IMPROVEMENT o :, ~', . 70 fJ.sP M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING OCTOBER 8, 1991 The City Council and the Arcadia Redevelopment Agency met in an adjourned Regular Meeting on Tuesday, October 8, 1991 at 7:00 p.m., in the Conference Room of the City Hall Council Chambers. PRESENT: ABSENT: Councilmembers Ciraulo, Fasching, Harbicht and Gilb Councilmember Young On MOTION by Councilmember Harbicht, seconded by Councilmember Ciraulo and CARRIED, the absence of Councilmember Young was EXCUSED, The City Clerk provided the City the all-mail ballot elections. information regarding the usage far. This initiative would amend the Internal revenue Code to allow for the issuance of tax-exempt bonds for financing publicly owned cultural, recreational, and sport facilities, where such projects are undertaken as a public and private joint venture. A brief discussion ensued and a decision made to continue the discussion at a later time, The City Manager informed Council that Mr. Michael Walbrecht, California Film Commission, will be present to address Council on the agenda item regarding the notice time required for filming in the City. Judie Draper called to say she will be out of town on November 5. Since she would like to be present when the tree preservation public hearing is held, she wondered if it could be postponed, Items 8a and 8b are suggested to be set for public hearings on October 22, 1991 and November 5, 1991, respectively. Staff reported that the mini-park on Winnie Way west of Holly is completed and is very nice. Agenda Item 10e is, again, the Orange Grove resolution which had been postponed to this date. The Sierra Madre City Council passed their resolution. The Finance Director has reviewed these figures and staff recommends that Council approve the release of the budgeted funds to WE TIP, It was MOVED by Councilmember Ciraulo, seconded by Mayor Pro tern Harbicht and CARRIED on roll call vote as follows to APPROVE release of budgeted funds to WE TIP. AYES: NOES: ABSENT: Councilmembers Ciraulo, Fasching, Harbicht and Gilb None Councilmember Young The City Manager requested a CLOSED SESSION. Mayor Gilb asked staff to check with the Christmas tree lot lease applicants with regard to leaving the lots clean when they leave. Councilmember Fasching requested that Consent Calendar Items 8g, 8j, and 81 be' withdrawn for discussion. Mayor Pro tern Harbicht requested that Consent Calendar Item 8a be withdrawn for discussion. Also, he will abstain from voting on Consent Calendar Item 8k, because one of the banks is a client. In response to a question from Council, staff replied that the Highland Oaks Homeowners' Association Architectural Review Board, denied the revised plans for property improvements on Cielo Place and that the appeal will now go to the Planning Commission.
