REGULAR MEETING
JANUARY 2, 1990
The City Council and the Arcadia Redevelopment Agency met in a
regular session at 7:30 p, m" January 2, 1990 in the Arcadia City
Hall Council Chamber.

On MOTION by Councilmember Gilb, seconded by Councilmember Young
and CARRIED, Councilmember Harbicht was EXCUSED.
On MOTION by Councilmember Young, seconded by Councilmember Gilb
and CARRIED, the Minutes of the Adjourned and Regular Meetings of
December 19, 1989 were APPROVED.
It was MOVED by Councilmember Lojeski, seconded by Councilmember Young
and CARRIED that Ordinances and Resolutions be read by title only and
that the reading in full be WAIVED.
CITY ATTORNEY
The City At.torney announced that, "the City Council and the Arcadia
Redevelopment Agency met in a CLOSED SESSION this evening pursuant
to Government Code Section 54956,8 to give instructions to the City's
negotiator regarding negotiations with Mr. Willson concerning his
property at 117 North Second Avenue in the City of Arcadia. This was
regarding the potential acquisition of that property".
AUDIENCE PARTICIPATION
George Snell, Director of Operations, Best Disposal Company, stated,
in part, in answer to a question from the City Manager, that he was
unable to give any information at this time concerning the letter
sent to the City by Mr. George Weinwurm of Best Disposal informing
the City that an agreement has been executed between Best Disposal
and Newco Disposal for the transfer of the firm, He has been in-
structed by Mr. Weinwurm that questions in regard to the sale will
be answered and full details given the following day during contact
with the City Manager's Office, In reply to a question from the Mayor,
he replied that there will be no break in service.

HEARING RE. Resolution No. ARA-146 set a hearing for this date on the commencement

The Assistant City Manager for Economic Development then read the title
of Resolution No. ARA-148: "A RESOLUTION OF NECESSITY OF THE ARCADIA
REDEVELOPMENT AGENCY OF THE CITY OF ARCADIA, CALIFORNIA, INSTITUTING
THE COMMENCEMENT OF EMINENT DOMAIN PROCEEDINGS IN CONNECTION WITH
THE ACQUISITION OF CERTAIN PROPERTY FOR REDEVELOPMENT PURPOSES (FRANCO)".
Chairman Chandler declared the hearing open for those with a possessory
interest in the property,
Jeff Cox, 436 E. Haltern, Glendora, Arvizu's son-in-law, stated, in
part, that he had been asked to speak tonight on behalf of the Francos.
Mr. Arvizu (the Franco's son-in-law) is unable to speak on their behalf
tonight. He pointed out that the owners are willing to work with the
Agency in the matter of the property. The owners have lived in the City
for approximately 45 years and there is no comparable property in the
City available for the price the Agency is offering them for their
property,., this is a major stumbling block to the Francos. He noted
a letter from a realtor stating the property should be valued at
$325,000, The realtor is willing to place it in the multiple listing
service for that price. He presented a copy of this letter to the
Agency,
The Assistant City Manager for Economic Development noted that he had
seen this letter earlier today, The Agency's offer is significantly
less than the $325,DOO, In discussions with the owners, the Agency
offered to relocate them to another site. The Relocation Consultants I
have offered properties which the Agency feels are comparable, and
these properties are in Arcadia. The dollar amount mentioned here
has been established by a realtor who is not a fully qualified appraise
the Agency's value has been set by an appraiser, The Franco's realtor _.
also suggests that they obtain their own appraisal.,. the Agency has
suggested this to the Francos also, He also noted that the owners and
the Agency are still far apart on an agreement, and to maintain the
Agency's schedule, requests the adoption of Resolution No, ARA-148.
Chairman Chandler stated that the hearing was CLOSED.
It was then MOVED by Member Lojeski, seconded by Member Gilb and
CARRIED on roll call vote as follows that Resolution No. ARA-148

The Agency
September,
to date,
forwarded offer letters to the parties named below in
1989. Negotiations with all three have been unsuccessful
Cordova, 157 Wheeler Avenue, Although Agency staff have been in
contact with the members of the Cordova family over the past three
months and on November 29, 1989 met with all four of the legal owners
to negotiate the Agency's acquisition of the property, a reasonable
counter offer has not been received to date.
Technar, 125 N. Second Avenue. Agency staff have been in contact
with Technar's local representative since September, and have yet
to receive either Technar's approval or disapproval of Agency's offer.
The Assistant City Manager for Economic Development then read the
titles of the Resolutions.

ACCEPTED the construction of lighting improvements (street lights)
on Kingsley Drive between Old Ranch Road and Magellan Road (Job No.
653) (Metro Electric Company, Contractor); AUTHORIZED final payment
be made in accordance with the contract documents. 10% retention
payment to become due and payable 35 days after the recordation of
Council acceptance and upon completion of all corrections of record;
SCHEDULED FOR FEBRUARY 6, 1990 a public hearing for Council to hear
and pass on the report by the Superintendent of Streets, together with
any objections or protests which may be raised by property owners to
be assessed; and AUTHORIZED the Street Superintendent to notify the
affected property owners.

APPROVED Final Map 47127 for a proposed 5-unit residential condominium
project at 407-411 South Third Avenue filed by Engles Shen and Associates,
Inc., on behalf of Jason Fan, President of Antron Builder's Company, Inc.,
(owner/developer). Before the Final Map is recorded all outstanding
conditions of approval as outlined in report from the Public Works
Department dated June 27, 1989 shall be complied with to the satisfac-
tion of the Director of Public Works.
RATIFIED settlement for claim for property damage from G. Fasching
in the amount of $5,860.
AUTHORIZED purchase of radio equipment from Motorola, Inc. in the
amount of $46,523.79 including sales tax. This award based upon Los
Angeles County contract #50337, WAIVED non-compliance with the
specific bid process of the City of Arcadia in order to take advantage
of the County's bid prices under its contract. Funds in the amount of
$46,800 are available in the Capital Improvement Program for 1989-90,

in that amount to CMRR, Inc" for consulting with regard to develop-

.Councilmember Gilb inquired if the construction of lighting
improvements on Kingsley Drive would be finished by February 6,
1990. Staff responded that the improvements would not be completed
but there is a bond in the amount of $10,000 to cover the construc-
tion.

The City Attorney presented and read the title of Resolution No, 5515:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
REGARDING COMPENSATION FOR LAW ENFORCEMENT RECRUITS".
Councilmember Gilb inquired about the high cost of the benefits
associated with this compensation for law enforcement recruits.
Chief of Police Neal Johnson responded that they had had a situation
where young recruits were going to other agencies where they could
receive insurance coverage for their families. This will make Arcadia
equitable with other cities and also provide the medical insurance.
This will cover four months' time and will amount to $1200 per recruit;
there will be, possibly, four or five recruits for the year,

Noted that the groundbreaking ceremonies for the Senior Citizens'
Center will be at 3:30 p, m" January 11, 1990 at the site.
Wished a Happy New Year to everyone.
Wished a Happy New Year to everyone and hoped that the City would
continue to achieve the success it ended 1989 with in the areas
of Redevelopment and the Senior Citizens. Center project.

"I would like to close the meeting tonight in memory of William
Allen Barbeau, Bill Barbeau -- he and I became friends and were
involved in a service club in 1949 through 1965. He was extremely
involved with the Kare Youth League down on Farna in their youth
programs. Anyway, he passed away of a heart attack on December 25,
1989 -- I saw him about a week before that. He was born September 22,
1918 in Chicago; graduated from the University of Michigan Engineering
School; was a decorated veteran of World War II; was active in the
Lord's work. After retiring as an engineer from Todd Ship Yard, he
became an architect and practiced in Arcadia full time for the last
five years. He is survived by his wife of forty-three years, Billie
Barbeau and two sons, Jay and Martin. Memorial services were held
at 12:00 Noon Friday at the Forest Lawn Memorial Chapel in West Covina,
In lieu of flowers, contributions may be made to the Kare Youth League,
Mt. Kare Camp Cabins, 5150 Farna Avenue, Arcadia. I would like to close
the meeting now in memory of William Allen Barbeau."
At 8:25 p. m., the meeting ADJOURNED to 5:30 p. m., January 16, 1990
in the Chamber Conference Room to conduct the business of the Coun~il
and Agency and CLOSED SESSION, if any, necessary to discuss personnel,
litigation and evaluation of properties.
