CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
OCTOBER 21,1986
The City Council and the Arcadia Redevelopment Agency met in an
adjourned session at 7;00 p. m., October 21,1986 in the Arcadia
City Hall Conference Room.
PRESENT: Councilmembers Chandler, Harbicht, Lojeski and Young
ABSENT; Councilmember Gilb
On MOTION by Mayor Young, seconded by Councilmember Harbicht and
CARRIED, Councilmember Gilb was EXCUSED.
The City Manager advised that members of the Animal Rights Group
may attend the City Council meeting this evening and desire to be
heard.
It was the consensus of Council that a Resolution be adopted at
the regular meeting this evening in support of Proposition "J"
and that a Minute Motion be adopted opposing Proposition 61. (Both
measures on the November 4 ballot.) BOTH ADOPTED in the regular
meeting.
It was the consensus of Council that a proposed communication be
directed to all Mayors in'the San Gabriel Valley in connection with
the establishment of a transportation zone for San Gabriel Valley.
The communication would indicate that the City supports the concept
Which would provide the same or better level of service at a cost
less than currently being spent. However, the City does have concerns
regarding the existing Transportation Zone Guidelines drafted by
L. A. County Transportation Commission which currently requires all
San 'Gabriel Valley Cities to contribute a portion of their Proposition
"A" Local Return Funds to the transportation zone. The letter will
ask all cities to seriously consider the benefits of the transporta-
tion zone and to iAsist that the zone operate on its own merit with-
out the requirement of a Proposition "A" Local Return subsidy. It
was also noted that at present Arcadia allocates all of its Proposition
"A" money to fund the Diil1-A-Ride program.
The City Manager advised that a conversation he had recently with
Congressman Moorehead indicates that the Rose Garden will ~hortiy
be transferred to the Ci ty. It was a 1 so noted that work is progress-
ing on the Museum Building.
In response to a question by Councilmember Harbicht, the Police Chief
said,it would be difficult to give reasons for the decrease in daytime
burglaries and an increase ,in night activity... also assaults... and
efforts are beinQ put forward to lessen these. -
Was advised that the amount of funds requested for the installation
dinner of the Police Reserve Officers, Glty Cuuncil members and certain
City officials would be adequate. Councilmember LOjeski said this was
a deserving program.

The Di'rector of Pb 1 i c Works advi sed that the work perfonned by
E. C. Construction Company in the installation of colored paving
block crosswalks was 99% complete... a few remaining tasks. Council-
. member Lojeski felt the crosswalks have a nice appearance although
he has heard a few negative remarks,
Referred to the area in the rear of the service station on the
southwest corner of Foothill and Santa Anita ... that cars are
parked there apparently all night.,. that it looks like a parking
lot. The lot is now being used for the sale of pumpkins. Council-
member Lojeski would like the Code Enforcement Officer to check into
this. Council concurred.

In response to ¬her inquiry by Councilmember Lojeski, the City
Manager advised that a meeting had been held with Mr. Cheney of
Best Disposal and all of the points of Council concern were discussed.
It was submitted that the payment for the printing in the City
Newsletter had been paid and Mr. Cheney has been told that it would
be best if they would publish their own rates in a publication of
their own. It was also stated by Mr. Cheney that the cash flow
problem should ease and, .after the first of the year, they will be
able to furnish additional bins.
Councilmember Lojeski was also advised on the successful bidder for
the Kiewit surplus property. It was Rick LaPorte of Monrovia and
his bid was in the neighborhood of $2,000.
CLOSED
SESSION
Councilmember Lojeski also circulated an advertising throwaway paper
which had been thrown allover the parking lot of his business location.
Advised that there will be red ribbons tied on trees publicizing the
Drug Abuse Alert program sponsored by the Schools, Parent Alert and
other groups. The dates will be submitted. Also, during November,
a Proclamation will be issued indicating a Mayor's "D" Day on 'Drug
Abuse. Exact date forthcoming.
Mayor Young reported on the results of the Leaque of California Cities
Resolutions which were voted on this .day at the Conference.
Council entered a CLOSED SESSION, reconvened and adjourned immediately
thereafter sin~ die.

Adjourned the meeting in memory of Vincent E. Duffy, Sr. who passed
away September 18, 1986 in Norwalk. Survived by his wife, 'Mary of
Arcadia; 7 children, Charles R., Michael and Anne Duffy, of Arcadia,
Mary Andrusky, of Huntington Beach, Patricia Baker, of Los Gatos,
Maureen Duffy, of Emeryvi11e and Kathleen Duffy of San Francisco;
3 brothers, William Duffy, of Florida, Lawrence Duffy, of Anaheim,
and James Duffy, of Santee, two sisters, Cece1ia Duffy of Wilmington,
DE., and Mercedes Quinlan of San Francisco and seven grandchildren.
Funeral Mass was held Saturday at Holy Angeles Catholic Church, Arcadia.

Adjourned the meeting in memory of Carol A. Bacic who passed away
October 2, 19B6. Survived by her husband, Mark Basic; children,
Mary Campbell, Judith Nutt, Kathleen, Jennifer, Mark E., and
Edward F. Basic~ sister, Mary Jo Monsour; also six grandchildren.
Funeral Mass held Sunday at Holy Angeles Catholic Church, Arcadia.

The meeting adjourned at 10:00 p. m. to 7:00 p. m., October 21, 1986
in the Conference Room to conduct the business of the Council and
Agency and any Closed Session necessary to discuss personnel, litiga-
tion matters and evaluation of properties.
