HomeMy WebLinkAboutNOVEMBER 18,1986 29:0055 CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CI1Y CLERK I BOARD AND CARE FACILITY / SALE OF ANIMALS M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING NOVEMBER 18, 1986 The City Council and the Arcadia Redevelopment Agency met in an adjourned session at 7:00 p.m., November 18, 1986 in the Arcadia City Hall Conference Room. PRESENT: Counci1members Chandler, Gi1b, Harbicht, Lojeski and Young ABSENT: None The City Manager distributed material for Council consideration at the regular meeting to convene at 7:30 p,m. 1. Communication from Earl Waynick relating to a public hearing sched- uled for this date concerning a proposed 130 room board and care facility at 607-611 W. Duarte Road. It was noted that only the zone change is to be considered at this hearing. The Conditional Use Permit is still be- fore the Planning Commission. ./ 2. Communication from Dorothy Marsan about the sale of animals for research to laboratories by the County Animal Control Department. DEMONSTRAfION 3. Information from the Police Chief advising of a proposed demonstra- ~ tion to be held in front of the home of the Director of Animal Care and Control by the Animal Rights Group. EIGHTH AVENUE HORSE PROPERTY '\V t\4 I RUBBISH ~ HAUL! NG \ IV f ~ 4. Maps were distributed indicating property belonging to horseowners on Eighth Avenue and the area signed by petition~rs. Staff said in part that under this plan the existing horses would be permitted to remain. This would require a Text Amendment. It was MOVED by Counci1member Chandler, seconded by Counci1member Harbicht and CARRIED on roll call vote as follows that staff be directed to proceed along the 1 ines set forth by the Planning Director,.,.. AYES: Council members Chandler', ;'Gilb~ 1Thrbicht, lojeski ani'Y~un~ NOES: None ABSENT: None 5. Communication received concerning a contract for rubbish hauling. It was the consensus of the Council that the existing contract' with Best Disposal be retained and that a letter be directed to the writer indicating this. DESIGN STUDY 6. Report from the Architectural/Design Study Committee consisting of Mayor Young, Planning Commission Chairman, Dave Szany, the City Attorney and the Planning Director, was referred to the Planning COlTl11i ss i on. -1- 11/18/86 POW - MIA FLAG ~ (\oS 29:0056 7. At the request of the Ladies Auxiliary of the Veterans of Foreign Wars Arcadia-Monrovia Post 2070, the POW-MIA Flag will be flown under the American Flag at City Hall for a period of one year and may'be renewed. This on MOTION by Councilmember Gi1b, seconded by Mayor Young and CARRIED. 8. Staff will prepare and submit to Council the necessary documents for a special Election to be consolidated with the School Board Election of April 21, 1987. This Special Election will present to the electorate the question, "Shall the City and School elections be consolidated com- mencing in March of 1990?" WATER MANAG~ 9. It was with regret that the resignation of Robert Ber1ien, Water I RESIGNS Manager, was received. Mr. Ber1ien has accepted a position of Manager of the Upper San Gabriel Valley Water ~istrict beginning December 1, 1986. TEEN NEEDS I 10. Mayor Young told of visiting the 9th grade classes and one of the primary needs the teenagers said was for a teen-center. The issue of chaperones was discussed among other items. Mayor Young spoke of her attendance at a meeting of the California Energy Commission and what transpired. ) Counci1member Lojeski was advised that the land adjacent to the rail- road tracks across from Embassy Suites is being used by the Southern California Edison Company as a construction site for the time being.
