M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING SEPTEMBER 18, 1990 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session at 7:00 p. m., September 18, 1990 in the Conference Room of the City Hall Council Chambers. PRESENT: ABSENT: Councilmembers Ciraulo, Fasching, Gilb and Young Councilmember Harbicht On MOTION by Councilmember Gilb, seconded by Councilmember Ciraulo, and CARRIED, Councilmember Harbicht was EXCUSED. Upon the advice of the City Attorney, this item will be considered under Matters From Staff, Item No.7, Regular Council meeting this date, in compliance with the Brown Act, a preliminary motion that this matter came up after the Agenda was posted, would be in order. Staff explained that Council action is necessary on the Commuter Rail Grant Application in order to keep Arcadia's options open for a potential station in the City. Additional material was distributed to the Council/Agency in connection with Agenda Item 3bb, a request for authorization of contracts with GSX/Laidlaw and U. S. Ecology; exception from bid process. The additional materials included a request for a Change Order to approve two subcontractors to Three-D Services and a summary of the contracts to be awarded for the hazardous materials removal from the Northside Project, which includes the Kiewit East site at 301 E. Santa Clara. The handout summarizes the four basic contracts staff is asking approval of this date. Councilmember Gilb asked how many truckloads of hazardous waste are on the site. Staff responded that it depends on what the material consists of, i. e., the asbestos could be two or more truckloads... some asbestos is still under ground; the TPH or petroleum hydrocarbons -- probably two to three truckloads; the lead may be 25 to 30 truckloads. The Cummings Trucking Company of Bakersfield will transport the TPH and the lead, this in answer to Councilrnernber Gilb's question. In the ensuing discussion staff noted they are concerned with the issue of safety the presence of asbestos and other hazardous materials on the site with the Santa Ana wind conditions and the possibility of the materials blowing off the property, although the materials are now covered with plastic ... also trespassers on the site have been a problem. McLaren has advised that these materials should be removed as quickly as possible. There will be an open house at the Gribble/Arcadia Gateway Centre new office building on September 25, 1990 from 4:30 to 6:00 p. rn. AGENDAS ADJOURNMENT ATTEST: 32:0223 Staff recommends that Agenda Item No. Sa, Regular Meeting this date, be set for public hearing on October 2, 1990. This item is an appeal to the Council of the Planning Commission' 5 denial of a two-story, 4,133 square foot dwelling, with an 800 square foot garage, at 717 Cortez Road. In response to Councilmember Fasching's question concerning Consent Item Sb - - Recommendation to appropriate funds to implement Arcadia Regulation XV Trip Reduction Plan, staff replied that the $43,242 is incentive money... the figure is an estimate based on various formula, i. e., whether the City employee walks to work; carpools; rides a bicycle; takes the bus, etc. The City Manager requested a Closed Session before the regular meeting this evening. I The City of Duarte has requested that Arcadia adopt a resolution in support of an expansion of the County Supervisorial Districts from five.to seven districts. It was the consensus of the Councilmemhers present that a resolution not be adopted as requested. Mayor Young reported that the Planning Commission expressed concern that no newspaper reporters ever attend Commission meetings. Jo Ann Scott, who reports Arcadia news in the Sierra Madre newspaper, after speaking with a Commissioner, requested the Planning Commission agenda be mailed to her and was told there would be an annual fee of $10 for the agenda and copies of approved Commission Minutes. Staff said that the Arcadia Tribune and Los Angeles Times pay the annual fee for this service. Press packets are made up and available before the meeting and they can come in and pick them up ... although no press people ever do. The City Manager recommended that the Planning Department mail the agenda to Mrs. Scott and include a note on the first agenda mailed, that a press packet is available for every meeting and may be obtained at the meeting. Staff noted that the packets for Council meetings are given to the reporters when they arrive at the Council meetings, although packets can be obtained on the Friday before the meeting date also.
