CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
APRIL 17, 1990
The City Council and the Arcadia Redevelopment Agency met in
an Adjourned Regular session Tuesday, April 17, 1990 at 7:00
p.m, in the Conference Room of the City Hall Council Chambers.
PRESENT: Councilmembers Gilb, Harbicht, Lojeski, Young and
Chandler
ABSENT: None
In reference to Item No. 3 on the Regular Meeting Agenda, a
memo was distributed to Council informing them of the
opposi tion to this proposed event by the owner of the
apartment building located at 200 Santa Rosa.
Recommendation by staff to set the public hearings for the
following ftgenda items for May 1, 1990:
2a. Proposed Capital Improvement Program for 1990-91 through
1994-95.
2b, Text Amendment 90-003, Hazardous Waste Siting Ordinance.
Council discussed at length the regulations to be implemented
by the City in connection with the South Coast Air Quality
Management District's recently adopted Air Quality Management
Plan (AQMP). Concern was expressed of the more serious
aspects of the plan which would require, for example, stricter
parking requirements for new construction than are currently
in place; the possibility of changing water pumps for the
City's water system.., and the budget implications of doing
so; discharge of chemical waste water into sewer system
connections by industrial and commercial developments; the
disposal of biodegradable waste outside of the Los Angeles
County Basin by rail; the requirement of 16% electrical
vehicles for the City fleet. .. and more. The possibility of
bringing in a consultant was explored and the need for study
sessions to implement policy decisions with respect to this
issue and the manner in which the City should address the
requirements.
There has been a problem alerting Arcadia residents of the
opportunity offered by the Sanitation District to dispose of
household hazardous waste, The Waste Round-up Day is
scheduled for Saturday, April 28th at the Pasadena Rose Bowl.
Staff provided the School District with 1000 flyers to be sent
home with the 4th and 5th grade students. Posters have been
placed in City Hall and the Race Track. Councilmember Young
suggested posting them in markets and the City Library
gasoline stations were also suggested. It waS noted that the

Arcadia Tribune, which normally publishes items of this
nature, has not been deli~~Yed in some areas of the City for
the past three weeks.
NEWCO DISPOSAL
Staff noted since Newco has taken over the residential refuse
collection from Best Disposal, no problems with the service
have been reported. The transition has gone nicely.
ADJOURNMENT
The City Council ADJOURNED at 7:22 p. m., sine die.
