PRESENT: Councilmembers Ciraulo, Fasching, Gilb, Harbicht and Young ABSENT: None Consent Item 8a, Regular City Council Meeting this date, to be set for a public hearing August 21, 1990. Consent Item 8g, a request to reduce business license fees for amusement rides at the Chamber of Commerce County Fair withdrawn from the Regular Agenda this date by the Chamber of Commerce. The Chamber did not receive sufficient membership support for this event. Another date later on this year is under consideration. Mayor Young received a letter from a concerned Arcadia resident, Mr. R. K. Bushey, offering suggestions and expressing concern of Caltrans proposed widening of the 210 Freeway and. in particular, the possibility of the construction of soundwalls through the City concurrent with the High Occupancy Vehicle lanes. Mr. Bushey is interested in meeting with Council and staff to develop a strategy in achieving a single-phase project that includes soundwalls as an integral part of the project. A discussion ensued of the situation and the possible response to this letter. The subject of the Freeway Committee and the many discussions held with the Council over recent years in connection with the installation of soundwalls; the public hearing and the presentation of Arcadia's position to Caltrans at Caltrans' July 19, 1990 public hearing was discussed. Council determined that Mr. Bushey may be unaware of the many times Caltrans has been approached with the request for freeway soundwalls through the City. In response to Mr. Bushey's letter, Council agreed that he be informed of all the action Council has taken on this issue and put him in touch with the Freeway Committee, and in particular Ed Zareh and Mr. Caldwall. Further, Council will strongly restate their position to the Committee to let them know that Council is not going to abandon the soundwall issue. Council designed Mayor Pro Tern Gilb as the alternate voting delegate at the League October Conference in the event Mayor Young is unable to represent Arcadia as the voting delegate. Gary Rogers, newly appointed Administrative Assistant, Personnel Department, was introduced and welcomed to the City by Council. Gary comes to Arcadia from the City of Burbank. 1 8/7/90 v,"'s " ';~('.-'. Communication received from the Historical Society regarding the Anoakia property and expressing interest in the preservation of this historical site. Councilmember Harbicht reported that he and City Manager George Watts and Planning Commissioner Harold Hedlund will meet with the Historical Society on August 20 or 22 to discuss ideas and brain storm possibilities for the site. Harold Hedlund, it was noted, does the engineering for Mr. McCaslin. the owner of the Anoakia property ... Commissioner Hedlund, he added, knows more about this property and the Anita Baldwin home than anyone, including the structural integrity of the building. Councilmember Fasching commented that he had toured the Anoakia property just today. It is a beautiful piece of property. The house could be refurbished and the entire estate could be preserved. His thinking is that a search should be made for a national or international organization to buy the property, perhaps for a study center or cultural center. The Aspen Institute was mentioned ... or someone of that stature, a music conservatory... something on the scale of the Huntington Library; a preservation under a Historical Landmark Site if the property could be utilized by an organization. It was noted that the property is in escrow or option, at $23 million. Councilmember Harbicht commented that the Historical Society has some similar ideas. He will pass Councilmember Fasching's suggestions to the Historical Society at the meeting and report back to Council the pertinent issues discussed. ADJOURNMENT At 7:17 p. m.
