CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
DECEMBER 2, 1986
The City Council and the Arcadia Repeve10pment Agency met in an
adjourned session at 7:00 p. m., December 2,1986 in the Arcadia
City Hall Conference Room.
PRESENT: Counci1members Chandler, Gi1b, Harbicht, Lojeski and Young
ABSENT: None '
The City Manager advised that the groundbreaking for the WLA
Arcon development at First and Huntington will be held at 11:00 a,m.
December 11, 1986.
On MOTION by Councilmember Gilb, seconded by Councilmember Lojeski
and CARRIED by general consensus, the resignation of Sister City
Commissioner Hugh K. Myers was ACCEPTED with re9ret. Mr. MYers'
term would have expired June 30, 1987.
Staff will submit to Council the list of citizens who have
indicated an interest in being appointed to the Sister City
Commission by submitting a resume.
A public hearing was scheduled for December 16, 1986 on an agenda
item relating to a text,amendment regarding security bars, metal
grates and similar security devices in residential, commercial and
industrial zones.
Communication from,the City Manager of Monrovia relating to an
agenda item about an easement on Water Division Longden Plant
property. (No. Sa on the agenda for the regular meeting ,to convene
at 7:30 p. m. this date.)
The Director of Public Works updated the status of the Underground
District project on North Baldwin Avenue.
The City Manager advised that Margaret Shobert has been appointed
Acting Water Manager during the time a new Water Manager is being
recruited.
In response to a question by Councilmember Gilb, staff advised that
an appeal of the Planning Commission recommendation approving a
conditional use permit for a Board and Care faCility at 607 - 611
W. Duarte Road has not as yet been received, althouqh there is amo1e
time for filinq such an appeal,

Counci1member Gi1b referred to the communication from Supervisor
Schabarum regarding the improvement of Orange Grove' Avenue wherein
it was stated that the City of Sierra Madre is currently reviewing
and identifying all of its street needs. Council expressed concern
that nothing is being accomplished in the way of improvement to
Orange Grove Avenue. Mayor Young will respond to the letter from
the Supervisor explaining that the communication does not sufficiently
explain the matter and Council would appreciate more data.
Council acknowledged receipt of a letter from the City of Monrovia
in which it was suggested by the Southern California Rapid Transit
District that 'an RTD Appreciation Day be considered. No action
taken,
The Assistant to the City Manager,for Economic Development explained I
portions of the Project Status Report on the Bong and Kiewit properties.
Staff will also be meeting with the Derby owners on the morrow,
Mayor Young referred to the northeast corner of Michillinda and
Sunset Boulevard ... this corner has been fenced to a point leaving
a small area which has such a poor appearance. This could be
referred to the Arcadia Beautiful Commission to see what improvement
could be made.
Discussion held on Senator Russell's Senate Concurrent Resolution
vi No. 65 pertaining to a hearing to be held December 17 on the subject
of marketing practices and promotions that foster the over-consumption
of alcoholic beverages, Mayor Young will submit support.
