Councilman Ciraulo's father passed
away. Although he has no other information, he feels that it
would be appropriate to adjourn tonight's meeting in memory
of Councilman Ciraulo's father, Philip Ciraulo. More
information will be available at a later time.
At 8:20 p. m. the meeting ADJOURNED to 5:30 p.
