ROLL CALL ARA PROJECT (LOW PROPERTY ) M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA arid the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING JANUARY 6. 1987 o The City Council and the Arcadia Redevelopment Agency met in an adjourned session at 6:45 p. m., January 6,1987 in the Arcadia City Hall Conference Room. PRESENT: Councilmembers Chandler, Gilb, Harbicht, Lojeski and Young ABSENT: None The City Manager advised that the primary purpose of this meeting is to discuss with Bruce Low circumstances which involve portions of Mr. Low's property at 333 E. Huntington Drive. Councilmember Harbicht gave some background of the matter stating, in part, that the Arcadia Redevelopment Agency is currently working with Emkay Development Company on a project which involves a piece of land owned by the Lows. Mr. Harbicht emphasized the desire of the Agency and Council to be as fair as possible to all concerned in such a process. The project in question involves virtually everything on the north side of, Huntington Drive with the exception of the Low property and the Derby property and the small portion of the Low property. Three options for Mr. Low were explained by Councilmember Harbicht: 1) swap one piece of land of equal size for one of equal size; 2) swap one equal sized piece of land for one of equal size with access to Santa Clara, and 3) the City purchase the subject property at the current fair market price. Councilmember Harbicht stated further, in part, that the City is willing to go along with anyone of the stated options, but there are time commitments and the Agency must move along. He concluded his remarks by stating that should it not be possible to come to some decision within the next two weeks, he would at that time make a motion that the Agency begin the .process of acquiring the land. Considerable discussion ensued on Mr. Low's desire to have access; how it could be designed to make it possible for trucks and vehicles to have ingress and egress; also for the vehicles to be tested after service and it was noted that the access road perhaps could be used. It was noted that Emkay is willing to accept this. In d'iscussing improve- ments to be made by Mr. Low, staff said, in part, that there are code requirements which must be complied with and some of these were enumerated. Cost of the required improvements was a concern to Mr. Low, as was whether or not Third Avenue would become a private or a public street. At this point, the Executive Director stated that the staff would be recommending that Third Avenue be a private street. Appraisals are to be obtained and further considerations will be explored. Mr. Low and his attorney, Jules Sandford, then left the meeting. 1/6/87 -1- G & S CONTRACT CLOSED SESSION ATTEST: 29:0087 In response to an inquiry by Councilmember Lojeski, staff advised that the new contract with G & S Towing contains a clause that the contract may be terminated by the City on a 30 day notice ... and the contract is for five years from now.
