CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
JULY 3, 1990
The City Council and the Arcadia Redevelopment Agency met in
an Adjourned Regular Meeting at 7:00 p. m" July 3, 1990 in
the Conference Room of the City Hall Council Chambers,
PRESENT: Councilmembers Ciraulo, Fasching, Harbicht and Young
ABSENT: Councilmember Gilb
On MOTION by Mayor Young, seconded by Councilmember Ciraulo
and CARRIED, Councilmember Gilb was EXCUSED.
At Council's request, a press release related to the "Large
Home" issue in the City has been prepared. This to be
published in the Arcadia Tribune and the summer issue of the
City Newsletter. A public hearing on this matter is scheduled
for August 7,
A July 30 luncheon meeting has been arranged to discuss the
permit question with the Superintendent of the Arcadia Unified
School District; President of the School Board; and one other
School Board member. Mayor Young, Councilmember Harbicht and
City Manager Watts will attend also.
In reference to the left turn vehicular movement at the
intersection of First Avenue and Huntington Drive, as reported
in a memorandum from the Director of Public Works, Council
determined to install northlsouth bound left-turn-lane
striping as an immediate solution to this traffic problem and
defer the installation of the protected left-turn-signal phase
to a later time. It was reported also that this left-turn-
lane striping would affect the small businesses in the
immediate area by requiring the elimination of eleven street
parking spaces. Staff will relay this information to the
Arcadia Business Association for their input prior to
implementing the project.
The question of the installation of the red brick crosswalks
at this same intersection was briefly discussed. Staff
reported the crosswalk installation is included in the Capital
Improvements scheduled for FY 1991-92, along with the
reconstruction of Huntington Drive. The elevation of the
curb-returns at that intersection require that the pavement
and crosswalks be installed concurrently.
Public hearing to be scheduled August 7 for Text Amendment 90-
006 Consent Item 9a, Regular Meeting Agenda, this date.
Information received from the San Bernardino Railroad Society
promoting their plan to make an historic run through cities
along the railway line in an old time train, This event will
occur May 1, 1991. They invite Arcadia to participate. Mayor
Young noted that she and Councilmember Gilb had participated

in a similar event during a previous celebration. The train
stopped at the site on First Avenue where the Arcadia train
station had originally been located.

APPREHENDED
The matter of the twice weekly refuse collection in some areas
of the City was reported by staff. Research into this
situation has occurred; Newco Waste inherited this system from
Best Disposal; these routes existed when Best had the contract
and were initiated without the City's permission. Newco
understands that the trucks are only to pickup once a week in
each neighborhood. They are asking for some time to work the
system out and will soon have routes that will be most
efficient. Other changes are also contemplated.,. they would
like to accomplish all changes at one time.
Police Chief Johnson reported that an armed robbery had I
occurred at the Arcadia Florist Shop, 200 South First Avenue,
shortly after 2:00 p, m, this afternoon. The police obtained
a description of the suspect and the vehicle from the business
people. In responding to the call, an Arcadia officer
observed the suspect and vehicle that fit the description and
followed him into the parking lot of an establishment at
Second Avenue and Longden. The suspect left the vehicle,
jumped over a wall and fled. The suspect was apprehended at
4:00 p. m. The police retr:,eved the money, guns and vehicle.
The Chief commended the officer who first observed the suspect
for an excellent job, and the sergeant in the Patrol Division
who set up an excellent perimeter enabling 'them to
successfully apprehend the suspect.

Meeting this date.

At 7:17 p. m. Council entered the CLOSED SESSION, RECONVENED
AND ADJOURNED sine die at 7:55 p. m.
