ADJOURNMENT ATTEST: MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING SEPTEMBER 3, 1991 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Tuesday, September 3, 1991, at 7:00 p. m. in the Conference Room of the Council Chambers. PRESENT: Councilmembers Ciraulo, Fasching, Harbicht, Young and Gilb ABSENT: None Consent Items 6a, 6b and 6c on the Regular Meeting Agenda this date to be set for public hearing on September 17, 1991. The City Manager requested a Closed Session before the Regular City Council Meeting this evening. In reference to Item 6f on the Regular Meeting Agenda, staff clarified their recommendation to reject the bid from the lowest bidder, Swedlow Distributors. The bid documents specified that the furniture was to be purchased from three different manufacturers, Arcadia, Harper or JB Engineering. One of the items to be furnished, a television cabinet, was to be specially manufactured by Arcadia Company to match the credenza, conference table and chairs in the new conference room of the Personnel Department. The bid from Swedlow was lower than the bid from Sam Yocum, Inc., by approximately $550 because Swedlow did not bid the TV cabinet as manufactured by Arcadia Company. They bid a cabinet manufactured by Monrovia Furniture Company which cost less. Therefore, staff recommends the Swedlow Distributors bid be rejected for not bidding within the specifications as stated in the bid documents. A lengthy discussion ensued in connection with the duties and authority of the Homeowners Associations, in particular the Architectural Review Boards, and the potential of liability to the City as a result of Review Board decisions thereof. Council then directed staff to contact each Homeowners Association, Architectural Review Board, and request their attendance at a meeting with Council on October 22 at 6 p. m. Councilmember Harbicht requested also that the City Attorney prepare guidelines for the Associations on the limits of their authority. Referring to the newly produced Employee's MpTlual, Councilmember Young commended Alex McIntyre, Assistant to .le City Manager, for a job very well done.
