and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
AUGUST 6, 1991
The City Council and the Arcadia Redevelopment Agency met in
an Adjourned Regular Meeting on Tuesday, August 6, 1991, at
7:00 p. m, in the Conference Room of the City Hall Council
Chambers.
PRESENT: Counci1members Ciraulo, Fasching, Harbicht, Young
and Gilb
ABSENT: None
As a result of a break in the 12" water main located at the
Orange Grove Reservoir site, private properties along Oaklawn
Road and Gloria Road suffered damages. Staff presented a list
of the affected properties and the approximate cost of the
repair work for each, Current Council policy allows staff
to approve claims up to $2,500, Claims above that amount
require Council consideration. No objections were voiced by
Council to staff's granting the ten claims which were under
the $2,500 limit.
The City Clerk requested an adjustment to her FY 1991-92
budget to allow for attendance at the League of California
Cities Annual Conference in San Francisco, October 13-16,
1991.
Mayor Gi1b MOVED to DIRECT staff to appropriate $1,078 from
the General Fund to the City Clerk's FY 1991-92 budget to
cover the costs to attend the League Annual Conference in
October this year. This seconded by Counci1member Fasching
and CARRIED.
It was MOVED by Councilmember Young, seconded by Mayor Pro tern
Harbicht and CARRIED that Mayor Gi1b be designated as
'Arcadia's Voting Delegate for matters before the membership
at the League's Annual Meeting in San Francisco,
Further, it was MOVED by Mayor Gi1b, seconded by Councilmember
Young and CARRIED that Mayor Pro tem Harbicht be appointed as
Alternate Voting Delegate in the event Mayor Gilb is unable
to attend.

Council agreed to change the regularly scheduled meeting dates
of October 1 and October 15, 1991, to October 8 and October
22 respectively. This because two counci1members will be away
from the City over October 1st, and the next Council meeting
scheduled for October l5 conflicts with the League of
California Cities Annual meeting date.

Councilmembers Harbicht and Fasching reported that, along with
staff, they met with Sierra Madre's Mayor Buchan, and
Councilman Gary Adams and City Administrator Jim McCrea to
discuss the Orange Grove roadway improvement project.
Counci1member Harbicht commented that it was apparent that the
Sierra Madre Councilmembers were not familiar with the current
plan for this roadway improvement, The meeting produced a
plan to proceed with the project, first, by having each
Council pass a resolution approving in concept the current
plan for the roadway design and, secondly, based upon approval
of the concept, the County Engineering Department could be
asked to do the engineering for the project, The resolutions
are expected to be before each Council this month.
Councilmember Fasching commented that Arcadia residents in the I
Orange Grove area were mostly in agreement with the concept
for the roadway improvements as shown on the Public Works
plans. The main objection of both Arcadia and Sierra Madre
residents is the "leveling out of the entire street; increased
speed, ,. which would become unsafe in their minds, and they
wanted consideration of stop signs, speed bumps, or basically,
to maintain the existing dips which would slow down the
traffic". Further, there was a consensus of the group that
met that if dips are maintained, but lessened in severity, it
will tend to slow down the traffic on the newly improved
street as the concept now stands. Later on stop signs could
be considered if the dips prove not to be sufficient.
Councilmember Harbicht noted also that the original plan would
have eliminated 65 trees along Orange Grove. The current plan
under discussion eliminates possibly ten trees.
Staff reported that a draft policy statement is in preparation
in connection with requests for use of the new Community
Center building. This to produce a formal policy which will
serve as a guide in discussions with persons desiring to use
the facility.
The City Manager requested a Closed Session before the regular
meeting this date.
At 7:16 p. m. Council entered the CLOSED SESSION, RECONVENED
AND ADJOURNED sine die at 7:30 p, m,
