AflSf"f1 FTHL.TRANSIT JPA - City of Diamond Bar AGENDA ITEM M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING APRIL 16, 1991 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting at 7:00 p. m., Tuesday, April 16, 1991 in the Conference Room of the City Hall Council Chambers. PRESENT: Counci1members Ciraulo, Fasching, Gi1b, Harbicht and Young ABSENT: None In February of 1991 an application was filed with the California State Library for State funds under provisions of the Library Bond Act to construct a new Library building at the corner of Duarte Road and Santa Anita Avenue, the site of the current Library. The application and report were prepared by Charles Walton and Associates, filed with the State Library, and subsequently denied in the first review cycle, Staff reported the consultants did not prepare an application that included all the State requirements. Although the application was denied on the first round, Arcadia is eligible to resubmit the application for the second cycle. Mayor Young and Counci1members Ciraulo and Fasching felt the consultant should be called in to give an explanation of why the application was incorrect on so many points. A discussion ensued, the City Librarian, Kent Ross said that out of 50 applicants for the available funds, 32 applications were denied. Further, of the remaining 18 cities whose applications qualified for consideration, some may not receive an award of funds. Mr. Ross indicated Arcadia's application contained an error in the calculations which then compounded. Also, the consultants are making the necessary corrections and will resubmit the application before the second cycle on July 19, 1991, after review by staff. The City Manager stated that staff will provide a report to the Council prior to the May 7th Council Meeting. Further, the consultants will be asked to attend this meeting. Mayor Young requested that the consultants be required to furnish the Council with a list of corrections that will answer line by line the list of errors and omissions in the application as stated in the April 10, 1991 letter from the California State Library. The City Attorney advised that the Council could consider the request from Foothill Transit to amend the Foothill Transit Joint Exercise of Powers Agreement to add the City of Diamond Bar to the Joint Powers Agreement, after a preliminary procedural motion. The need to take action on this item arose subsequent to the posting of the agenda. Staff suggested setting Agenda Item 8a., the proposed Capital Improvement Program for FY 1991-92 through: FY 1995-96 for public hearing on May 7, 1991. 1 4/16/91 CLOSED SESSION AMER.FLAG DISPLAY WATER DIV. REPORT (March '91) ADJOURNMENT ATTEST: 33:0092 The City Manager requested a Closed Session before the regular meeting this evening. In reference to staff's recommendation that the American Flag be displayed along Huntington Drive from Michi11inda to Fifth Avenue on every light standard, Council decided to make the determination of flag 10catiomafter each Counci1member has had the opportunity to give other locations some thought. Councilmember Harbicht noted that the March Water Division Report indicates that the quantities of water pumped in March 1991 decreased by 49 1/2% from March 1990, and asked the Water Manager if this means that water consumption has been cut in half? Further, how much of this decrease was due to the heavy rainfall in March 1991, and how much is due to conservation efforts on the part of citizens as a result of the mandatory 10% cutback requirement? The Water Manager commented that the majority of the March 1991 reduction in water pumped was due to rainfall, with a small percentage due to water conservation effort. The Water Manager also explained the formula used to compute the expected revenue percentage shown on the March report. This percentage is based upon the quantity of water sold month by month for an entire year based upon historical water usage experience. I In response to Councilmember Fasching, the Water Manager reported that 25% of the City water users have received their water bills indicating water consumption. Out of the 3,140 water users, 460 or 15% did not meet the mandatory 10% reduction requirement. Another 9,000 users are still to be billed. Of the 460 violators, almost $17,000 in penalties has been assessed. If this percentage holds, i.e., 15% of the other 9,000 users in violation, possibly $68,000 in penalties could be collected. The Water Manager reported also that the Water Division has been receiving many requests for mediation. Further, if the number of household members has changed, the board aske the responsible party for certain documentation to verify the increase in household members.
