PRESENT: ABSENT: Councilmembers Gilb, Lojeski, Young and Chandler Councilmember Harbicht It was MOVED by Councilmember Lojeski, seconded by Councilmember Young and CARRIED that Councilmember Harbicht be EXCUSED. At the request of Council, the language of Resolution No. 5524, as originally proposed, had been strengthened by staff to request that Governor Deukmejian direct an immediate halt to the Malthion spray- ing program until a scientific advisory panel can prove that Malathion is safe to the public. In the ensuing discussion, Council determined that further clarification be included in the resolution by adding "aerial spraying" rather than "spraying" and include "the elderly" as a segment of citizens also threatened by the aerial spraying of Malathion. Councilmember Young reported that she had attended the San Gabriel Valley Association of Cities meeting on this issue ... representatives from 13 cities were in attendance. All voted in favor of adopting a resolution with respect to the aerial spraying ... four cities abstained, including Arcadia, since their Councils had not previously voted on a resolution. It was noted also that 13 cities did not send a representative to the meeting and, therefore, it is not known what their position on this issue might be. The City Manager requested a Closed Session prior to the Regular Meeting this date. Council then entered the CLOSED SESSION, RECONVENED and ADJOURNED sine die at 7:30 p. m. 2/20/90 -1-
