CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
NOVEMBER 4, 1986
The City Council and the Arcadia Redevelopment Agency met in an
adjourned session at 7:00 p. m., November 4,1986 in the Arcadia
City Hall Conference Room.
PRESENT: Councilmembers Chandler, Gilb, Harbicht, Lojeski and Young
ABSENT: None
The City Manager distributed an article concerning recent action
taken by the City Council of the City of El Monte in extending a
moratorium for 90 days on utility hookups to areas served by septic
tanks. El Monte officials said this is needed for additional evidence
concerning ground water contamination. Arcadia and the Public Storage
Company maintain the storage development would not need a septic tank
if a sewer hookup would be provided.
The latest information regarding the proposed retirement hotel at
601 Sunset Boulevard was submitted ... indicating progress is being
made on a loan commitment. It was noted in the report that the
conditional use permit and the building permits are good through
December 4, at which time work must begin on the project.
Police Chief Johnson introduced two police officers who have been
promoted. 1) Richard Mauch to Lieutenant and Ed Winter to Sergeant.
Both were congratulated by the Council.
In response to an inquiry by Councilmember Harbicht, the City
Manager explained in detail the proposal of the League of California
Cities concerning Workers' Compensation and Disability Retirement
Project. The objective of the project is to acquire the cost data
which is needed to develop much needed legislative proposals for
reform of the costly workers' compensation system. This item will
appear on the agenda for the regular meeting to convene this date.
Councilmember Lojeski congratulated the Police Department on its
handling of the immense traffic situation last Saturday (November 1)
created by the record attendance at the race track for the Breeders'
Cup Meet. Council concurred .,. a job well done and appreciated.
Staff will check into the condition of the parking districts.
Councilmember Lojeski brought up the subject after he had attended
the last Parking Place Commission meeting. It seems there are bottles,
debris of all kinds, jllst plain trash allover the place and the
Commission expressed concern.

Councilmember Lojeski brought up the fact that car.s are still
being parked on the rear of the S/W corner of Santa Anita and
Foothill. The area which was used to sell pumpkins and will be used
again"for Christmas Tree sales. Discussion ensued on just what is
transpiring there ... are the cars being worked on, stored.or what.
Councilmember Harbicnt could see nothing wrong in cars being parked
there ... where are they to park? The site does not belong to the
City... and the owner may have leased the area to the adjacent service
station. Staff will check into this and report back.
Each Councilmember had received a letter from a high school student I
concerning items in which they are interested. Mayor Young will
attend each of the two classes to discuss this and the other Council-
members will answer the"letter in their own way. All agreed that it
would be productive for the Mayor to make a personal response. Council~
member Lojeski said he would discuss the contents of his' letter with
the Youth Commission at it's next meeting.
Council then entered a CLOSED SESSION, reconvened and adjourned
immediately thereafter at 7:30 p. m. sine die.
