SEPTEMBER 2, 1986
The City Council and the Arcadia Redevelopment Agency met in an
adjourned session at 7:00 p. m.; September 2,1986 in the Arcadia
City Hall Conference Room.
PRESENT,: Councilmembers Chandler, Gilb, Lojeski and Young
ABSENT: Councilmember Ha rbi cht
On'MOTION by Councilmember Gilb, seconded by Councilmember Chandler
and,CARRIED, Councilmember Harbicht was EXCUSED.
Council received a report from staff concerning the status of the
possible improvement of Orange Grove Avenue east from'Michillinda
Avenue. The street is divided between the Cities of Arcadia and
Sierra Madre and improvement would be the financial responsibility
of botn'Cities. In a communication from the Mayor of Sierra Madre,
it was submitted, in part, that most of the residents of that City
do not favor curbs. gutters, street widening or tree removals, how-
every, they agreed that Orange Grove should be safe and serviceable
to both communities. A meeting was suggested and Mayor Youn~ with
Councilmember Lojeski will attend. such a meeting with the date and
time to be determined.

The staff report had recommended that preliminary engineering proposals
be sol icited from consul tants and submitted to Council for considera-
tion as it would be difficult to' accurately estimate construction
costs without preliminary engineering which would consist, of cross
sections and profiles along the roadways including portions of all
intersecting streets and driveways. It was estimated this WOrl)would
cost about $15,000. -'''''--',,-
It was MOVED by Counc ilmember Lojeski, seconded by Councilmember Chandler
and CARRIED by general consent that staff be authorized to solicit
proposals for preliminary engineering for Council review and that Mayor
Young direct a communication to the Mayor of Sierra Madre in this regard.
Made reference to a request for a modification..for retail stores at the
northwest corner of Duarte Road and Santa Anita which' had recently been
before the Modificati0n Commission. Because of the concerns for traffic
'circ"lila-tion in the area the Planning Commission will review the project.
Reported--cifhis attendance at the San Gabriel Valley W;j'ste Ma'nagement
Task Force meeting~ He explained what transpired and that the meeting
was attended by only one~third of the member cities.
Council then entered a
sine die at 7:30 p. m.
