(Chg'd to Oct.16) ITEM NO. 2 (Drug & Alcohol Policy) CLOSED SESSION ITEM NO. 7i (Stop Sign - Elevado) M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING AUGUST 21, 1990 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session at 7:00 p. m., August 21, 1990, in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Ciraulo, Fasching, Harbicht and Young ABSENT: Councilmember Gilb It was MOVED by Councilmember Harbicht, seconded by Councilmember Fasching and CARRIED, that Councilmember Gilb be EXCUSED. Staff distributed additional information to Council of findings and motion inadvertently omitted from the original staff report for Item No.1, Regular Meeting agenda this date, a public hearing in consideration of CUP No. 90-010, a planned uni t development on First Avenue and Haven Avenue. Also, additional information provided by the applicant, J. E. Plount. Staff distributed a memorandum from regarding Agenda Item 7k, a request Hospital Foundation to conduct a public Councilmember Gilb from the Methodist fireworks display. Staff provided Council information received concerning an Arboretum problem. Request received from the Planning Commission to ch0nge the date of the joint City Council/Planning Commissionlimeeting from October 2 to October 16. Council concurred. The City Manager suggested that Item No. 2 on the Regular Meeting Agenda this date be switched with Agenda Item No. 3 to allow representatives from employee associations to address the Council on this matter under time reserved for the audience. The original Item No. 2 is a recommendation from the Personnel Board regarding the establishment of a drug and alcohol policy. Council concurred. The City Manager requested a Closed Session before the Regular Meeting this evening. Councilmember Harbicht announced that he will be absent from both Council meetings in September. Also, in reference to Item No. 7i, the report on the stop sign request for Elevado Avenue between Grand View Avenue and Virginia Drive, Councilmember Harbicht had met with some 40 to 50 residents on Elevado and has since sent them the report prepared by the Director of Public Works. These residents are interested in attending the Council meeting to address Council on this item, however, they request that Council postpone consideration of the matter until the October 2 meeting to 8/21/90 1 32:0205 allow them time to prepare comments. Council agreed that the matter be withdrawn from the agenda this date and placed on the October 2 meeting agenda. TRAFFIC SIGNALS Councilmember Harbicht also reported the traffic signal at First Avenue and Wheeler. which is an "on demand east/west signalU, seems to be running without any cars moving in an easterly or westerly direction. The signal runs through the entire pedestrian cycle also. Further, the time sequence for the east/west traffic signal at Baldwin and Foothill was brought to the attention of the Director of Public Works also.
