ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING

The City Council and the Arcadia Redevelopment Agency met in
..an Adjourned Regular Meeting at 7:00 p. m., November 20, 1990,
in the Conference Room of the City Hall Council Chambers.
PRESENT; Councilmembers Ciraulo, Fasching, Gilb, Harbicht and
Young
ABSENT: None
The Los Angeles County Transportation Commission extended a
dinner invitation to Council to meet with the Commission
members on December 5. This will provide an opportunity
for Council to discuss important issues that are before
the Commission such as commuter rail and light rail in which
the City is involved.
Doug Solwick, a realtor with Coldwell Banker, informs Council
that he is part of a group sponsoring a program they call
"Operation Holiday Cheer". They will display a giant four
foot by eight foot holiday card in the center court at the
Santa Anita Fashion Park Mall from November 23 through
December 2. They invite all members of local communities to
sign the card after which the USO of Greater Los Angeles will
then take the card and deliver it to the Desert Shield troops
in Saudi Arabia. A smaller card was provided Council for
individual messages which will be sent to the troops also.
Since the first City Council meeting in January of 1991 falls
on Tuesday, New Year's Day, it wes the general consensus of
Council that the meeting be held on Wednesday, January 2,
1991.
The City Manager requested a Closed Session before the Regular
Meeting this evening.
In reference to the improvement of the median islands at the
intersection of Colorado Street, Colorado Place and Colorado
Boulevard (the Upper Y), Councilmember Fasching reported that
he had been contacted by a new company who say they can
install the interlocking block pavers on the medians at a cost
of $5.00 a square foot if the City would first remove the
black top and grade the medians down two inches. This company
could also meet the City's requirement of "compatible wage".
At 4500 square feet the cost would be down to approximately
$22,000 as opposed to the low bid originally received of
$38,000. If the company removes the black top and grades down
the medians, the cost would be $5.40 a square foot.
Councilmember Fasching offered the information in the event
Council would like to consider rebidding the project. After
a brief discussion, Councilmember Fasching indicated that he
would like to see the interlocking block installed to beautify
the medians. Councilmember Gilb stated he preferred to have
the medians painted with the sealant as previously decided.

Mayor Young reported receiving mail regarding State
Assemblyman Polanco's bill to prevent vending machine sales
of tobacco products to teenagers. After a brief discussion
of the possibility of adopting a City ordinance, the City
Attorney said he would look into the matter and bring a report
back to the Council.
ADJOURNMENT
At 7:l7 p. m. Council entered a CLOSED SESSION, RECONVENED and
ADJOURNED sine die at 7;30 p.m.
