(.~ MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING APRIL 17, 1990 The City Council and the Arcadia Redevelopment Agency met in a regular session at 7:30 p. m., Tuesday, April 17, 1990 in the Arcadia City Hall Council Chamber. Rev. Steve Horswill-Johnston, Associate Pastor, Church of The Good Shepherd City Manager, George Watts PRESENT: Councilmembers Gilb, Harbicht, Lojeski, Young and Chandler ABSENT: None On MOTION by Councilmember Lojeski, seconded by Councilmember Harbicht, and CARRIED, the Minutes of the Adjourned and Regular Meetings of April 3, 1990 were APPROVED. It was MOVED by Council~ember Gilb, seconded by Councilmember Young, and CARRIED that Ordinances and Resolutions, be read by title only and that the reading in full be waived, ELECTION CERTIFICATION The City Clerk recited the fact of the General Municipal Election held in the City on the 10th day of April, 1990 and declared the results indicating the election of George Fasching, Joseph C. Ciraulo, and Robert C. Harbicht. The City Clerk presented and read the title of Resolution No. 5529: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON THE 10TH DAY OF APRIL, 1990, DECLARING THE RESULT THEREOF PURSUANT TO THE PROVISIONS OF THE CITY CHARTER". It was MOVED by Councilmember Harbicht, seconded by Councilmember Young, and CARRIED on roll call vote as follows that Resolution No. 5529 be and it is hereby ADOPTED. AYES: Councilmembers Gilb, Harbicht, Lojeski, Young and Chandler None None NOES: ABSENT: The City Clerk then administered the Oath of Office to George Fasching, Joseph C. Ciraulo, and Robert C. PRESENTATIONS TO OUTGOING MAYOR ROGER CHANDLER Joe Sargis, representing Arcadians for Arcadia, stated that the Arcadians were presenting a plaque expressing gratitude for service to the citizens of Arcadia to Outgoing Mayor Roger Chandler and Outgoing Councilmember Dennis A. Lojeski. The plaque to be delivered at a later date. The Arcadians also presented congratulations to Councilmembers Elect Joe Ciraulo, George Fasching and Robert Harbicht on their election to the City Council. Mayor Pro Tempore Young presented Mayor Chandler with a plaque in recognition of four years of dedicated service as Mayor and 1 Councilman to the citizens of Arcadia; this signed by the City Councilmembers and the City Manager. Mayor Pro Tempore Young also presented Mayor Chandler with the Mayor's gavel in honor and appreciation of his dedicated service to the community; this also signed by the City Councilmembers and the City Manager. It was very impressive and, believe me, I will hold these dear to me all of my life. I will put them in places where they can be seen. This last week a lot of people have been coming up to me and saying, 'how you doing, Roger?'. I just want to let you know that I am doing fine. Four years ago I was a Sheriff's Lieutenant assigned to serve my community as a Councilmember and I was forty-one years old and four years later I am forty-five; I still look forty-one and I am now a Police Chief instead of a Lieutenant. And, also the fifty- first person that has had the privilege and the honor to serve the City of Arcadia as its Mayor, going back to the first Mayor, Lucky Baldwin who was the first Mayor, eighty-seven years ago. So, when I -think of things like that in that perspective, I think we'll agree, I'm really doing fine. I want to thank all of you who helped me in one way or another. I' I want to thank every member of this current team of Councilmembers. And I want especially say to you guys, 'Good Luck', 'Be sure you do a good job' and 'You're good dressers - - you look good'. We have to take time out and recognize this City's staff. As we all come and go, this City staff is here full time -- we're just part time people given the privilege to make the policies for the City. But full-time professionals are always here and the staff members know who you are because I had the opportunity in the past week to touch base with you and give you my thanks. At the head is George Watts. You have a fine team, George, and keep it together because the citizens like me and all of these folks appreciate what your staff does for us. A big hand for George. I'd like to thank my wife - - she couldn't be here tonight; she is not feeling good; nothing to do with this; 4/17/90 -2- 32: 0077 just a little bug. She's a real partner and, as you guys are going to learn, you need a partner to carry yourself through this. This has been like getting another four year college degree; there's lots to be learned in this position and it is a great honor to have served here. Thank you very much." LOJESKI 1 "I promised my family, particularLy my wife, that I would be very short-winded tonight, which, unfortunately, sometimes is unusual for me. But, in all honesty, first of all I would like to take this opportunity to thank all of the individuals and all of the organizations they represent for the presentations made to me this evening. Each presentation and each organization represents many fond memories from my past eight years on the City Council. I can only simply say, 'thank you'. An individual's effectiveness in local politics is a definite positive result of the people around you. I would like to introduce the people who are most important to me. They are here again this evening and I would like to express my thanks and gratitude to my family. My daughter, Michelle, who is going to be sixteen tomorrow; my son, Brian, who campaigned for me on roller skates ten years ago; my mother and father, Mr. and Mrs. Lojeski; my in-laws, Dr. and Mrs. McKay Neilson; and a very special partner in life, my wife, Janet. I just want to say a personal 'thank you' to each and everyone of them for their giving and their sharing to our wonderful community of Arcadia. I notice in the audience tonight -- this is always a very special night -- when Council changes hands and new faces come on and old faces go off into the wind, we have some former Mayors in the audience. I think that is kind of an expression of the type of community we have. If I miss someone, please just stand up. I see Jim Helms, former Mayor, in the back; former Mayor Dave Parry, off in the corner; former Mayor Bob Margett. Did I miss anybody? Jim told me today -- I saw him at lunch -- maybe I'll get voted into the past mayor's breakfast club or something. I would also like to introduce one special friend who kind of stood by me -- all of us who have been involved in campaigns in the City we've campaigned long apd campaigned hard - - and there are a few key spots on any campaign that are hard to fill because nobody really wants to do the job and it usually is your closest and your best friend and a very close, very personal friend, my best friend, Craig Lucas, my campaign manager. Craig, thank you very much -- and his wife, Diane -- I can't forget Diane. The pleasant fond -3- 4/17/90 32:0078 memories that I leave with tonight are many and very real. And I really would not be telling the truth if I did not confess that there were excitements, there were a lot of joys, a lot of happiness, surprises that obviously heavily outweighed some of the sadness and the disappointments. As I reflect back over the past eight years, I accepted the challenge of being your Councilman at probably one of the most difficult times of turmoil, dissention and distrust with Members of the Council and their relationships to our citizens, our staff and one another. Fortunately "and hopefully, those counter-productive times will never reoccur. No one person is responsible for the direction or decision made by the Council, and I firmly believe that I leave office with the feeling that our community has progressed in these eight years. We have developed; we have grown; we have matured and we have remained extremely stable. To the facts I am simply very proud. The facts are that each department in City Hall has expanded, necessarily; our financial condition is extremely stable, the most stable it has ever 1 been, while allowing for proper growth and development in the . community. I would like to take this opportunity to thank all the former Councilmembers who I have served with over the past years. Some names from the past; Jeff Dring, Dick Halton, Dave Hannah, Don Pellegrino and Mary Young, Charles Gilb, Bob Harbicht, Roger Chandler. And, just want to say 'thank you' to each of them for their commitment to the City. To the many organizations which the Council has worked with and particularly the greatest resource of all, our volunteers, our Commission and Board members. They must be thanked. Our effectiveness is only a result of continual input and the spirit and insight which they give us. George Watts is our City Manager and every Department Head at City Hall, I would like to personally thank for improving and increasing my knowledge base, definitely, my reading skills. The simple sophistication and evaluation of continually producing first- rate reports made my job pretty darn easy. The quick acceptance and response to all and any questions and problems will always be remembered. We are a very lucky City to have the type of dedication; the type of determination and the drive from our City employees. This does not happen by accident. It happens from the top down with good, firm appreciated leadership and it filters down through the system. Cindy Rowe has been a special fixture during my term on the Council. Cindy came to Arcadia just about the time I was first elected and has been doing so many special favors that makes all of us Council peopla look real, real good. Cindy, thank you. I think you are here someplace. Arcadia is also very fortunate to have a very fine City Clerk keeping our records straight, progressing her Department into the next decade has been a very positive contribution of our excellent City Clerk, June Alford. June, thank you. I would like to extend my congratulations to our two new Councilmembers, George Fasching and Joe Ciraulo. The election of two weeks ago proved that the citizens of Arcadia are very concerned with the quality of life in our City; the type of development they want to see in our City. You both ran very effective, very positive campaigns, and that I commend you both with. 1 The community endorsed you because they believed you and they wanted your independence. Make your decisions for the best interests of the entire City, not for any personal gain nor be heavily influenced by a member of the community or the Council. Be your own person. I know you both will do a very fine job; your intentions are all in the proper direction for our City. I finally would like to thank the citizens of Arcadia for putting their faith, their support and their trust in me for the past eight years and I sincerely hope that there is a feeling that I did not let you down. I'm sure there were times that we agreed; times that we disagreed; times of frustration; times of disappointment; but a lot of times of excitement. ' These, ladies and gentlemen, are the realities of the job. I will never forget the education, experiences of being your Councilman and Mayor. Eight years ago I used 4/17/90 -4- 1 1 32:0079 three words in my campaign -- past, present and future. I have been a part of Arcadia's past; I've been here and served presently and who knows what the future will bear; perhaps I will have another opportunity to serve again in the future. Thank you very much for giving me the opportunity and allowing me and my family the opportunity to serve the City. God bless each of you and thank you very much." REORGANIZATION OF THE CITY COUNCIL FOR 1990-91 OflO - 30 No ,/e('1 City Clerk June Alford declared the office of Mayor vacant and called for nominations for that office. Councilmember Gilb nominated Mayor Pro Tempore Mary Young as Mayor of the City of Arcadia for the ensuing year. This was seconded by Councilmember Harbicht. No other nominations were made and the nominations were closed. It was MOVED by Councilmember Gilb, seconded by Councilmember Harbicht and CARRIED on roll call vote as follows that a unanimous ballot be cast that Mayor Pro Tempore Young be Mayor for the ensuing year. AYES: Councilmembers Ciraulo, Fasching, Gilb, Harbicht and Young None None NOES: ABSENT: Mayor Young then called for nominations for the office of Mayor Pro Tempore. Mayor Young nominated Councilmember Gilb as Mayor Pro Tempore for the ensuing year. This was seconded by Councilmember Harbicht. No other nominations were made and the nominations were closed. It was MOVED by Councilmember Ciraulo, seconded by Mayor Young and CARRIED on roll call vote as follows that the nominations be closed and a unanimous ballot be cast for Councilmember Charles E. Gilb as Mayor Pro Tempore for the ensuing year. AYES: Councilmembers Ciraulo, Fasching, Gilb, Harbicht and Young None None NOES: ABSENT: REMARKS AND INTRODUCTIONS BY MAYOR MARY YOUNG "Good evening, everyone. Thank you, fellow Councilembers for your confidence in me and I thank all you citizens for your support. Particularly, I want to thank my family, for without family support serving as a Councilmember would be most difficult. But with their support, it's a pleasure. Let me introduce who's here tonight and I see my husband, Dick and he is truly a support. Our daughter, Carolyn and her husband, Howard Giffis, moved to Rancho Bernardo, but I see Howard is here tonight. Our other son, Bob, who is Carolyn's twin, was in San Francisco on business and I doubt that he has gotten back yet. And our oldest son, Don and his family live in Bend, Oregon, so I know they are not here tonight. I, too, would like to thank the staff. Without our efficient staff, it would be very hard to run our efficient City. And we have a wonderful City. You all know that or you wouldn't have picked it as a place to live. Everyone here on the Council at one time has campaigned pledging to keep it that way. Now today we are growing a little and we are changing some, but it still remains an ideal spot. I truly hope and will work to keep it that way -- the Arcadia we know and love. Seeing citizens walk on our sidewalks, morning, noon and night shows the effectiveness of our Police Department. We have a wild world out there, but we have a safe City and I certainly will work hard to keep it that way whatever it may take. During this next year, one of my goals is to see to it that we finish 4/17/90 -5- 32:0080 the Senior Community Center. It is progressing now, as you probably all know and it is gratifying to me that it is at last under way. I have been involved in this dream for over twelve years when I first represented the Assistance League of Arcadia on the Senior Citizen Commission. Redevelopment will have our attention as will trash, and with trash we will be working with all of our options to serve you well, now and in the future. I am certain, also, that we will face air quality problems, transportation problems and budget problems, plus the everyday business of running the City. One of my biggest regrets is no sound walls. The wheels of government move slowly, but recently there has been some light at the end of that tunnel. Time will tell. Speaking for the Council and, particularly, for myself, we will try hard and I will do my best. Thank you." REMARKS AND INTRODUCTIONS BY MAYOR PRO TEMPORE CHARLES E. GILB 1 "Mary, I would like to congratulate you on your election as Mayor and I would like to thank the Council on my election as Mayor Pro Tern. There are some people in the audience that I would like to thank, especially, Ruth -- would you stand, Ruth has been involved in City Council work for a long time besides being involved with the Sister City Commission. We were married twenty-seven years when I got this job-and now we have been married forty-three, just to show you how long I have been around here. And I would like to thank my daughter, Denise -- would you stand, Denise. Valerie is down at Newport Beach and got caught in a rainstorm so she was unable to get up here and my son, Michael is living in Albuquerque. I have served with many Councils as you probably know -- probably fifteen different Councils and many of them have gone on to be past Mayors and past Council people of this City and have still gone on to support the City and support the administration of the City even after they have left office. I want to thank all the Commissions and Boards that have served with the community and I am very happy to have served with Dennis for the last six years and with you, Roger, for the last four years. I thought your speech at the Mayor's Prayer Breakfast was a class act. And I would like also to tell the staff that I am very supportive of them. I want to congratulate the elections, of course, of Mr. Ciraulo and Mr. Fasching; Mr. Harbicht to go on and do the things in the City that have to be done. Many things happen every day in this community that you don't plan and because of our Police and our Fire and our staff, we are always ready to take care of these immediate problems. But things h~ve to be done and that is the job of the City Council. I want to thank all the people in the community that have supported me for these many years and I hope to go right on for the next couple of years and do the things it takes to -- what I think, and you think, should be done for this community. Thank you very much for electing me" . 1 REMARKS AND INTRODUCTIONS BY COUNCILMEMBER JOSEPH C. CIRAULO "I would like the opportunity to introduce the members of my family who are here this evening. My mother and father, Phil and Silvia Ciraulo -mom and dad -- and a very special person - - I would not be sitting up here today without her help and assistance and support -- my wife, Carole. Unfortunately, my three sons were not able to be here tonight, but I wish you could have met them. I feel very honored to have been chosen by the voters to be one of your representatives and I will do my very best to justify that confidence in me. I willingly accept the challenge and responsibility of that trust. I look forward to the opportunity of working with my colleagues on 4/17/90 -6- 32:0081 Council and with the City staff in serving the citizens of Arcadia. I thank all of you who have supported me and worked hard and gave me the encouragement during the campaign and thank you all very much." REMARKS AND INTRODUCTIONS BY COUNCILMEMBER GEORGE W. FASCHING 1 "Several weeks ago, I attended a dinner honoring the Citizens of the Year - - Dennis Loj eski and Chris McGuire and Chris McGuire said in one of his statements as he was standing up there receiving the honor of being Citizen of the Year that he usually was there because he had helped set up the chairs and bring the stuff over and I thought that was very classy of him. I would like to also say that I am honored to be where I am tonight and I have put up some chairs around town in my day also and will continue to put up some chairs, but I just want you to know how I feel about being here. I want to introduce my family who are here tonight. My wife, Geraldine, and my daughter, Leanne, and my son, Bob. Bob and Leanne are twins; they are going to be sixteen years old in a couple of days. My son, Greg, I think, left for a minute, he's nineteen and I have an older son who lives in Del Mar who is not here this evening. But I am certainly appreciative of them for all the support they have given me. As Dennis did with Craig Lucas, I would like to recognize, not only all the people here that supported me as a group and worked on my campaign and some of them worked on other campaigns, but that's what makes our City what it is and the people what they are. We all have the support regardless of who they worked for and that is really a great feeling to have. But I'd like to thank one person here, former Mayor of Arcadia who headed my campaign and I think he did an outstanding job and and I will make the one introduction which is my friend, Bob Margett. You can sit down now; we have heads alike. Mayor Chandler, in going out, stated that he was leaving as the fifty-first Mayor of the City of Arcadia, dating back to Lucky Baldwin and, I want to tell you that I feel very privileged to be here and join the very distinguished list of past mayors, past councilmembers of this City Council and the present Members of this Council, which I certainly look forward to serving with and trying to accomplish the goaals that we all have in mind and that is the betterment of our City and the betterment of the people that live here. I will certainly be working hard in that direction and I thank you very much." REMARKS AND INTRODUCTIONS BY COUNCILMEMBER ROBERT C. HARBICHT 1 "Thank you, Mary, and I would like to say 'thank you' for the opportunity to continue to serve on the City Council. I, too, would like to introduce my family, but they are not here. (From the audience: 'I'm here, Dad!') That's the one spot in the room I can't see. This is my daughter, Jill, who was hoping she could get here on time from work and I didn't realize that she had come in. So, Jill, thank you for being here. My wife is President of the Childrens' Hospital Guild and had a meeting this evening and my son is out of the state on business. But they have supported me throughout the four years that I have been on the Council and certainly within the last few weeks during the campaign. Four years ago I took this seat and I can't tell you how excited I was at that time. But I tell you right now that I am just as excited today as I was then and I am looking forward with as much anticipation as I was back then. I would like to start by saying 'farewell and thanks' to my two departing colleagues. Roger, I think you have done an outstanding job; I have truly enj oyed working with you and I think that you should leave knowing that you have left the City b~tter than it was when you came on board. Thank you for all your support and devotion. And, Dennis, 4/17 /90 -7- 'jr; 32:0082 eight years is a major part of your life to devote to your City. I think that you are to be congratulated and I thank you on behalf of the City for your efforts. It's been a pleasure working with you. To our incoming Councilmen, George and Joe - - welcome. I am looking forward to working with you; I am excited about that. I th~nk we are going to have a real good team here. My wish for yciu'is that your next four years will be as fulfilling as the last four have been for me. I think ,you are going to find this to be one of the real highlights of your life. I hope it does work out that way. And, finally, in all the hoopla about the elections and the changes in the elected officials, I, too,' think it is important that we don't overlook the people who are here day in and day out -- the Arcadia City staff -- George Watts, the City Manager. George, you do a bangup job. And department 1 heads -- everyone of them are just outstanding, but it goes all the way down through the organization, We have truly hard- working, dedicated people -- people that are dedicated to the City of Arcadia and the citizens. I have said it before and I say it again, I am impressed with the staff that we have and the citizens of Arcadia are blessed to have the people that we have serving our community. And, finally, I would like to ,thank all of you who supported me in my relection effort a"U :.. am looking forward to the next four years and I think maybe we ought to get started on them, Thank you." RECESS REORGANIZED COUNCIL RECONVENED ROLL CALL PRESENT: Councilmembers Ciraulo, Fasching, Gilb, Harbicht and Young None ABSENT: AUDIENCE PARTICIPATION ROBERT SCOTT, 129 Loralyn Drive, stated, in part, that he would like to thank everyone who came tonight. He also wished to invite everyone to attend each and every Council meeting because that is the only way to find out what the City is doing about its problems. He congratulated the new Mayor and Mayor Pro Tern and the two new Councilmembers. The Counci1members have all done a great job and he appreciates that, HAROLD ELLIS, 1504 South Eighth Avenue, expressed his congratulations to the newly elected Councilmembers and to Mayor Mary Young and Mayor Pro Tern Charles Gilb. In reference to the public hearing to consider Text Amendment No. 90-001 (September 3, 1990 City Council meeting), Mr. Ellis stated, in part, that staff had indicated that the current Arcadia Municipal Code, Section 9252.1.4, permits only the keeping of five equine animals. Also that this particular statute has been the subject of two criminal prosecutions; the first one dismissed by the City on the City's initiative over his objections; and the second one determined in a ruling by Judge Moore of the Santa Anita Municipal Court, that the "statue, in fact says that five additional equine are permitted". Reference was made to various exhibits contained in a package of materials he had distributed to the Council this evening. The material contained, according to Mr. Ellis, analyses of the section of the Arcadia Municipal Code in question by a professor from Cal Poly and a professor from UCLA, supporting his contention that the language of the Code "unambiguously permits the keeping of seven equine on a site of at least 41,000 square feet". He further expressed his opinion that "staff has misled the Council into believing that the statute, in fact, now permits the keeping of only five equine". The 1 4/17/90 -8- .' c.,. 1 1 l. la. CITY COUNCIL RECESSED IN ORDER TO ACT AS THE ARCADIA REDEVELOPMENT AGENCY PRESENT: Agency Members Ciraulo, Fasching, Gilb, Harbicht and Young None ABSENT: On MOTION by Councilmember Gilb, seconded by Councilmember Harbicht and CARRIED on roll call vote as follows, the Minutes of the Meeting of April 3, 1990 were APPROVED, AYES: NOES: ABSENT: ABSTAIN: Members None None Members seated Gilb, Harbicht and Young Ciraulo and Fasching (who were not as yet at the April 3, 1990 meeting) On April 2, 1990, the Agency closed escrow on the purchase of the real property located at 160 E. Huntington Drive (Hopp Property) . As part' of the purchase of the property, the Agency must also negotiate with the tenant (Rick Johnson, dba Perry and Thompson Kitchen and Bath) for the purchase of furnishings, fixtures and equipment that is affixed to the realty or otherwise not movable to the tenant's relocation site. The estimated cost of policing the event in the amount of $1,700 will be borne by the Boy Scouts of America. No costs to the City are anticipated. Harbicht ane Young None None NOES: ABSENT: CITY MANAGER The request from La Bon Vie Restaurant for approval to hold a "Crawfish Festival" promotional event on May 7, 1990 from 3:00 p. m. to 9:00 p. m. was considered by Council. The restaurant proposes to hold this event outdoors in the Pl.) easterly half of their parking lot. This request requires the approval of the Council because the applicant is proposing to use 50% of their parking area. Approval has been granted by the Thoroughbred Breeders Association to La Bon Vie for the use of the Breeder's parking area for addi tional parking. Staff reported that business promotional events are generally required to be located more than 100 feet from residences. The location for this event is within 100 feet of three residential properties, one of which is an apartment building. If written approval is obtained from said residences, the event may be located within the 100 feet. Approval of the occupants at 137 Santa Cruz', 143 Santa Cruz, 181 Colorado Place, the Westerner Inn at 161 Colorado Place, 201 Colorado Place and the Breeder's Association has been obtained. The owner of the apartment at 200 Santa Rosa Road has expressed his opposition to the event and has suggested that, since he does not live at the apartments, he should have the opportunity to poll the eight tenants of his apartment building for their thoughts on the matter. It was further noted that there would be food and beverage service along with music and dancing. The restaurant does not have a dance permit since dancing is not part of their normal operations. For this event only, they request permission to have dancing 1 4/17/90 -10- 1 1 32:0085 and live music within a ,small area of the parking lot. The City Code allows the Council to approve the requested exceptions to the Code provided the event is not considered detrimental to the public safety and welfare. The Council may establish conditions to the issuance of a permit if they are deemed reasonably necessary to protect the public health, safety and welfare. In the ensuing discussion, it was noted that the Code reads that approval of the event must be secured from those that actually reside on the affected properties, rather than the property owner. In answer to Council's question of whether the restaurant has to secure unanimous approval from the affected residents (those within 100 feet), staff responded that if Council's motion was the staff recommendation, as noted previously, the answer is no. La Bon Vie has to either get the approval of the tenants or move the location of the festival further south in the parking lot. The City Attorney explained that the Code currently reads that all residential occupants within 100 feet have to give approval of the event. A MOTION was put forth by Councilmember Gilb, seconded by Councilmember Fasching to APPROVE the application of La Bon Vie to hold a "Crawfish Festival" promotional event as reque~ted, providing they obtain the written consent of all the affected residential occupants within 100 feet, or move the event to a southerly section of their parking lot. Upon further discussion, it was noted that the ordinance was designed with regard to single family residences that were approximate to some businesses on Huntington Drive that were asking for these type of permits. At that time, multi-family dwellings were not contemplated, This does create a special problem. Council may wish to grant some leeway and then direct staff to prepare an amendment to the Code for subsequent action. AMENDED MOTION Council determined that the aforementioned leeway should be given and the MOTION was then amended by Councilmember Gilb to require that if two-thirds (2/3rds) of the affected occupants within the 100 feet of the event approve, the permit could be granted to La Bon Vie, and the "Crawfish Festival" proceed as scheduled on Monday, May 7, 1990, from 3:00 p. m. to 9:00 p. m"as planned without moving the event to another section of their parking lot. Staff DIRECTED to come back with an ordinance to provide more flexibility to this section of the AMC. GILB (In Memory of Lester "Jack" Eicherly) 1'15P MATTERS FROM ELECTED OFFICIALS "Madam Mayor, I would like to close the meeting in memnory of Lester H. "Jack" Eicherly. Jack was born in Iowa. He attended Holstein High School where he excelled in sports, not only in football, but he held state records in the hundred and two-twenty yard dash, he won the state broad jump, shotput 4/17/90 -12- 1 1 32:0087 1 and discus throw and was listed in Ripley's 'Belteve It Or Not' regarding his scoring in football. He attended the University of Iowa; was in the Sigma Alpha Epsilon Fraternity, was Captain of the Iowa football team and graduated with a PhD in Law. He served as a Special Agent of the Federal Bureau of Investigation for twenty-four years and, upon his retirement from the FBI, he worked in the aerospace industry in investigations and retired at the age of sixty-two. Jack is survived by Patricia, his wife of forty-five years; son, Steve and daughter, Karen and four grandchildren. His mother and sister still reside in Iowa. He was a resident of Arcadia for twenty-six years, during which time he was always supportive of the activities important to the City of Arcadia. He was a Member of the Tournament of Roses, the Arcadia Republican Club, the Big Ten Club, the Society of Former Special Agents of the Federal Bureau of Investigation, the National Organization, and Society of Former Special Agents, Los Angeles Chapter. The services were held at Rose Hills with Margaret Stevens officiating. I would like to ask Pat Eicherly if she would kindly come up and receive the certificate on behalf of the Council."
