COUNTY POUND (Baldwin Park) 0'-;/0-30 NSP " " CABLEVISION 08/0- 30 /'Isf' MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING NOVEMBER 6, 1990 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session November 6, 1990 at 7:00 p. m., in the Conference Room of the City Hall Council Chambers. PRESENT: ABSENT: Councilmembers Ciraulo, Fasching and Young Councilmembers Gilb and Harbicht It was MOVED by Councilmember Ciraulo, seconded by Council- member Fasching and CARRIED, that Councilmembers Gilb and Harbicht be EXCUSED. The following Agency Item on the Regular Meeting this date to be set for public hearing November 20, 1990: 6a. Consideration and review of the Revised General Plan, which contains the land use, circulation, housing, open space and conservation, parks and recreation, safety and noise elements and spheres of influence. Awards to be presented at the May 7, 1991 Regular City Council Meeting. The City Manager requested a Closed Session before the Regular Meeting this date. Councilmember Fasching reported that Ms. Sue Wallace, who. trains dogs at the County Park, has expressed concern of dogs from this area being picked up and sent to the Los Angeles County Pound in Baldwin Park rather than Pasadena. She believes the conditions at the Baldwin Park facility are deplorable. Staff explained, about 12 years ago because of rising costs for the service, the City left the L.A. County Pound in Baldwin Park and contracted with the San Gabriel Valley Humane Society for about two years .,. this arrangement was very unsatisfactory, for many reasons. After the two year period the City went back to the County service in Baldwin Park. It has been approximately ten years since. Staff has not found the County Pound to have deplorable conditions. Further, the service has been excellent, The Pasadena Humane Society, staff noted, has submitted two proposals in the past, however, they cannot provide the same level of service to the City at the same cost as the County. Referring to the billing practices of Cablevision, Councilmember Fasching stated, in part, that he understands that the cable costs to Arcadia will increase $2.00 to $19.50 a month per subscriber. Cablevision, as opposed to other services to the residents, is billed 30 days in advance of the service. He wondered just how much of these funds the cable company is drawing interest on for a service they have not as yet provided Council should look into this practice. Mayor Young has also received phone calls from Arcadia 1 11/6/90 ANOAKIA D51S:o'5 N5P ARMISTICE DAY PROGRAM (Monrovia) ADJOURNMENT ATTEST: Alford, 32:0289 Cablevision subscribers who do not think the increase is fair for two reasons: 1) the amount of the increase and, 2) the fact that the homeowner does not have any choice of cable companies. Further, they do not have channel selection... they must take the complete package whether they want some of the programming or not. Staff explained that the City cannot regulate rates ... the FCC does this. The City cannot tell Cablevision what packages to put together. .. 1984 legislation stripped cities of almost all power to regulate cable television. Once a cable company gets a foothold in a community, no other company will compete with them because it costs too much money to install the cable and service in the City, according to staff. Arcadia has a franchise with Cablevision and for the preceding reasons, although other companies were encouraged to compete, Arcadia would still have I just one company in the City. However, with respect to when the monies are collected from the homeowner, staff will look into the situation. Further, the City may have to either negotiate a change in the agreement; or wait until the agreement comes up for renewal and make the change a condition. The discussion briefly continued. Mayor Young added that when the contract was negotiated there was supposed to be public access for citizens to use the cable ... staff will provide information on the status of this matter also. Mayor Young attended a meeting of the "Preserve Anoakia" committee and reported it appears that Lewis Homes has backed away from their proposal to develop the Anoakia site because housing development these days is a risk. Mr. McCaslin is again looking into developing the site as a retirement complex. The Rancho Santa Anita Property Owners' Association, Mayor Young was told, may be interested in this type of development for the Anoakia area. The committee also discussed moving the Anita Baldwin home from Anoakia to, possibly, the Race Track. It appears the main house can be moved although some of the wings of the home cannot be moved ... the home is reinforced concrete. The cost is estimated at $790,000 plus other expenses which could bring the total to approximately one million for the relocation. Mayor Young will be unable to attend the Armistice Day Program, November 11 at 10:45 a. m., at the Monrovia Library Park. This is a San Gabriel Valley Veterans Council program ... Councilmember Fasching agreed to attend in Mayor Young's place. At 7:15 p. m., Council entered a CLOSED SESSION, RECONVENED AND ADJOURNED sine die at 7:35 p. m. ~J:;g~/<7 ary B.
