ADJOURNED REGULAR MEETING
DECEMBER 15, 1992
The City Council and the Arcadia Redevelopment Agency met in an
adjourned regular meeting on Tuesday, December 15, 1992 at 6:35
p, m. in the Conference Room of the City Hall Council Chambers,

Councilmen Ciraulo, Lojeski, Margett and Fasching
Councilman Harbicht (Arrived at 6:38 p,m,)
It was MOVED by Councilman Lojeski, seconded by Mayor Pro tem
Ciraulo and CARRIED to EXCUSE the absence of Councilman Harbicht
until his arrival.

PUBLIC SAFETY The Police and Fire Departments are scheduled to purchase a
COMPUTER public safety computer system in the 1992-93 and 1993~94 Capital
SYSTEMS Improvement Program. Funding for this project has been spread
(Police & over two fiscal years with 40% ($260,000) from the CIP and 60%
Fire Dept's.) ($390,000) coming from the Police Asset Seizure Fund,

A Request for Bid #9293-8 was sent to over 20 vendors and the
City published a formal notice to bidders on September 10, 1992,
In addition the City hosted a mandatory vendors' meeting on
October 15, 1992, to discuss and review all elements of the
computer system and to answer questions regarding the
specifications, A total of three bid responses were received as
follows:

Police and Fire Department staff have reviewed all bid proposals
and recommend that the bid be awarded to the low bidder,
Micrapoint Corporation, As part of the review process, staff is
also recommending a reduction in the system hardware
configuration, in an effort to reduce the overall cost,
Consequently, Micrapoint's bid will be reduced appropriately to
$680,632 plus California Sales Tax, With a 35/65 split the
Capital Improvement Program would fund $262,500 and the Asset
SeiZJ..re account would find $487,500. An increase to the CIP of
only $2,500 if the total contingency is expended,
A TRANSCRIPT OF THE PRESENTATION OF THE PUBLIC SAFETY COMPUTER
SYSTEM HAS BEEN PREPARED,
Earlier this year the, Council granted the request of the Chamber
of Commerce to hold their Business Expo at the Community Center
in 1993, This will be a one day event held during the day into
evening hours, The Senior Citizen Commission communicated their
concerns to the Council as to whether or not this would set a
precedent since this event would preempt the senior activities
at the Center. Also, if the Council's stated policy was changing
that Center hours from 8 to 4 p. m, are to be for the Senior

Citizen programs, After considerable discussion, by general
consent, the City Council determined to reaffirm the policy to
which the Council had originally committed, in particular, the
Community Center shall be a Senior Genter between the hours of
8 a, m, to 4 p, m" Monday through Friday, A letter over the
Mayor's signature reaffirming the City policy will be sent to the
Senior Citizen Commission.
