ROLL CALL BUDGET REVIEW M I NUT E S CITY COUNCIL OF THE CiTY .OF ARCADIA and the ARO~OIA REDEVELOPMENT AGENCY ADJOUPNED REGULAR MEETING JUNE 2. 1987 The City Council and the Arcadia Redevelopment Agency met in an Adjourned Regular session at 5:00 p. m. June 2, 1987 in the Arcadia City Hall Conference Room. The primary purpose of meeting at 5:00 p. m.'was for the review of the proposed .1987-88 operating and revenue sharing budgets. PRESENT: Counci1members Chand1e~, Harbicht, Young and Gi1b ABSENT: Counci1member Lojeski On MOTION by Mayor Gi1b, seconded by Counci1member Harbicht, Counci1member Lojeski was EXCUSED. (Counci1member Lojeski arrived at 5:30 p. m.) CITY/SPECIAL PROGRAMS (page 78) All programs listed were APPROVED with the exception of the COMMUNITY HOT LINE. $12,000 had been requested. It was felt that this should be reduced. In reviewing the report submitted by the Organization, it was noted that most of the calls and referrals were from the other member cities and that Arcadia has been funding more than its share based on benefits derived. On MOTION by Counci1member Harbicht, seconded by Counci1member Young and CARRIED on roll call vote as follows, the amount for the COMMUNITY HOT LINE was set at $5,000. AYES: NOES: ABSENT: Counci1members Harbicht, Young and Gi1b Counci1member Chandler, who felt it. should remain at $10,000. Counci1member Lojeski ARCADIA HISTORICAL SOCIETY had requested $10,000. In the considera- tion, ~he financial situation of the Museum was explored. Expenses on the building have run .higher than anticipated and. monies from. the Brick Fund were used to pay some of the bills in the amount of $3,200. This must go back into the proper fund. Following discussion, it was MOVED by Mayor Gi1b, seconded by Counci1member Young'and CARRIED on roll call vote as follows that $7,200 be budgeted out of which $3,200 be replaced in the Endowment Fund (Brick Walk), that the remaining $4,000 be disbursed at $1,000 per month and that no expenditure over $50 be made without approval of the .Board of Directors. (At this point in the meeting, Counci1member Lojeski arrived and 'he was brought up to date as to what had transpired thus far.) 6/2/87 -1- 29:0201 The City Manager explained what is planned for custodial work for City Hall... contract for vacuuming the carpeti~g throughout City Hall and the Council Chamber areas at $2,500. This would relieve the custodian of some of the work involved in maintaining the' City Hall... it was noted that City Hall has only one custodian where~~ the Library and Police Buildings have two each. Prior to reviewing the departmental budgets, Councilmember Harbicht submitted, in part~ his concern that the overall budget is out of balance. We are spending more.than we are taking in ... fortunately 1 there is a lot in reserves, but at some point this has to be taken into consideration. Mayor Gi1b.agreed commenting that we cannot take on any new projects. Staff explained the current financial situation and what the future may hold. ARCADIA CITY COUNCIL PRE -ME ETI NG JUNE 2, 1987 council received a new resume of a citizen desiring to be appointed to a Board and/or Commission. (These acted upon later in the regular meeting to cbnvene at 7:30 p. m.) Hearings were scheduled for June 16 on the following two items: 1. Text Amendment 87-8 amending the definitions for eating est~blishments (A~C Section 9220.23.1) and restaurants (AMCSestion' 9255.51.1) 2. Appeal of Planning Commission's denial of M-87-30 relating to property at 445 Los Altos (Mr. and Mrs. Konzelman) r Rick Smith presented new site plans for his project on the north side of Huntington Drive, i. e:, the proposed Residence Inn and the Hampton Inn. Changes were indicated on the projections with whic~ the City Coyncil were impressed with the observation that the lmprovements were evident. .
