(October) C:?1l70_70 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING NOVEMBER 17, 1992 The City Council and the Arcadia Redevelopment Agency met in an adjourned regular meeting on Tuesday, November 17, 1992 at 6:30 p.m. in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmen Ciraulo, Harbicht, Loj eski, Margett and Fasching None ABSENT: The City Attorney announced that, "we're going to have to go into a Closed Session before the regular meeting under Government Code Section 54956. 9(b), to discuss a situation where there is significant exposure to litigation against the City. Chief Johnson will be participating in that Closed Session. Also, pursuant to Government Code, Section 54956.8, we're going to need a Closed Session to discuss with the City's negotiators certain price and terms regarding the potential acquisition of property adjoining Fashion Park on what is now the race track property, for public parking purposes, and we need to discuss our negotiations with Santa Anita Realty and the Hahn Company before tonight's meeting". After discussion, the City Council decided to begin the pre. meetings at 7:00 p. m., and the regular meetings at 7:30 p. m. as usual. Councilman Lojeski reported that the Architect Selection Committee for the Library expansion project will hear architects' presentations on November 18, 1992. The Committee hopes to finish their work and give a recommendation to the Council at the December 1, 1992 Regular City Council Meeting. The October 1992 water report indicates that water cwnulative consumption for the fiscal year has risen 15.1% over October, 1991. Staff reported the 1991 water use was a 24% savings over 1990, so the net is actually 14% less than the pre-drought mandatory conservation program of 1990. Therefore, the City is somewhat at a 9% savings in water use. The Director of Public Works added that water usage is gradually increasing in the City, however.
