ADJOURNED REGULAR MEETING
NOVEMBER 3, 1992
The City Council and the Arcadia Redevelopment Agency met in an
Adjourned Regular Meeting on Tuesday, November 3, 1992 at 6:30
p. m. in the Conference Room of the City Hall Council Chambers.
PRESENT:
Councilmen Ciraulo, Harbicht, Loj eski, Margett and
Fasching

ABSENT:
Staff reported that due to the probability that the downtown
areas of Huntington Drive and First Avenue may soon be
revitalized, the City Manager advised staff that Council may wish
to modify the contract for Public Works Lighting Program Nos. 4
& 5 - Job Nos. 506 & 52l for those areas. The project entails
converting the street lighting systems along Huntington Drive and
First Avenue from series to multiple circuits. The contract has
been awarded, executed, and the contractor has purchased all of
the materials for the project. Staff recommends that if Council
wishes to delete that portion of the work for the downtown areas
of the contract; and appropriate $ll,670 from the Gas Tax Fund
in lieu of CDBG monies to purchase the light fixtures already
procured by the contractor; and authorize the Director of Public
works to sign a supplement agreement to the contract, for the
deletion of the downtown area and the purchase of the materials;
that Council formally direct staff by motion to delete a portion
of the project as stated.
After considerable discussion it was the consensus of Council
that the actual revitalization of the downtown area of Huntington
Drive and First Avenue would begin at a future date as yet
undetermined, and the project in question, Public Works Lighting
Program Nos. 4 & 5, should proceed as planned according to the
executed contract.
Mayor Fasching and the Planning Director will attend the November
12, 1992, meeting of the West San Gabriel Valley Planning Council
for discussion of the Air Quality Plan document, if the response
from member cities warrants this meeting. The meeting will be
held at the Rosemead City Hall.
At the request of Mayor Fasching, the City Attorney announced
that, "pursuant to Government Code Section 54957 the Council will
adjourn to a Closed Session at the conclusion of this meeting,
to review the performance of the City Manager".
Councilman Lojeski reported that a huge old bus has been parked
against the wall on an unpaved easement area behind the Towne
Center Building (Santa Anita Avenue) about two and one-half
weeks. Councilman Lojeski does not know who owns the bus, but
he would like to know if this bus is illegally parked or what
the situation is. Planning staff reported that they are aware
of the matter and have been working on it with the Police

Department and Public Works, also code enforcement. Staff will
check on the progress of code enforcement and report back to
Counc il .
Staff explained that they are asking Charles Bluth (developer of
Tract No. 42936, Whispering Pines Phase II) to sign an agreement
that he will pay the City for expenses the City will incur, in
the hiring of outside inspection specialized services, for the
inspections required by the construction of certain improvements
to the Bluth tract, such as the pump station. The agreement calls
for Mr. Bluth to pay for these specialized inspections as soon
as invoiced before the City expends the funds.
At the conclusion of considerable discussion, by Council
consensus, Council directed staff to draft a resolution placing
the nomination of Councilman Margett as candidate on the ballot
for a seat on the San Gabriel Basin Water Quality Board. Staff
reported the nomination must be filed with the Main San Gabriel
Basin Water Quality Authority between November 13, 1992 an:d
for December 13, 1992 at 5:00 p. m. The election is scheduled for
February 11, 1993 at 7:00 p. m. at the Baldwin Park City Council
Chambers.
