It was MOVED by Counci1member Harbicht, seconded by Counci1member Ciraulo and CARRIED that Ordinances and Resolutions be read by title only and that the reading in full be WAIVED. PRESENTATIONS TO MAYOR MARY B. YOUNG Commendations and congratulations were then presented to Mayor Young from the following: On behalf of the City Council, Mayor Pro Tern Charles E. Gi1b presented a plaque to Mayor Young in appreciation for dedicated service to the community during her tenure as Mayor. He also presented and read a letter from Senator Alan Cranston extending congratulations to Mayor Young. Peter Mursur1ian for Congressman Carlos Moorhead Wellington Love for Senator Newton Russell who noted that Mayor Young had been recognized by the Arcadia Chamber of Commerce as Citizen of the Year and had been introduced on the floor of the Senate and designated the 1991 Woman of the Year from the 21st Senate District. A letter from Senator Russell noted this evening Arcadia is commemorating Mayor Young's new title as Mayor Emeritus of the City of Arcadia. Al Miller for Assemblyman Richard Mountjoy Ollie Banning for Supervisor Michael Antonovich Ke1 Mason for the Chamber of Commerce 1 4/16/91 33:0094 On behalf of the Management Staff of the City, City Manager George Watts presented a special Certificate of Commendation to Mayor Young in recognition and appreciation of outstanding achievement in setting the all-time record for the shortest City Council meeting. It was nine minutes, thirty-nine seconds on September 4, 1990. REMARKS AND INTRODUCTIONS BY OUTGOING MAYOR MARY YOUNG "Thank you. I am overwhelmed and the shortest Council Meeting was really fun. I really thank you one and all, and I certainly thank you for being here tonight. I think I will start a few comments by introducing my husband, Dick and you have heard me say this before, you can't do this job without the support of your spouse. Also, tonight my daughter Carolyn I and her husband, Howard Giffis are here. Our sons are businessmen and they are being busy. This has been a good year and it has been a productive year. I'll not name everything that has gone on, but the Senior Center and the Redevelopment area on East Huntington, we've all watched grow. The General Plan has been reviewed and we've tightened some ordinances. Now this is a special night when a new captain of the good ship Arcadia takes over, or better, a new guide to lead us on the trail of our mountains. Our real mountains present to us each morning the security, the steadfast presence and the strength that I have always thought of as a commitment... a commitment to do my best. Our community... and I think of us as a cohesive community and not just another city ... has grown, changed, developed and matured. Now, also, we have many changes and demands from the outside. We are faced with a water cutback, a trash disposal problem, congestion management which includes air quality and transportation. We still need sound walls and are still working on this. This is my biggest disappointment. As a City we have been incorporated since 1903 and can thank the early counci1members for the vision to create a firm foundation and thus we do not need to fear our mountains. We have a City with few problems and a willing, cooperative and great staff and I feel we have achieved the promise of today and have the possibility for tomorrow. Arcadia is an influence here in San Gabriel Valley and a unique City. I challenge all to continue to make firm foundations and to climb the necessary mountains with strong support for our new guide. Thank you, everyone, for this past year." ()/;o -:::SO MOo '1M,;!:, .1 ',> ,,,.-;, REORGANIZATION OF THE CITY COUNCIL FOR 1991-92 Pursuant to the provision of Article IV, Section 404, Subsection (b) of the Arcadia City Charter, in off-numbered years during the month of April, the Council shall elect one of its members as Mayor and one of its members as Mayor Pro Tempore. I Mayor Young then called for nominations for the Office of Mayor and placed in nomination the name of Mayor Pro Tem Charles E. Gi1b to serve as Mayor for the ensuing year. This was seconded by Counci1member Harbicht. No other nominations for the Office of Mayor were made and Mayor Young declared the nominations closed and requested a roll call. AYES: NOES: AllSENT: Counci1members Harbicht, Young and Gi1b Counci1members Ciraulo and Fasching None REMARKS AND INTRODUCTIONS BY MAYOR GILB "As the new incoming Mayor, first, I would like to thank the Council for the selection of Mayor for the coming year. I would like to introduce my family. First, I would like to introduce my wife, Ruth. Also, our daughter, Denise and our daughter, Valerie. Needless to say, Valerie and I were talking this morning ... when I first got elected, she was eleven years old. So, that just shows you how long we have all been around. Mary has done a fantastic job. I wrote one of the letters to nominate her for Citizen of the Year. Everything I said in there, I meant. She went beyond the call of duty as far as the Mayor's job was concerned and there was never a meeting held too early or too late that Mary Young could not attend or adjust her time to do it. And all of things that she presents as problems then, are still problems tomorrow -- the water, the sanitation, etc., so I won't go over all of that because they will all be here. I would like to thank the staff of the City for all of the work they have done. We have a very capable organization running this community. I am particularly fond of all of them and the Fire Department has done a great job and -- with the way policemen are being pushed around these days -- I want to tell you that this Council stands firm one hundred percent behind our Police Department. Most of the work of the City Council is done with the cooperation of the community and having been on this Council for eighteen years -- sixteen years, this starts my seventeenth -- I think about the first time when I was sworn in and all the'peop1e who supported us at that time who are no longer here ... they have either moved or passed away. And the foundation of this community was built by many outstanding citizens who are not here any more and I think we ought to think about them because they rsa11y built the City and they did it by the love and cooperation and dedication and you know who they all are. We could take about thirty seats right out of here right now, the people that are missing who really worked and worked hard to cooperate to make this a great City, and those people we have to think about, and to those people then we have an obligation to continue the work. At the same time then the City had many leaders. I would like to introduce the Mayors who are in attendance this evening: Dennis Lojeski, former Mayor; Jim Helms; Roger Chandler; Bob Harbicht and, of course, Mary Young. The one major project, of course, that we have completed this year or are about to complete, is the Senior Center which was long, long overdue. I wish to thank all the people who have dedicated their lives and their help in running this community. When you go around town and you see people fixing up their yards and painting their houses and just keeping everything in good condition, you know the pride the citizens have in the community. And yet, we have a lot of problems that have filtered into our community with crime and graffiti and all the other things. Maybe it is just a way of life and just a part of the times ... I don't know what it is. But those are the things we have to face now. I think... and Mary was even saying the other day -- 'you wait this year, you're going to find out how much different this job is this year than it was the last time you 3 4/16/91 33:0096 were the Mayor'. And it is true, things have really changed and it has gotten more complicated. We've gotten more citizens, more people running around and it just seems like it is a crowd and it just has to take a lot more work, but we have the wherehow in the community and the staff to do it. I want to thank you very much for coming this evening. It was very nice of you and many people out there, I know, have just come in from overseas on flights and happened to make it here this evening, and I want to thank you for taking your time to be here. Thank you for electing me Mayor for the coming year. I appreciate it." REMARKS AND INTRODUCTIONS BY MAYOR PRO TEM ROBERT C. HARBICHT "I'd like to start out by echoing what Mary said that you I could not do this job without your spouse and I'm spending a rare Tuesday evening with my spouse. I'd like to introduce my wife, Patsy. I, too, would like to thank you, Mary, for an outstanding job. I think that you represented the City with dignity and class and just did a bang-up job. Most of us don't see all of the hard work that goes into being Mayor and representing our City. I know first hand what is involved and I would just like to thank you on behalf of the citizens for all the efforts that you put o~t. I'd like to also offer my congratulations to Charles. It's his fourth term as Mayor of Arcadia and all of them well deserved. I had the opportunity to serve as Mayor Pro Tern the last time Charles was Mayor and I am looking forward to the coming year. I would also like to say that this is a particularly important time in our community and not everyone is aware of some of the things that are going on. I think there are some things going on right now at the City Council level which are going to have a profound impact on the future of Arcadia. During the last few months I introduced several areas of legislation and the Council is currently working on those things and I think that they are going to guarantee that Arcadia remains the kind of community that we want it to be, and I would like to quickly outline them for you. Council recently declared a one year moratorium on hillside development. The purpose of that is that during that year we are going to study our hillside development ordinance, and the intention is to come up with a much stricter ordinance than we have now, even though our ordinance now is strict. And I think that the result of that is that we are going to see no more development on the hillsides of Arcadia. The second thing is that one of the items on the agenda tonight is to create a new zone -- a new R-1 zone. The purpose of that is to provide another large lot zone in our community. We have gone through and have identified a number of areas in the community where we currently have large lots, but the zoning is such that, by just assembling one or two or three of those lots, cul-de-sacs can be put in and meet our zoning requirements. So Council will be going through and re-zoning large parts of our I community with the aim of preserving large lot areas in the community and I think that is something that is going to be very positive for the community. It's going to prevent most of the potential future cul-de-sacs in the community. And finally the Council has recently passed a new high-rise ordinance which is providing us a tool whereby we are going to go through and re-zone large parts of this community to prevent high-rise development that are currently zoned for high-rise development. I think that is another thing that the City of Arcadia and the people of Arcadia want. We do not want a downtown Los Angeles or a Glendale; we want a residential community without high-rise construction. So all of these things are going on and all of these things, I think, are going to be completed in the next year. I think that this year is going to be an important year because the impacts of what is. happening now and is going to happen in the next year, 4 4/16/91 33:0097 as I said, is going to guarantee that Arcadia stay the kind of community that it is. So I am looking forward to this year with a great deal of excitement and anxious to get on with it. Thank you." REMARKS AND INTRODUCTIONS BY COUNCILMEMBERS COUNCILMEMBER JOSEPH C. CIRAULO I "Thank you, Mr. Mayor. I congratulate you on becoming Mayor this evening. It is hard to imagine that it was exactly one year ago that I was sworn in as a City Councilman. It has been the fastest year of my life and I have enjoyed every minute of it. I would like to thank Mary for her guidance for the year and understanding; I've learned a great deal. My children are all working tonight also and couldn't be here, but I would like to introduce my wife, Carole, who is in the audience. I look forward to working with the new Council productively as we have this past year." COUNCILMEMBER GEORGE W. FASCHING I "I'd like to congratulate Mary on her year as Mayor and also congratulate you, Charles, on your forthcoming year as Mayor. I, like Joe, think it is really something how fast this last year has gone by because it was one year ago that we Were both sworn in. It has been an enlightening year for me; en educational year to learn how the City functions and to learn my way around, as Joe has. Being a businessman all of my life, the one thing I think I have had to get used to the most was that nothing gets done very fast. Government takes time. I'm not quite used to that but I am beginning to learn how to roll with it a little bit. It seems like only yesterday that .- well, it was fourteen months ago in the campaign .. we were talking about Orange Grove Avenue. I have a feeling it is going to be a campaign issue possibly in the next election because we haven't accomplished Orange Grove yet. But that is one of the things that takes time. I think that, like Bob said, about the things that he has planned and we have other things planned. Right now, we are undertaking to inform the residents of the 30% of the City that is not lighted residenta11y wise of their rights and how they can get those areas lighted. It is my contention that it is time that our City has adequate street lights. I still have in the back of my mind plans and hopes for a new civic center and an auditorium for our children. Not, quite possibly, in the next one year, but perhaps in the next two or three years we might get to that. I think" many of the things that we have done insofar as what we have known as mans ionization in the past .. I think we have slowed that down through our efforts. But there still are things to be done and I think that, architecturally speaking within the City, to maintain the City the way we want to maintain it, and to work closer with our Planning Commission, and to rely upon our Commission in general for their assistance and guidance to the Council in their recommendations, to where we have a closer relationship with those people. Also, to eventually create a means of better communication between City Hall and all of the residents of the City to keep them better informed of what is going on within the City and things of importance to them. I also feel that in the year to come that the Council will be faced with, possibly, and should be concerned with, working with our School District and the plights that they have and the problems that they have so we can be of assistance where we can, because I consider our schools to be the backbone of this whole community. So, it's been a great year. I'm looking forward to next year and the year after. Also we discussed some issues concerning the current condemnation case of Arcadia Redevelopment Agency vs. Franco". As a result of SB 2557, Los Angeles County has withheld tax increment funds from certain redevelopment agencies which includes Arcadia. On behalf of the other cities, Mr. Alex Chiu, Attorney at Kane, Ballmer and Berkman, has filed a lawsuit against L. A. County alleging that the County had no authority to deduct any tax increment since agencies are not mentioned in the statute, and such deduction is unconstitutional. According to the Health and Safety Code, tax increments to be allocated to redevelopment agencies must be paid into an agencies' special fund and used exclusively for repayment of agencies indebtedness. The total legal fees are estimated to be $65-$70,000 with each city paying an equal share. Arcadia has agreed to be part of the lawsuit against the County. As per the agreement, Arcadia's expenditure will not exceed $5,000. As a result of continuing analysis, staff. recommends the existing station not be expanded and/or remodeled. It was further determined that construction of a new facility may actually be more cost effective than renovation of the existing structure. Consequently a new station should be considered at this time to meet the long-term needs of the City, according to staff. I Counci1member Harbicht requested that this item be considered separately and would like to change the staff recommendation and MOVE that the recommendation be amended to AUTHORIZE Phase I, the site analysis and space needs study. Further, the question of whether or not to build a station be taken up during the Capital Improvements Program Budget hearing on May 7. Phase III is the actual design of the station. Once the site analysis and space needs study are completed, it would be more effective for the architect to then do some schematic design and some cost estimates so that we know what we are looking at for this project, according to Chief Gardner. Phase I and Phase II should be done concurrently. Some items developed in Phase I will be applied to Phase II and vice versa. The City Manager said that it appears that, from Counci1member Harbicht's motion, that this will be resolved on May 7 during the Capital Improvements Budget hearing. Since this will occur at the next Council meeting, it will probably not matter if the architect is restricted to Phase I. It was then MOVED by Counci1member Harbicht, seconded by Counci1member Young and CARRIED on roll call vote as follows to APPROVE the retention of Wolff/Lang/Christopher, AlA, to provide architectural services for Phase I of the proposed Fire Station No.2 Project; and the question of whether or not to build, and the remainder of the architect's contract be considered at the May 7 public hearing on the Capital Improvements Budget. In reply to a question from Counci1member Fasching, Counci1member Harbicht said he did not feel that the matter of approving a million and a half dollars for a new fire station should be an item on the consent calendar and by hiring an architect for $120,000 investment to design it seems to be putting the cart before the horse. He would like the opportunity to consider investment of a million and a half dollars for a new fire station along with the other Capital Improvements Program. He is not necessarily in favor of remodeling rather than rebuilding. Counci1member Fasching noted that he did not see anything in the staff report which indicated the total cost. J.uu Collins, Director of Recreation, stated, in part, that this information can be found as part of Exhibit A to Resolution No. 5578, and that more detailed information will be available in the Budget Report. There has been an increase in the part- time salaries of the people who run the part-time activities and classes and the fees have been adjusted based on the new salary schedule so they will cover those costs. Counci1member Fasching would like to look at the Recreation Department Budget before considering raising the fees. Mayor Gi1b noted that over the years, the Department has tried to have each Recreation program pay for itself by means of the fees. Mr. Collins also noted that the summer programs are advertised at this time, so the prices need to be set at this time so the brochures may be sent out. In reply to a question from Counci1member Harbicht, the City Attorney read a corrected clause. Mayor Gi1b noted that this had been brought up at the League of California Cities, Los Angeles Division meeting last week. Many of the cities objected to the meeting site, but the League said they could not move this convention. However, they urge all the cities who do not agree with the action of the County of San Francisco in declaring itself a sanctuary for opponents of the war in the Gulf to adopt a resolution and send a copy to the League and to San Francisco. Congratulations to the new Mayor. "Don Gladue - - a forty-five year resident of Arcadia died Saturday, April 6, at the age of 96. Don was the owner of Don's Plumbing and he started his career as a plumber's apprentice in Rhode Island in 1912. He was not only a .fine craftsman, but was also very generous with his talents. .He donated the plumbing supplies and labor for the Arcadia Historical Society and has been a sponsor and very active in the West Arcadia Little League since 1966. Don was preceded in death by his wife, Evangeline who died six months ago and he is survived by one daughter, three grandsons, three great grandchildren and a 100 year old sister who lives in Rhode Island. When we close the meeting, I would like to do so in honor of Don Gladue." I It's a sad day when I have three friends to close the meeting in memory of, "Billie Davies (Mrs. Stanton Davies) was a long time resident; past President.of the Women's Auxiliary of the San Gabriel Valley Dental Society; past President of the Delta Tau Delta Mothers' Club of USC; and Associate Member of the Arcadia Assistance League. She had been the Founder and President of a chapter of AASK (Aid to Adoption of Special Kids) and you may know of that organization by the DeBo1ts -- Mr. and Mrs. 12 4/16/91 I I 33:0105 DeBolt who adopted nine or ten or twelve specially handicapped children. Billie did a great deal for this organization and established aid of all kinds. She is survived by her husband, Stan Davies; sons, Stan, Jr., Ron Davies and Richard Davies; daughter, Kathy Davies and two grandchildren. Services were held last Saturday at the Church of Latter Day Saints. Contributions may be made to AASK or the American Cancer Society." She was a fifty year resident of San Marino and had been ill for a very long time. She was responsible for many philanthropic endeavors, the most recent of which directly affected the City of Arcadia when the Berger Foundation donated over $195,000 to the City and the School District. Frances and her husband were members of the San Marino Community Church where Frances had the distinction of serving as the first woman on the Church Board, which was more than thirty years ago.
