MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING NOVEMBER 5, 1991 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular Meeting at 7:00 p. m., Tuesday, November 5, 1991, in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Ciraulo, Fasching, Harbicht, Young and Gilb ABSENT: None It was MOVED by Mayor Gilb, seconded by Councilmember Young and CARRIED, to accept the resignation of Min Mey Chang from the Arcadia Beautiful Commission with regret. Mrs. Yvonne Beier has lived in Arcadia with her husband and four children for 11 years. She has been chosen to represent Los Angeles County in the 1992 Mrs. California American Pageant. The Pageant will be held at the Los Angeles Hyatt Airport Hotel in January, 1992. Mrs. Beier has requested that Arcadia sponsor her in this endeavor. 'It was MOVED by Councilmember Fasching, seconded by Councilmember Ciraulo and CARRIED unanimously to sponsor Mrs. Beier with support of $100. This Resolution, No. 5627, provides certain differential compensation to police officer Ken Harper who served in the American Military during the Iraq-Kuwait crisis (Persian Gulf war). Council previously authorized payment for back pay and also to restore 60 hours of vacation time. The section to restore the 60 hours of vacation to employee Harper was inadvertently omitted from the Resolution. A new Resolution 5627 will be substituted for adoption at the regular meeting this date which will include the above. The current procedure for waiving the business license fees for students who film in the City is cumbersome and costs the City money for what staff considers no real purpose. The Arcadia Municipal Code could be changed to issue a no-fee business license at the time of application upon proof of verification of student status. Council concurred to the new procedure. Because the Arcadia Municipal Code defines christmas tree lots as "Temporary Structures over 30 days", these requests must come before Council for approval. Staff suggests a text amendmenc to change the Code to allow staff to handle these requests for business license permits for christmas tree lots administratively. Council concurred. A text amendment will be prepared for Council's consideration at a later date. 1 11/5/91 RESO. 5629 (Sch.Bd. Task Force) TRF. SIGNAL (S.A. & Fthl. & Baldwin & Fthl.) o q(,D .(,& tJSP ADJOURNMENT ATTEST: J Al'ford. 33:0306 Mayor Pro tern Harbicht announced that he has had discussion with certain persons regarding Resolution No. 5629, "Responding to the Arcadia Unified School District's Task Force II Recommendations". As a result of these discussions, he would suggest minor word changes to the Resolution. This will be considered at the regular meeting this date. The change in wording will be noted at that time. Mayor Pro tern Harbicht inquired of the Director of Public Works if the timing of the traffic signals at Santa Anita and Foothill has been adjusted? Both he and Mayor Gilb related their experiences of waiting for long periods of time for the signals to change on Foothill at Santa Anita and at Baldwin Avenue. The Director of Public Works responded that he will have the signals rechecked at Baldwin and Santa Anita on Foothill Boulevard. At 7:13 p. m.
