ADJOURNED REGULAR MEETING
FEBRUARY 19, 1991
The City Council and the Arcadia Redevelopment Agency met in
an Adjourned Regular Session, at 7:00 p. m" Tuesday, February
19, 1991 in the Conference Room of the City Hall Council
Chambers.
PRESENT: Counci1members Ciraulo, Fasching, Gi1b, Harbicht and
Young
ABSENT: None
The City Manager announced the South Coast Air Quality
Management District will have a meeting on February 25, 1991,
from 9:30 to 11:00 a.m., at the Pasadena Hilton Hotel to brief
City officials on new regulations. If the Mayor's calendar
is clear, Mayor Young will attend as well as several City
staff members.
The Arcadia High School "Apache" marching band and orchestra
are scheduled to visit Newcastle, Australia in April of 1991.
Council estimated the entire group could be as many as 300,
including the support group. The Sister City Commission and
former Mayor Jack Saelid, organizer of the trip, request
Council recognition and certain other participation. By
unanimous consent Council determined to:
1. Send a formal letter to the Lord Mayor and Council of
Newcastle announcing the visit of the band and
orchestra. This will lend official City recognition
to the group.
2. Designate former Mayor Jack Sae1id as Council's official
representative to Newcastle and the other cities the
group will visit.
3. Send a letter to each of the participating students in
recognition of their efforts in raising funds for the
trip and stressing the "ambassadorial" aspects of their
visit.
4. At the request of Mr. Saelid, provide him with 200 City
pins.
Staff noted that .the pins cost $2.40 each to replace; and
there are enough pins on hand to supply Mr. Sae1id with 200.
The question of liability was briefly discussed since the
invitation from Newcastle was to the band and not to the
Sister City Commission. The City Attorney responded that any
liability incurred would not be attributed to the City.
At the invitation of the California Association of Nonprofits,
Mayor Young and Counci1members Gi1b and Fasching will attend
an open house for their new offices located at 800 South Santa
Anita Avenue. At that time the Mayor will present a "Mayor's
Proclamation" to the Berger Foundation in recognition of their

The Board of Realtors requests a banner permit to advertise
the Arcadia Board of Realtors American Home Week, April 14
through 21, 1991. Upon consideration, Council determined that
although the Board of Realtors does not have a non-profit
status, this event was compatible with the guidelines
established by the City for a banner permit under the phrase
in the guidelines, "or organization whose purpose is community
oriented" .
Staff recommends setting two Agenda Items on the Regular
Meeting Agenda for public hearings:
Sa. Consideration of an appeal to the Planning Commission's
approval of Tentative Parcel Map 90-014, consolidation
of 118 lots into 13 lots, Chicago Park area. Public
hearing, March 19, 1991.
5b. Consideration of Text Amendment 91-001, proposing to
change the setback requirements and the window
restrictions in the CoO, C-1, C-2 and C-M commercial
zones. Public hearing March 5, 1991.
5c. Staff informed Council that the lease for a copy machine
for the new recreation offices would cost approximately
$6,500 per year for three years, rather than $lO,OOO a
year as listed in the staff report. Some discussion
ensued with Council questioning the feasibility of
leasing a copier at $6,500 a year when one could be
purchased for $lO,OOO, plus a maintenance contract at
$2,000 to $2,500 a year. Staff responded that leasing
was more cost effective; the $6,500 covers all costs
including maintenance. Further, the leased copier is
replaced with a new model every three years. Staff to
provide additional purchasing and leasing information
to the Council on this item.

The City Manager requested a Closed Session before the regular
meeting this evening.
Counci1member Gilb questioned an item in the Transit Occupancy
Audit Tax report prepared by Lance, Soll and Lunghard. He
noted that several organizations had received exemptions from
the hotel occupancy tax. Staff responded that the hotel had
misinterpreted the Code and the only exempt individuals are
federal and state employees on government related work. The
hotel did not collect the funds but inadvertently did not
charge these guests. Staff is currently in the process of
correcting this matter.
Counci1member Gilb suggested that a resolution be drawn to be
presented to outgoing Los Angeles County Supervisor Pete
Schabarum at the March 5th Council meeting. Council agreed
unanimously to formally thank Supervisor Schabarum for all
that he has accomplished for the City as Supervisor of the 1st
District. "He has been a good friend to Arcadia."
Councilmember Gilb suggested also that Council invite the
Supervisor to dinner on March 5th before the Council Meeting.
It was agreed that Councilmember Gilb extend an invitation to
Supervisor Schabarum and Mrs. Schabarum for dinner at the Chez
Sateau before the March 5th Council Meeting.

Counci1member Fasching inquired if it would be possible to
change the Acadia Municipal Code to allow the trash trucks to
pick up receptacles in back yards. Staff responded that the
purpose of the automated trash pickup was to enable the trucks
to pick up the receptacles at the curb and dump the cans right
into the truck. Residential backyard service is available for
backyard bins, but it is very costly.

Referring to the Citizen Service Resume from Esther Barnes,
Councilmember Fasching commented that he highly recommends the
appointment of Mrs. Barnes to the Senior Citizen Commission.
At 7:30 p. m. Council entered a CLOSED SESSION, RECONVENED AND
ADJOURNED sine die at 7:45 p. m.
