(Gift Catalog) O/,z-o-7() LONG BEACH FWY GAP CLOSURE 0$ ;,I)-/i:> M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JANUARY 15, 1991 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session at 7:00 p, m., January 15, 1991, in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Fasching, Gilb, Harbicht and Young ABSENT: Councilmember Ciraulo It was MOVED by Councilmember Gilb, seconded by Councilmember Harbicht and CARRIED to excuse Councilmember Ciraulo (NOTE: COUNCILMEMBER CIRAULO ARRIVED AT 7:05 P.M.) Council received a letter from Mrs, Johanna Hofer urging Council to adopt a resolution requesting that President Bush refrain from sending U,S. troops into combat in the mideast. The City Manager advised Council of an item received from the City Librarian which arose after the Council Agenda was posted, The request for an additional $7,000 will provide for a boundary survey; site and building appraisal; and a soils engineer's report, required as part of the City's application for Proposition 85 funding in connection with the proposed expansion of the City Library. In response to a request from the Senior Citizen Commission for Council's permission to solicit contributions from the community I a "wish list" was complied and submitted for various items which will be needed in the new Senior Center. Councilmember Fasching suggested, in reference to the public address sound system on the list, that Council should make sure that a first class sound system be obtained that is a permanent part of the building, Further, the sound system should service all the speakers in the ceiling of the large assembly room rather than a small portable unit as listed in the "wish list", Mayor Young noted that the main assembly room is divisible into four rooms which may be a problem for a permanently installed sound system. Other discussion ensued of the possible quantities needed of each item on the list; what response could be expected from the community; the concept of placing the name of the donor on some of the larger items. It was the consensus of Council to grant permission to the Senior Citizen Commission to approach the community with the "Senior Center Wish List". Staff to prepare a gift catalog for submission to Council for review and approval prior to distribution to the community. In response to the request of the City of Alhambra, and on behalf of the Council, Mayor Young will sign the Alhambra letter to the Federal Highway Administration requesting that FHA expedite review of the Long Beach Freeway Environmental Impact Statement for the continuation of the Long Beach Freeway through South Pasadena, 1 1/15/91 FIRE STA.2 (Baldwin Av.) 0730-:>0 SGVAC MTG. (Jan.17.l991) ADJOURNMENT ATTEST: 33:0010 Proposals were solicited from architects for the design of the expansion of Fire Station No, 2, located on Baldwin Avenue. Seven proposals were received, Three were deemed by staff to be best, Council will consider the presentation of one architectural firm, as recommended by staff, as a Council agenda item at a later date. Based on preliminary sketches of the expansion, at staff level, Santa Anita Race Track had been approached with the possible need of a few feet of race track land for the expansion, The large paramedic unit, staff reported, will be housed inside of the building after the expansion which will primarily service Fashion Park 'and the race track. The discussion with track personnel did not produce an acceptable trade-off for the City, Depending upon the architect's design, staff concluded, the expansion may not require additional land. Mayor Young reminded Council of the change in location, for the January 17 meeting of the San Gabriel Valley Association of Cities, to the Monrovia Hilton Hotel, A large attendance is expected, Mayor Young, as President of the Association, will preside. One of the agenda items to be considered will be the waste-by-rail system to the Eagle Mountain site. A representative from the railroad will be present to answer questions. Councilmember Gilb noted that he has several questions he would like answered. A question and answer time on the SGVAC agenda has been allotted for this subject, A brief exchange then occurred of the transportation of the trash to the rail pick-up stations, The estimate of the rates for Arcadia, should waste-by-rail be implemented, staff noted, would be double.
