EMPLOYEE GATES COMMUNITY CENTER (Requests for Use of Bldg.) 0"0 - 7() CrJ RJ lie 'I AGENDA ITEMS SB 52 (New Wtr, Agency) IO~o _ elf) 58 G'~ M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY AOJOURNED REGULAR MEETING SEPTEMBER 17, 1991 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting on Tuesday, September 17, 1991 at 7:00 p.m., in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Ciraulo, Fasching, Young and Harbicht ABSENT: Mayor Gilb On MOTION by Councilmember Young, seconded by Councilmember Ciraulo and CARRIED, the absence of Mayor Gilb was EXCUSED. In reference to the letter from Mrs. Roy Koons, whose husband was a City employee and recently deceased, staff will report back to Council after reviewing the content. The Council welcomed a new City employee, Tammy Gates, who will intern in the Personnel Department. Staff had previously provided the City Council with a proposed policy for the use of the Community Center by groups within the community. After Council has the opportunity to consider the staff proposal, the item will be placed on an agenda for formal approval of the policy. Councilmember Fasching commented that the proposed usage policy looked good to him, and also noted that the Center is in need of a soft drink dispenser machine which could be placed at the rear of the building. Also, a can recycler could be placed in the same area with another receptacle for recycling in another area. He noted that the Seniors would appreciate a soft drink once in a while, along with the other beverages which are available in the building such as coffee. Coca-Gola or Pepsi Cola will furnish the machine at no cost to the City and will stock it also. A discussion ensued in connection with a clause in the proposed policy which states that, "the facility should not be used by non-profit organizations for fund raising events or dinners". The discussion centered around the non-profit organizations holding their officer installation dinners at the Community Center and/or fund-raising events. It was agreed that this matter be placed on the October 8 City Council Agenda for consideration and further discussion at that time. Item 8a, Zone Change Z-9l-009, Regular Meeting Agenda this date to be set for a public hearing on October 8, 1991. The City Manager informed Council that SB 52, the Torres bill, was defeated. SB 52 would have created a new water agency known as the Main San Gabriel Basin Water Quality Authority to manage and control ground water cleanup. Further, the City Manager credited Assemblyman Mountjoy as being instrumental in bringing about the defeat of SB 52. Arcadia, he noted, will soon begin to work with Assemblyman Mountjoy to develop legislation on this issue. By general consent, Council determined that the signs to be pO$ted in the City's parks alerting the public to the AMC section that requires dog owners to remove their dog's feces, will be lettered in black on a yellow background. Cot.1ncilmember Fasching suggested that the signs contain a pht'ase, "Failure to clean up your dog litter is subject to a penalty, Ordinance No. 1946". Ciraulo suggested they be posted in all the City Sierra Madre Mayor Pro tern Gary Adams informed the City Manager that he will be in attendance tonight at the Regular Council Meeting as a spectator only. Further, the Sierra Madre Assistant City Manager advised City Manager Watts that the Sierra Madre Mayor and City Council are requesting that the Arcadia City Council take no action on Resolution No. 5619, which expresses concern regarding the City of Sierra Madre's opposition to the improvement of Orange Grove Avenue, and offering to the City of Sierra Madre the realignment of the City boundary to the south side of Orange Grove. They suggest in the interim the two City Councils could get together and discuss the improvement of Orange Grove Avenue. By general consent, Council agreed to table this matter and make an announcement of this decision at the beginning of the meeting. The City Manager requested a Closed Session directly following the Pre-meeting this evening.
