BIO ETHICS COMTE. 0/5"0- 30 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING DECEMBER 18, 1990 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular meeting at 7:00 p. m., December 18, 1990, in the Conference Room of the City Hall Council Chambers. PRESENT: Councilmembers Ciraulo, Fasching, Gilb, Harbicht and Young ABSENT: None The City Manager distributed correspondence from the Sierra Madre Hillside Coalition in support of Arcadia's moratorium on hillside development. The preliminary draft of the Source Reduction and Recycling Element - Solid Waste Generation Study, was distributed to Council for review and comment, which will then be forwarded to the consultants for preparation of the final draft. Councilmember Gilb, representing the City at the January 3, 1991 meeting of the Los Angeles County City Selection Committee, agreed with his Council colleagues that he intends to cast Arcadia's vote for Director Bill Thomson of Pasadena as a Member of the Los Angeles County Transportation Commission. The City Manager commented that he understands Director Thomson is in favor of extending the Light Rail eastward from Pasadena; also that Pasadena would consider having fewer rail stations in Pasadena so that the cities further east could have stations. The City Manager will notify the Commission that Councilmember Gilb is Arca,dia's designated voting Member and will be in attendance January 3. Further, a letter over Mayor Young's signature informing Pasadena Director Bill Thomson of Arcadia's support will be sent out. The Los Angeles County Board of Supervisors requests that all cities in the County who received tax increments from Redevelopment Agencies provide 20% of current tax increments to a system of funding the critical budget shortfall in the mental health program. By general consent, Council determined to inform the Board of Supervisors that, although Arcadia would like to be involved, these funds are needed by the City for redevelopment projects. Staff recommended setting Agenda Items 8a and 8b on the Regular Meeting Agenda chis Gate for public hearings on January 2, 1991. In response to a request from the Methodist Hospital, Mayor Young and Councilmember Harbicht agreed to become members of the Methodist Hospital BioEthics Committee. The first or third Thursday of the month was determined to be the days they could attend the meetings. A letter to this effect will be sent to the Committee. 1 l2j1BfXl MAYOR/COMBR. INSTITUTE CLOSED SESSION STUDY SESSION (Front St.) WTR.BILLING SYSTEM ADJOURNMENT ATTEST: 32: 0323 The City Manager announced that the League of California Cities is sponsoring a Mayors and Council Members Institute at San Jose January 23 to 25, 1991. The City Manager's staff will make the arrangements for those Councilmembers who wish to attend. The City Manager requested a Closed Session before the Regular Meeting this evening. The City Council Study Session scheduled for 6:30 p. m., January IS, 1991, was withdrawn from the calendar. This at the request of Councilmember Fasching who had wished to present a proposal for the improvement of an area on Front street which now may be the potential site for a Light Rail station. In June of 1990 an item on the Regular City Council Meeting agenda - Report and Recommendation to Modify the City's Water Billing System, was tabled. Councilmember Fasching requested this item be put back on the agenda for the'January 15, 1991 meeting, with newer information available from the Water Department reports. This in regard to a new water billing system. There were no objections to placing this item back on the agenda for consideration at the January 15, 1991 Regular City Council Meeting.
