CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
NOVEMBER 19, 1991
The City Council and the Arcadia Redevelopment Agency met in
an Adjourned Regular meeting at 7:00 p. m., Tuesday, November
19, 1991, in the Conference Room of the City Hall Council
Chambers.
PRESENT: Councilmembers Ciraulo, Fasching, Harbicht, Young
and Gilb
ABSENT: None
The City Manager announced that a change was. made to Agenda
Item 9b, Ordinance No. 195B, an ordinance to authorize the
Fire Chief to approve Christmas tree tents and canopies. The
wording was changed to substitute Fire Chief for Fire
Prevention Officer. The corrected ordinance was distributed
to Council.
The City Manager reported that the City Attorney was attending
a Personnel Board hearing on an employee appeal to a
suspension. He will join the City Council meeting tonight as
soon as the hearing ends.
The question of recycling plastic items was briefly discussed.
Staff clarified that Newco Waste Disposal separates hard
plastic from other plastic recyclable items. The hard plastic
is an inappropriate plastic which is placed into a separate
compartment in the truck and eventually landfilled.
Mayor Gilb called a Closed Session immediately after the Pre-
meeting this date.
Staff recommended that Agenda Item 7a, consideration of zone
change Z-91-010, be set for public hearing on December 3,
1991.
Also Agenda Item 8, "Request for annexation and water service
for a portion of Monrovia property", will be continued to a
later date at the request of the applicant, Mr. Pokrajac.
The City Manager reported that he and Police Chief Johnson,
along with the Planning Director, had responded to a complaint
from a resident in connection with an apartment building
located at 944 West Huntington Drive. They looked at the
block wall and other conditions of the property mentioned in
the le~ter from the neighbor, and determined that the
situation is a civil matter between the complainant and the
neighbor. Staff saw no property maintenance problem, although
the place is not in good condition, nor any of the other
situations alluded to in the letter. The Police Department
will formally respond to the block wall situation.

A brief discussion ensued of this same area on West Huntington
Drive and the number of people who congregate at the curb
waiting to be picked up for daily employment. The Director
of Planning reported there are a number of areas along
portions of West Huntington Drive all the way to Rosemead
Boulevard where persons wait to be picked up to go to work.
However, the amount of people waiting in this area is not as
great as those found around the Monrovia Home Depot or around
Dunn-Edwards Paint Store further north at the corner of
Michillinda and Colorado. Councilmember Young noted that she
had received a complaint that the West Huntington Drive area
apartment buildings house foreign persons and that there are
many, many people living in each apartment. The City Manager
commented that these apartments are very large. And, further,
possibly some of the tenants do not have transportation and
stand waiting for their ride to work. The area is not the
same type of a situation that exists at Dunn-Edwards Paint
store, he added.
Mayor Pro tem Harbicht suggested this matter be vigorously
followed-up. He does not know if the persons waiting around
are out there looking for work, and there may not be a law
against that, although there is a law against hiring illegal
aliens. Councilmember Young noted that Sierra Madre has a
terrible problem with a similar situation. Councilmember
Fasching commented that one of the apartment buildings on West
Huntington is predominantly Hispanic and single mixed. One
evening, he had seen a big crowd from this particular building
congregating at the corner of Sunset and Huntington Drive
just standing on the corner and talking.
At 7:13 p, m., Council entered a CLOSED SESSION, RECONVENED
AND ADJOURNED sine die at 7:25 p.m,
