CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
REGULAR MEETING
SEPTEMBER 4, 1990
The City Council and the Arcadia Redevelopment Agency met in
a regular session at 7: 30 p. m., September 4, 1990 in the City
Hall Council Chamber.

PRESENT: Councilmembers Ciraulo, Fasching, Gilb, and Young
ABSENT: Councilmember Harbicht
On MOTION by Councilmember Gilb, seconded by Councilmember
Ciraulo, and CARRIED, Councilmember Harbicht was EXCUSED.
On MOTION by Councilmember Ciraulo, seconded by Mayor
Young, and CARRIED, the Minutes of the Adjourned and
Regular Meetin~s of,August 21, 1990 were APPROVED. Council-
member Gilb ABSTAINED since he was not present at the
August 2l, 1990 meeting.
It was MOVED by Councilmember Gilb, seconded by Councimember
Ciraulo, and CARRIED that Ordinances and Resolutions be read
by title only and that the reading in full be WAIVED.
CITY ATTORNEY
The City Attorney announced that, "pursuant to Government
Code, Section 54956.9(a), the City Council met in a CLOSED
SESSION this evening to discuss rhe existing lawsuit of El
Monte vs. Arcadia and Rodeffer".
AUDIENCE PARTICIPATION
Mark Miamura, 3529 South Cockran Avenue, Los Angeles, 90016,
Public Affairs Representative, Southern California Rapid
Transit District, stared, in part, that he is present on
behalf of the RTD Board of Directors and at the request of the
RTD Board President to solicit support and ideas for the
reduction of traffic congestion in Los Angeles County. It is
the RTD's suggestion that, as leaders of the community and as
Councilmembers, an example be set for their constituents by
utilizing a car pool, a van pool or by taking the bus at least
once a week. Average ridership for rush hour commuter
vehicles is 1.17 persons per vehicle. However, if each
commuter took part in a car pool, van pool or took the bus at
least once a week, freeway traffic would be reduced by twenty

important, not only in order to reduce traffic and improve
air quality, but also to reduce this country's dependence on
foreign oil. It is important to set an example. Also, the
RTD solicits suggestions.

CARRIED, the Minutes of the Meeting of August 2l, 1990 were
APPROVED. Member Gilb ABSTAINED since he was not present at
the August 21, 1990 meeting.
The Meeting ADJOURNED to 7:00 p. m., September 18, 1990.
CITY COUNCIL RECONVENED
CONSENT ITEMS
AWARDED contract in the amount of $98,235.00 to the low
bidder, Pinco Construction Company, for the reconstruction of
deficient concrete sidewalk at various locations - Job No.
657. Inasmuch as the total bid price is less than the
Engineer's Estimate of $132,750.00, City staff will survey
additional streets for deficient or damaged sidewalk and
complete additional reconstruction within the available
remaining funds. APPROPRIATED $150,000.00 for construction,
engineering, inspection, and contingencies from the 1990-91
Public Works Gas Tax funds; that any informalities in the bid
or bidding process be waived; and that the Mayor and City
Clerk be AUTHORIZED to execute a contract in a form approved
by the City Attorney.

(Liebert, Cassidy AUTHORIZED that funds in the amount of $1,200. be appropriated

AWARDED contract in the amount of $20,507.74 to the Personal
Computer Centre for purchase of four micro computers and
printer for the Personnel Department and Purchasing Office.
Funds for this purchase are budgeted in the Capital Outlay
Fund in the total amount of $20,550.00.

BUILDING HEIGHT AND SIDE YARD SETBACK REQUIREMENTS IN THE R-
M, R-O, AND R-l ZONES AND AMENDING THE ADMINISTRATIVE
MODIFICATION AND REGULAR MODIFICATION PROCEDURES".
It was MOVED by Councilmember Gilb, seconded by Mayor Young,
and CARRIED on roll call vote as follows that Ordinance No.
1927 be and it is hereby ADOPTED.

The City Attorney presented and read the title of Resolution
No. 5548: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, GRANTING AN APPEAL FOR THE APPROVAL OF
CONDITIONAL USE PERMIT 90-010 WHICH PROPOSES A 40-LOT
RESIDENTIAL PLANNED DEVELOPMENT AT 702-822 NORTH FIRST AVENUE
AND 105-119 HAVEN AVENUE".
It was MOVED 'by Councilmember Ciraulo, seconded by
Councilmember Fasching, and CARRIED on roll call vote as
follows that Resolution No. 5548 be and it is hereby ADOPTED.

Noted that he has had several telephone calls regarding
residents who fail to move their trash cans away from the curb
after trash collection. Oakwood Avenue was specially pointed
out as an example, Mayor Young said she has had similar calls
and also complaints about Oakwood Avenue in this regard.
In reply to the statements from Mr. Miamura, the RTD
Representative, Councilmember Gilb noted that years ago RTD
had had an opportunity to purchase oil in tankers; they
declined, preferring to purchase from independents. If they
had followed the first course, they would have plenty of oil
in storage today. Also, he pointed out that if the Express
Lane on the San Bernardino Freeway was available for use by

two passenger or more cars I instead of three passenger or more
cars, traffic would move along much more quickly. The Santa
Ana Freeway Express Lane is for use by two passenger or more
cars. He suggested this change.
The meeting ADJOURNED at 7:38 p. m. to 7:00 p. m., September
18, 1990 in the City Hall Conference Room to conduct the
business of the Council and Redevelopment Agency and any
Closed Session necessary to discuss personnel, litigation
matters and evaluation of properties.
