Agenda) M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING MARCH 19, 1991 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session at 7:00 p. m., Tuesday, March 19, 1991, in the Conference Room of the City Hall Council Chambers. PRESENT: ABSENT: Councilmembers Ciraulo, Fasching, Gilb and Young Councilmember Harbicht It was MOVED by Councilmember Gilb, seconded by Councilmember Ciraulo and CARRIED that Councilmember Harbicht be EXCUSED. In response to the resolution adopted by Council, Colin Powell, Chairman of the Joint Chiefs of Staff, expressed his thanks to the Council for their support of the servicemen in the Persian Gulf war. Council received the letter from the Chairman of the Arcadia High School Performing Arts Australian Tour Group in solicitation of funds to support to Australian tour in April, 1991. Items 7a and 7b on the Regular Agenda this date to be set for public h~arings on April 2, 1991. Mr. Richard Diaz, representing the Livingston-Graham Company, applicant, T.P.M. 90-014, announced that a continuation of the public hearing scheduled for this evening will be requested by the appellant, the City of El Monte. Mr. Diaz stated in part that in the spirit of conciliation, without waiving any of their rights, and to avoid a contest, Livingston-Graham and the City of El Monte have reached at least an area of potential resolution. The City Attorney advised that, for the record, the request for a continuance of this public hearing should be made at the City Council regular meeting this date. In response to Councilmember Gilb's question, staff reported that the furniture list for the Senior Center did not include outdoor benches for the Dial-A-Ride and bus areas. Staff noted the outdoor furniture will be purchased at a later date. Mayor Young suggested also that a telephone be installed in this outdoor area where people will be waiting to be picked up. In further discussion of the furniture list, Councilmember Fasching questioned the bid process as opposed to the City purchasing this type of material on a direct purchase basis. The City Attorney explained that most cities, including Arcadia, have a purchasing ordinance to require going out to competitive bid when purchases are over a certain amount. This is not mandated by any specific state statute, but it is encouraged. This is, however, a statute at this time for Arcadia, and it is fairly typical of general law and 1 3/l9/9l SPRAY PAINT U. S. Councilmember Fasching remarked. that furniture has a very large markup; manufacturers of a lot of furnishinggare in North Carolina; it would save the City quite a lot of money if some of the furnishings could be purchased directly. If the City were not restricted, and did not have to follow the bid procedure, the direct purchasing could be looked into. Mayor Young pointed out that not every manufacturer would have everything that is needed. Several manufacturers would have to be consulted; upholstery selected, etcetera; it would get difficult to coordinate. In reference to the increase in spray painted graffiti in the City, Councilmember Gilb attributes the increase of the problem to the amount of publicity in the newspapers. In response to Councilmember Gilb's question, Mayor Young said that the membership of the San Gabriel Valley Association of Cities had not discussed the possibility of requiring spray paint to be kept under lock and key in retail establishments. Councilmember Gilb suggested that this matter could be placed on their agenda for discussion. I It was the consensus of Council that a survey be made of locations within the City where the flag of the United States could be displayed on holidays and special occasions. Staff will bring a report back to the Council. Mayor Young reported that a citizen volunteer group contacted her with a proposal to hold a "Desert Storm Welcome Home Troops" rally on May 11, 1991. They are requesting that the rally be held on the City Hall lawn. Further, plans call for a gigantic American flag to drape over the front of the City Hall. The event will be coordinated by the Board of Realtors who, Mayor Young noted, are very willing to do whatever needs to be done for this event.
