I LEFT TURN LANES (1st. at Htg.) 0490. ;),,0 G-el7e...." / DOWNTOWN PARKING DISTRICTS REPORT AGENDA ITEMS M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING OCTOBER 16, 1990 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session at 7:00 p.m., October 16, 1990 in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Ciraulo. Fasching, Gilb, Harbicht and Young ABSENT: None In response to requests from Council, the Public Works Director prepared a report related to malfunctioning traffic signals at First Avenue and Wheeler, and Foothill Boulevard at Baldwin Avenue. Repairs have been made to the signal at First and Wheeler, and replacement of the wiring for this signal has been approved. Superior Signal Maintenance Company has been notified and, upon completion of their inspection of the signal at Baldwin and Foothill, they will make the necessary repairs. A request for a stop sign at either Drake Road or Cabrillo Road has been received from a resident of that area, Helen Ahn. The requst has been referred to staff for investigation and a recommendation to Council. At the request of the Parking Place Commission for left-turn lane provisions on First Avenue at Huntington Drive, staff conducted a study and presented the results to Council and the Arcadia Business Association. The business people close to that intersection do not wish to give up the on-street parking. Staff then considered other alternatives and has submitted a proposal to Council which would improve traffic circulation and not require elimination of any parking spaces. There was a consensus of Council that this new proposal be presented to the ABA and staff will report back to the Council in November of the results of the meeting. Councilmember Harbicht called attention to the staff report regarding the downtown parking assessment districts and their formation. He had asked staff to put the report together because it is important that staff inform the committee in the downtown area of their parking needs. The report outlines the process for establishing the two parking districts with the original costs assessed to the property owners within the districts for the acquisition of the property, and the design and construction of the parking lots. These two parking lots are owned by the City. Councilmember Harbicht noted that it is important that the Arcadia Business Association and everyone have an understanding of how this all came about. Staff recommended that Agenda Items No. 7a and 7b be set for public hearing on November 6, 1990. Councilmembers Gilb and Harbicht indicated that they will not be in attendance at this meeting, however, they have no objection to these two items being heard at that time. 1 10/16/90 32:0274(a) CLOSED SESSION The City Manager requested a Closed Session before the Regular' Meeting this date.
