GROUND- BREAKING (Jan. 11, 1990) o 1..3()- J20 ~(1', e;f, L-/I NSl' ~\ MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JANUARY 2, 1990 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular meeting at 7:00 p. m., January 2, 1990 in the Conference Room of the City Hall Council Chamber. PRESENT: ABSENT: Councilmembers Gilb, Lojeski, Young and Chandler Councilmember aarbicht It was MOVED by Councilmember Lojeski, seconded by Councilmember Gilb and CARRIED that the absence of Counci1member Harbicht be EXCUSED, After a brief discussion in connection with information received that Arcadia High School students had once again won the area competition for the National Bicentennial, 22nd Congressional District, Council considered contributing $500 toward the expense of the trip, It was noted by Councilmember Young that if the Arcadia students win the competition in Sacramento this month they will receive an expense paid trip to Washington. It was MOVED by Councilmember Gi1b, seconded by Councilmember Young and CARRIED that this item be placed on the January 16, 1990 agenaa for consideration of an award of $500 toward the expenses of the team, Communication received from consultants to Best Disposal with informa- tion that Best Disposal and Newco Disposal Company have signed an agree- ment to transfer Best to Newco, Confirmation from the principals at Best Disposal has not been received to date, It was noted that Best Disposal has been in default in Monrovia as they have not completed the change- over to the automated service as agreed. Police Chief Johnson delivered a brief report on the December 22, 1989 sobriety checkpoint conducted on Huntington Drive, eastbound, near City Hall. The operation began at 4:00 p. m. and lasted until 10:00 p, m.; 4,612 cars passed through; 558 cars out of the 4,612 were topped and tests were administered to 25 people. "Arrests were made; three for drunk driving; one for possession of illegal drugs and one for posses- sion of a billy club, At the beginning hour of checkpoint when traffic was heavy, every 25th car was checked. As the evening progressed this gradually increased to every 15th car; 10th; 5th ". and later on every car was stopped and checked. This was believed to be a very worth- while effort. Chief Johnson noted that there were "50 or so other DUl checkpoints and that this procedure really decreased the number of accidents and injuries over the holidays, The City Manager reported that the contract for the construction of the Senior Citizen Center is expected to be signed within a week. After a brief discussion, Council determined to have a groundbreaking ceremony Thursday, January II, 1990 at 3:30 p. m. The invited guest list will include the Senior Citizen Commission; the architect of the Center; contractor, County Supervisor Pete Schabarum and others. 1/2/90 -1- " '.,/, " :: ':/)"') CLOSED SESSION The City Manager requested a CLOSED SESSION this evening before the Regular Council Meeting.
