ADJOURNED REGULAR MEETING
JUNE 18, 1991
The City Council and the Arcadia Redevelopment Agency met in
an Adjourned Regular session at 7:18 p.m., Tuesday, June 18,
1991, in the Conference Room of the City Hall Council
Chambers.
PRESENT: Counci1members Ciraulo, Fasching, Harbicht, Young
and Gilb
ABSENT: None
The Recreation Department reports an extreme1y,high enrollment
for the summer camping program. In order to accommodate the
additional campers, the Director of Recreation requests an
additional $14,000 be budgeted to the FY 1991-92 Camp Account.
Camper fees will totally off-set this cost. Staff requests
that this item be incorporated into the motion for Item No.
4 on the Regular Meeting Agenda this evening: "Consideration
of the Proposed Operating Budget for FY 1991-92".
Staff updated Council on the status of the Livingston/Graham
project in the Chicago Park area on Clark Street (T.P.M. 90-
014). On February 1, 1991 the City of E1 Monte appealed the
Planning Commission's approval of the proposed development of
this property to create 13 lots from 118 lots (12 industrial
sites and one lot which is part of a gravel pit). Before the
public hearing to consider the appeal occurred, an agreement
was worked out between Livingston/Graham, the City of Arcadia,
and the City of E1 Monte to route the sewage from the new
development down Clark Street and tie it into the existing
Arcadia sewer system, rather than tie the line from the
development into the existing line in Clark Street, which
travels down Cogswell Road into the City of E1 Monte. Once
the agreement was effected, the City of E1 Monte no longer
objected to the development and they withdrew their appeal.
The City of Arcadia is now waiting for Livingston/Graham to
proceed with their development plans for the property, and
making the modifications to the sewer systems rerouted to the
Arcadia line. Counci1member Fasching noted that the E1 Monte
residents on the south side of Clark Street had originally
been very upset at the prospect of looking at an industrial
development on the north side of Clark Street; evidently the
~ouustria1 development was not their major concern, he noted.
Counci1member Harbicht reported that the southbound left-turn
signal on Baldwin to turn eastbound onto the 210 Freeway is
malfunctioning; the left-turn signal seems to be stuck on
green. The Director of Public Works will report the signal
malfunction problem to Ca1trans.
Counci1member Young noted the house at 1601 Highland Oaks has
been demolished and a construction fence has been erected

around the property. Many trees were removed in the process.
The permission to' remove the trees was in question, in
particular, the City owned trees at the curb. Staff advised
that permission to remove the trees on the property had been
obtained by the owner from the Highlands Homeowners'
Association, Architectural Review Board. Further, if the
trees at the curb are City trees, they will not be removed.
Councilmember Fasching reported that Santa Anita Race Track
has donated two soft-ice-cream-making machines to the City.
One machine to be used at Wilderness Park and the other at the
new Community Center. Santa Anita has replaced the two ice
cream makers with new models to be used at the track.
In response to Mayor Gilb's question, the Water Manager
advised that the water Arcadia will exchange with Sierra Madre
is very similar in quality to Arcadia's water. Both water
sources are taken from groundwater supplies.
At 7:24 p.m. Council ADJOURNED to the Regular City Council and
Arcadia Redevelopment Agency Meeting this date at 7:30 p.m.
