It was MOVED by Counci1member Harbicht, seconded by Counci1member Young and CARRIED that Ordinances and Resolutions be read by title only and that the re?ding in full be waived. PRESENTATIONS On behalf of the City Council, Mayor Gi1b commended the outgoing Members of the Youth Commission for their efforts and accomplishments and he and Counci1member Lojeski presented plaques to: Eric Stonecipher, Tricia Reno, Chris Beanes, Kim Embury, Sam Matranga, Robyn Fraser and Steve Cosgare11a. Mayor Gilb also introduced Dr. William Spuck of the School Board and Mr. Marc Mueller of the City Recreation Department and thanked them for their assistance during the past year. AUDIENCE PARTICIPATION Herb Fletcher, 175 W. Lemon, spoke to the business of possibly reducing the number of members of the Planning Commission. He felt this matter should be considered carefully by Council. A five member Commission and a seven member Commission both have advantages. The important point is to make sure that every Planning Commission meeting has sufficient people present to vote on every issue and try not to have people wait for another two weeks. Perhaps Council could consider having a seven man Commission -- five voting members and two alternates. The alternates would attend meetings, but would not vote unless a regular member was absent. This would also be'a means of members more or less serving apprenticeships on the Commission. He also suqqested appointinQ some women on the Commission and, because women generally have better taste than men, a woman on the Commission would be an advantage. , . . 6/2/87 -1- .' 2. 3. 3a. Mayor Gilb stated that this had already been approved and would soon be taken care of. He also welcomed the new organization. DOWNTOWN REVITALIZATION PROGRAM (Report Filed) 91 f\~ APPROVED and filed report dated June 2, 1987 with regard to proposed water rate increase and preparation of resolution authorizing the proposed water rate increase for fiscal year 1987-88. APPROVED the issuance of a Request for Proposal to maintain and operate the Arcadia Par-3 Golf Course and the draft lease agree- ment for the Arcadia Par-3 Golf Course. Proposals to be submitted on July 31 with recommendation to Council on August 18. ALL OF THE ABOVE CONSENT ITEMS WERE APPROVED ON MOTON BY COUNCILMEMBER HARBICHT, SECONDED BY COUNCILMEMBER LOJESKI AND CARRIED ON ROLL CALL VOTE AS FOLLOWS: AYES: NOES: ABSENT: Councilmembers Chandler, Harbicht, Lojeski, Young and Gilb None None CITY MANAGER Staff presented a comprehensive report on the Dial-A-Ride service. It is expected that the losses for the current year will be similar to those experienced in 1985-86 which were $8,340. There is a need for a rate increase which results from the effect of general inflation and a loss of ridership which has resulted in a substantial reduction of available vehicle hours. Because of this latter condition. revenue paid to San Gabriel Transit has declined from $702,786 in 1985 to an estimated $541,000 for this fiscal year. The loss of ridership results from a fare increase which took place in July 1985. The re- negotiated contract with San Gabriel Transit, Inc. will help offset insurance costs. In addition to the rate increase, a payment of up to $16,000 is requested to meet Dial-A-Ride insurance costs for 1987 and 1988. It was MOVED by Councilmember Harbicht, seconded by Councilmember Lojeski that the' Dial-A-Ride Services Agreement be APPROVED and AUTHORIZE the Mayor and City Clerk to execute the agreement in form approved.by the City Attorney and AUTHORIZE an expenditure of $16,000 to be paid to San Gabriel Transit as part of their total compensation for services provided to the Arcadia Dial-A-Ride. AYES: NOES: ABSENT: Councilmembers Chandler, Harbicht, Lojeski, Young and Gilb None None Staff presented a report on the Downtown Revitalization Program. Three businesses are ready to start work as soon as the County approval is received. Fifteen other businesses are in various stages of planning. It is hoped that when the work is completed on the first three, others will decide to go ahead with improve- ments. Councilmember Harbicht, who had requested the report, 6/2/87 -~ 29:0205 stated that he was very much encouraged by the report and that with three ready to go and several in planning stages, interest will be generated. Councilmember Young asked if work were proceed- ing on any buildings needing earthquake support. Staff replied that one of the buildings is on the list, but it costs a great deal and this money would not be available for that purpose. Report fil ed. 6c. PLANNING COMMISSION MEMBERSHIP REDUCTION Consideration of reducing the number of Planning Commissioners from the present seven to five. Councilmember Harbicht had originally brought this up for discussion as he felt five would be adequate and pOinted out that the five Councilmembers oversee the entire City government ... that it'would be a small step toward more efficiency, a little less demand on staff and a little less cumbersome process for the citizens to go through. 1 I ~"~V Discussion ensued with Councilmember Young stating, in part, that one of her concerns was the possibility of having five members ... one might be absent and there would be a 2 to 2 vote ... this would delay progress. She was also interested in the thinking of the City Council when it was decided to have seven members ... cities have different numbers. . Councilmember Lojeski recalled that at the time this possibility of reduction was brought up, it was because there was an attendance problem on the Commission. This has been straightened out now... tha~, theoretically, five members could be appointed by one person. Seven seem to have worked out well. He would prefer to stay with seven. Mayor Gilb said, in part, that the City Charter does not specify any sp~cific number, but he felt the members should come from all walks of life and have some knowledge of b~ilding. This is the most important commission. The problem of attendance has been worked out and if jt would improve efficiency, he would be for it. It could be on a trial basis. It was then MOVED by Councilmember Harbicht, seconded by Council- member Chandler and CARRIED on roll call vote as follows that staff draw up the appropriate document for Council consideration reducing the Planning Commission from seven members to five. He said, in part, he is a strong believer in property rights and the right of individuals to use their property consistent with the rights of others. Just how does one distinguish a mini mall from strip commercial? Where is the difference? He submitted, in part, that perhaps Council could have a study session on this and/or some discussion on just what is wanted for the community; what is being looked for in the way of commercial development and what Council could do about it. (Transcript prepared.) Agreed and submitted, in part, that Council really should make a plan for the year 2000 ... something to take care of many areas that are going to small commercial stores ... an overall plan is needed for the whole City. Referred to a recent visit he had made at Von's Pavi11ion and what is occurring at Hinshaw's where very small store buildings are being constructed. As to mini malls, if you drive down Rosemead Boulevard going south, there are what he would call mini malls on almost every corner ... with little stores selling donuts, one selling camera equipment, one a laundromat, a taco stand, etc. He questioned whether or not an architectural review is given on these by the Councilor the Planning Commission. In response, the Planning Director said, in part, that the architectural review does not consder the uses as long as the uses comply with the basic zoning ... most of these are in a C-2 zone which permits any type of retailing. I Referring to the new building on the northwest corner of Fairview and Baldwin Avenues ... it is built at the property line and it does create a problem for' traffic at the stop 1 ight. It is difficult to see around the corner. Perhaps a mini mall should be called a convenience center. Counci1member Lojeski also referred to a proposed apartment complex on Bonita which one of the Planning Commissioners had a part in, as the architect ... that the procedure and elements worked out quite well. Reference was also made to the desire of Assemblyman Mountjoy to move his offices to 214 N. First Avenue. It was noted that this is in a M-1 zone and would necessitate a Text Amendment to permit the property to have a government use designation. In order to make this accommodation, staff was directed to begin the. process for ~8- 6/2/87 COUNCILMEMBER HARBICHT I just had a discussion I'd like to take a couple of minutes here to talk about. One topic that's been getting a lot of discussion recently is mini-malls. I believe that this is a topic that we should have some concern about and that we should give some thought to. I think that one of the problems is.. there's been a lot of misinformation about this particular subject and the thing is, is that I'm not sure what a mini- mall is. It's a group of retail stores.. that it has common parking, I guess, is the best way that I can define it.. and that in and of itself I don't see as a particular evil. And there's been a lot of - kind of, I think - sort of rash suggestions made and it seems as that... I'm a strong believer in property rights and the right of individuals to use their property consistent with the rights of other people...and, I think most people are, but a lot of times people kind of get to the point where they're a strong believer in their own property rights but they're very willing to restrict the property rights of other property owners. And so, I think, we have to be very careful about that. The question is, you know, what is a mini-mall and... I don't know, I mean, is Huntington Drive, the way it currently is, is that a mini-mall? It's a bunch of stores that all adjoin each other and.. at least on the north side it has parking in back and on the south side it has a little bit of parking in back. Is First Avenue a mini-mall? And, so how do you distinguish a mini-mall from strip commercial and is there really a difference between -1- 6-2-87 them? And, of course, one of the differences is that any new mini-malls, COUNCILMEMBER HARBICHT if you want to use that term, that are built.. are going to have adequate parking.. which is not the case with a good deal of the strip commercial in own' town. And, there's been some concerns expressed that this prolifer- ation of new retail - and I'm going to call it that rather than mini-malls - may force other retailers out of business and that we may end up with a lot of empty stores.. either the new ones that have been built or the old ones that weren't able to keep up with the competition.. and I share that concern. I think that's something we should be concerned about. I don't want a bunch of empty stores around town. But, I guess the question to me is.. in trying to do something about this is, is the problem mini-malls per se, or is the problem too much commercial? And, if the problem is too much commercial, if we're saying we don't want any more stores built, then maybe we ought to be rezoning some of those areas that currently now permit commercial development. I think that that is a more responsible approach than to just say that this thing that we call mini-malls - which you have trouble defining - I think it's sort of like pornography - we can't define it but we all know it when we see it. But is that really the problem or is the amount of commercial that's coming in.. what's we're afraid is going to create the undesirable thing that might happen. And the mini- mall is kind of a _~atch phrase which has taken on some bad connotations.. and I submit that that's not necessarily a..bad thing. And, I don't mean to suggest that we don't have a problem.. and I just wanted to express some thoughts in this area and basically say.. I think we may be looking at a potential problem here. But, I want to kind of focus our thinking on what the problem is.. and it may just be the proliferation of small commercial development rather than mini-malls as we all envision them. There's, you know, there's a lot of strip commercial in this town that I'd be more than happy to exchange for some mini-malls that had adequate parking and better ingress and egress than we have. -2- So, I'm not asking 6-2-87 HARBICHT for any action. I just wanted to express some thoughts on this and maybe have the rest of the Council give some thought to it and, hopefully, at some early date we can have a little study,'session on this or some more discussion on just what is it we want for our community and what are we COUNCIlMEMBER YOUNG I agree with you 100% and I have been feeling that we really need to make a plan for the year 2000.. something to take care of many areas that looking for in the way of commercial development and what are we not looking for and what things can we do about it. are going to a small certain size commercial store. I agree with you 100% and I think we need an overall plan for the whole City on this very subject.. and a study session I'm all for. MAYOR GIlB You know, Mrs. Young, I was down at Von's the other day.. and I see the back - you know, they're fixing up the whole Hinshaw's area - but right next to Von's they're building about 15 very small stores.. YOUNG GIlB Correct. Now, that's a mini-mall.. isn't it? They're going to be loaded with all YOUNG GIlB kinds of little stores like they are on the back side. Plus the arcade going through is havi'ng more little stores. That's right.. and the building that was put on south Baldwin Avenue.. that's right on the corner.. now, I don't call that a mini-mall because that certainly was an improvement of the property and that old station that was there, and... But, I understand what you're saying because if you drive - with this mini-mall thing - I visualize a mini-mall.. if you drive down Rosemead Blvd. going south you'll see them on every corner and there's about 15 little stores - one sells donuts and one sells camera equipment; and one's a laundromat; and one's a taco stand; and something else and something else.. and out to Azusa, Covina and some of those places. Now, that's what I call a mini-mall.. and I don't know how you'd really -3- 6-2-87 GILB define that, you know, but that's what I call a mini-mall. And that's the thing that I would like to stay away from. And, I'm just wondering if there's such a thing as an architectural review on all of those by the Council or the Planning Commission... is there such a thing? Bin, could you tell me if we require an architectural review on all of that kind of building.~... PLANNING DIR. WOOLARD Yes. GILB ....would we have any-power or would that be a way of doing it or looking WOOLARD at it or something? Yes and no.. it is subject to architectural review, but architectural review doesn't get into the uses that are permitted within the building. As long as the uses comply with the basic zoning~. and most of these are in a C-2 zone .that permit any type of retailing.. there's no power that we have. HARBICHT See, the problem that I have is, is that if you have.a given piece of property and somebody comes in and they want to put in several stores with common parking and it's all one building which has dividers.. that's what we all visualize as a mini-mall ,that mayor may not be desirable. But, if we have the same piece of property and they came in and built 10 separate buildings.. under what we visualize as a mini-mall - that isn't. But is it any more desirable? That's.why my point is that's it's really not a mini-mall per se that I think all of us are concerned about. I think it's just small commercial.. too much coming in.. what effect it's going to have on what's already here. But, that's why I want to get away from the term mini-mall because, you know, we have some very desirable kinds of developments that depending on how you define a mini-mall or a mall.. that's what it is. GIlB Didn't the City of Los Angeles put a moratorium in? What do they call a mini-mall? Again, you know, when this concept came up at the Planning Commission.. it's been hashed and rehashed, and you've read your minutes of the transcript and all of that sort of thing that were done. But, it was more of a concern if you were to pick apart, particularly the building on south Baldwin.. it's pUlling the building to the property line which creates a problem of vision at that stop light.. or stop sign to see,. particularly, if you're going south to the right you can't see around the corner. The architectural . state of the building.. which, you know, I'm not too hot on a 1950's white building with a pink stripe around it.. you know, to me that's not really architecturally moving.. blending of lines like that. That's where the concerns were coming from, you know, and where the Planning Commission on the other side of the scale at least had a shot - or the Modification Committee, and then even the Council looked at it, was the situation which is still unbuilt. But the.. let's call it a convenience center.. maybe that's better than mini-mall.. you know, they still have the same things; a yogurt shop; a video store and that sort of thing. But, the one at Duarte and Santa Anita.. you know, fortunately that was looked at by those bodies and there was input given about, "gee.. transpose a driveway over here to get the traffic off the corner off the situation".. do this or do that or move this here or add parking here or switch the, you know... those are the kinds of comments that were of concern. That's where it was coming from. And, where there is no review down the road.. then all of a sudden you can end up, again, on the other side of the coin, maybe some- -5- 6-2-87 . . , . LOJESKI thing that then becomes built.. then who. gets ostracized for it but the City Council? I can't tell you how many times people have called and sald, "How did you allow that building on Fairview and Baldwin?" I had to ask staff what was going on. I didn't even know what was going to be built there until after,'basically,'the framework was up, you know. That's where they were coming from. That's where my concern would come from. You know, Sunday afternoon we drove by there headed for the Sizzler.. and everybody in our car thought that was a terrific looking building and it's a new style and...... so it's a difference of opinion. I like the Rose City Grill in Pasadena, you know, but hey, maybe that's nostalgia for me. We all.. Well, the medical building down there is a nice building but nobody even knew it was going up until after it was built. We never saw it, did we? That's true. But, again, you know, it was pulling it out directly to the property line with no setbacks.. those types of concerns, which I think are all logical concerns. We've discussed them a thousand and one times here.. that's what we're all concerned about.. parking; ingress; egress; and whatever the case may be. . The residents said they had not. been notified in advance that the work was to be done. The Director of Public Works explained that notices were del ivered door to door but a specific time was not indicated and 1 he felt the residents should have been able to get in and out of their driveways ur.1ess the contrc.ctor was actually laying liquid asphalt at the time. Councilmember L'ojeski said, in part, that apparently it was a misunderstanding. Expressed concern about' the definition of single family homes, i.e., multiple families living in single family homes ... he is concerned to the point where he would be willing to take steps to redefine"sing1e fam'ly"..and to face whatever challenges might occur. It is time to recogn ize that the future of the City may be at stake if we just sit back and allow these things to happen. He referred to a court decision which has basically struck down the definition we have. He suggested a,king information from the League of California Cities and felt the City Attorney could obtain additional data from a legal standpoint. The City Attorney said he would provide a legal review along with input frorr the Planning Director. Counci1member Harbicht also said it might be worthwhile for the Councilmember,., the City Manager and the Planning Director to take a tour'af the City to see what is happeni ng throughout the City. The City Manager said the Council could go together all at one time as the Brown Act does not preclude that. Counci1member Young agreed with the comment that she has thought for some time that a plan is needed for the year 2000. Counci1member Lojeski . said that as an elected official, he has the duty to take care of the City in the bE.st way possible... regardless how or when he devotes time. They should be responding to those things on their own... as when a resident calls a Councilmember on a particular' problem ... for instance, he will go down ... also, perhaps the staff could tour the City to see firsthand the situations. He could not see a whole lot of validity in the five council members travelling around the City. He was not being derogatory or question-, ing the suggestion. Council member Harbicht said it would be purely voluntary,.. anyone wishing to go along could. Counci1member Harbicht inquired about the recent filming of a movie in South Arcadia. He had had some complaints because some I streets were closed and some inconvenience experienced. He wanted to knew what benefit the City derived from permitting such filming. The City Manager replied that there was actually not a lot of benefit to the City. There are permit fees which the film company pays; also they pay for police presence if required and any other City services that may be needed or required. In this particular case, the film company paid about $9,000 in fees. Commented that this is done primarily to help the film industry, to keep the industry in the Southern California area and to prevent run-away productions. Said there are different regu1~tions for different cities and for different types of filming. 6/16/87 -12- 1 I HARBICHT YOUNG GILB YOUNG .LOJESKI ADJOURNMENT 29:0223 Referred to the draft repcrt on the sound wall and said, for the benefit of the consultant before it becomes final, witt: respect to the first sentence of the introduction: "The mission put before the consu~tant was to prepare ~ case to put before the Arcadia City Council and California Department of Transportation on the need for sound walls along Interstate 210". First, it wasn't to put the case before the Arcadia City Council... it was done at the behest of the Arcadia City 'Council. to go before Caltrans. He would hope that the wording would be such that it would at least appear to be an unbiased investigation. The report says that the purpose of the study was to show that the sound wall is needed. He hoped that the report would say: "Yes, Arcadia should be getting sound walls from Caltrans ..." He would like to see a change in the report. The rest of it seemed very complete to him and most of his other cOi1'l11ents have .to do with the' findings themselves and will be more appropriate when this comes before the Council as final. Said she felt the trees in Arcadia are unique. When one drives along the freeway, itis quite noticeable when one arrives in Arcadia there are so many trees in evidence. She would like staff to 'provide a report and recommenci"t.ion on a tree preservation ordinance. Also, she fElt notifications should be sent to local realtors, homeowners' associations, swimming pool contractors, etc. to the effect that permission is required to remove trees. Said there was a situation at 905 Foothill where the new owners of a hOUSE. c~t down all the trees around the house to make room foy' a swimming pool. This was y'eported to the Homeowners' Association, but, of course, the trees were already gone. Perhaps the ordinance could say when trees are cut down, they should be replaced with suitable ones and th~re are some trees which should be saved. Said she had attended a seminar on the trash problem which is an extre~ely complex issue. By 1993 it will be a desperate problem because in 6 years several of the nearby dump sites will be closed. Los Angeles City is now conducting studies on recycling and composting. There is a Los Angeles Experimental Area wherE this study is concen- trated and it involves home sorting of different types of trash -- papers, bottles, cans, etc. She would like the Mayor to send communicctions in support of several bills now in the legislature: AB 221; AB 222 , AB 223 and AB 545. Staff wi 11 obta i n copi es of these bills so they may be studied. Councilmember Lojeski said he would not be able to continue with the San Gabriel Valley Association of Cities Solid Waste Management Task Force. Councilmember Chandler will attend the meetings in his place. Councilmember Lojeski adjourned the meeting in memory of Emile Kellogg Boisot II, better known as "Kelly" who was born June 4, 1922 in Pasadena, passed away June 6, 1987 in his home in Arcadia where he had lived for the past 39 years. He and his wife, Dorothy were to celebrate their 45th anniversary this June. They have 3 children and 9 grandchildren: Kip and Donna Boisot who reside in Virginia have 4 children, Dana, Kelly, Sheri and Aimee. Their daughter, Marion and her husband, Steve Leese, who reside in Utah, have 4 children, Jared, Jason, Pngela and Amanda. Lindy Boisot and his wife, Terry, livE' in Goleta anc have 1 child, Michelle. Kelly served his country in the Army Air Corps in World War II. He was truly "one-of'-a-kind", He will be rememberec O<or his wonderful sense of humor clY:C his love of sports and his I,'any contributions to the City of Arcadia. . 6/16/87 -13- .,.' 29:0224 Councilmember Lojeski also adjourned the meeting in memory of John Kirchgessler who was born on December 23, 1910 in Milwaukee, Wisconsin and passed away on Sunday, June 7, 1987 at the age of 76. In 1928 he graduated from Garfield High School in Los Angeles, where he participated in basketball, baseball and track. 'From 1928 to 1941, John worked for Bullocks and i~ the upholstery business. In 1941 - 1945, he joined the U. S. Navy and served in the South Pacific on Okinawa. In February of 1945 he married Helen and over the years they had two sons, Dave and Jim. From 1945 - 1960, John worked for the Heywood Wakefield Company and in 1960 began working for the Arcadia Unified School District. From 1964 until 1975 Johnny "K" was the equipment man at Arcadia High School. During this time 1 he was one of the most popular figures on campus. He was respected and loved by all who came in contact with him. 'The athletes, coaches and parents always knew where to turn when something 'had to be done or if something was needed. He always did his job with great enthusiasm and a wonderful sense of humor. His job was a demanding one as he was responsible for keepir,g in repair the entiy'e athletic facil ities of the high school, including football, baseball, basket- ball and track for all games and meets as well as repair'ing and caring for the uniforms of some 24 different teams. Each year as his popularity grEw, the students considered him a father, a doctor, a lawyer, counseler and someone who could be trusted as well as confided in. In 1975 John was honored with a retirement dinner. TherE were many tributes paid to John that evening including the California Interscholastic Federation, the Associated Students of Arcadia High School, the Boosters Club and the Arcadia Astros Baseball Team. He was previously honored with an Honc,rary Service Award from the high school for his outstanding se~vice to children and youth; he always attended the Arcadia Astros baseball banquet each year to present the John ~irchgessler Award for the Astro Player of th~ Year and he was a member of Elks Arcadia Lodge 2025 who honored him as "Elk of the Year" for 1982-83 and continual certificates of service award from the Elks for youth services in the community for 1978 through 1985. Final burial was private with a memorial service at the Kirchgessler home in Temple City on Sunday, June 14, 1987. ~~ personal recollEction was that John enjoyed life, loved kids, always wa~ helpful and a pleasure to be around. To find John, you either looked for his ever-present jeep or his ever-present baseball cap at Arcadia High School. I will always remembf'1" John as a true friend and a very fine person and he will truly be missed. I have two or pessibly three other candidates that I would like to see on the Commission. When the motion regarding Mr. Kovacic was made and seconded, I was forced to vote on it. Essentially, I was not voting against Mr. Kovacic; I was voting for another candidate. Mr. Kovacic is not being punished for speaking his mind. Jack Lynch, 224 Hacienda Drive, spoke to the matter of moving sales. He has a neighbor who once a month or so has a moving sale; which have lately been called estate sales. Cars are being driven up and down his street to these sales'. He objects to the traffic. Raymond Br9ck~, 1309 Standish,. spoke to the matter of the Armory property. He did not understand' why the City sold it for a dollar. How much did the City pay for it? 'Many years ago cities tried to get government to build in their areas. They could not give the land away so they charged a.dollar to make it legal. Wh~t does that have to do with the value of the pro~erty today? Councilmember Harbicht said the City gave it to the state and the state wants to give it back -- for $2,000,000. And the City Manager further explained that the State wants to sell the property to private enterprise for private development for $2,000,000. Three-D Services have been performing this work and they now advise that 2 - 3 truckloads of soil should be removed to reduce this contamination. The fee would be $4,600 per truck load and with 9 contaminated sites, the total estimated cost would be $124,200. Once the contaminated soil has been removed, the resulting excavated area will need to be filled with clean soil ... the charge for this will be $9 per cubic yard for clean fill... estimated cost of this is $3,645. Estimated total cost to correct this~il problem is $129,528 and by adding a 10% contingency of $12,953, -the grand total woul d be $142,481. Sufficient Agency funds are available. Eighth Avenue spoke to the matter of the construction presently under way on Eighth Avenue by Mur-So1 and Chris Construction. She had several complaints, firstly, involving the fact that the contractors have cut down a number of trees in- cluding on~ t~at was a 70 year old pine and also a clump of pine trees.. She noted that the temperature was sometimes 15-20 degrees cooler where they were many trees standing so people could enjoy their shade. Also, the tree~ help filter smog and po11utents. She did not feel the developers really care. She also felt there is overbuilding in the City and also overbuilding of mini-malls. Perhaps a Homeowners' Association shou1c be cORsidered. 6/16/87 -5- / 29:0216 Jack Sae1id, 821 Balboa Drive expressed appreciation to Council for what they have done in re-addressing the funding for the Community Hot Line operation. He pointed out that when he was serving as liaison to Juvenile Oiversion, he found County funding changed from a more general problem type of funding which would involve everything from education to police to the point where it was focused on gang activities. He did'not know if any of those monies are available for the present kind of work. He felt Hot Line answers a very definite need in the community. We are all in this together. HOY's closing put a trememdous burden on Hot Line. We came to Council and said we had a need and the'Counci1 came through and helped with 1 $7,500; the next year, $10,000; this year once again $10,000. We have gone out to solicit funds from other comm~nities. Each one tends to say -- that is an Arcadia program. He asked for Council's help -- perhaps to do some missionary work -- perhaps with some of the meetings with other communities and with the county. Emil Amato, 1832 Chantry Drive stated that he came before the Council to request "that Gary Kovacic be reinstated on the Planning Commission. Gary Kovacic is a tremendous person and has done a fine job for us. Please reconsider your deci!ion and reappoint him". Beverly Stanbury, 1906 South Seventh Place wanted to recommend to Council that a tree preservation program for Arcadia be started. Craig Berry, 1102 South Eighth Avenue, spoke also to the matter of the construction on Eighth Avenue by Chris Construction. He reiterated what Mrs. Peko had'said regarding the trees being 'cut down. Also they have had such a problem with dust -- it is on the lawns and streets; it comes through the doors and windows. He had called Chris Construction and.asked if they were not :iupposed to water down the areas where dirt was being removed and put on the trucks. He did not receive any satisfaction and he, personally, went to the man working the bulldozer and ordered him to stop putting dirt on the trucks. He also called the police and the Planning Commission. Chris Bade, 2416 Florence Avenue (Chris Construction) replied that the trees cut down were ln the way of the houses being built. The Planning Commission said it was all right to take the pine tree out. After the discussion about the dust he had hoses on the job the next day. Oid not think since then there had been complaints about dirt. At 10: 15 a. m. he had spoken to the mah work i ng on .the bu 11 dozer; returned about 12:30 p. m. with hose. Ann Peko, 1103 South Eighth Avenue, spoke again about the dirt from the construc~ion site. Chris Bade,,2416 Florence Avenue, advised that he will take a fire 1 hose to the site to hose down the area. He will take care 0f it. Counci1member Young remarked that under these dry conditions perhaps water from a hose was ~ot enough; water from a truck would be better. Margaret Ellis, 1504 South Eighth Avenue said she did not come to the meeting to speak, but did want to remark about Planning Commissioner Kovacic. She felt that it was very dangerous for Council to politically punish a person for stating his opinion. Mr. Kovacic should be able to speak his mind. Counci1member Harbicht replied that he resented the fact that people decide what is on the Counci1members' minds when they do something. P1anningCommissioners are appointed for four year terms; not more t~an two consecutive terms. The appointment ends when the term ends. 6/16/87 -6- ,. 1 1 'V 3. PUBLI C HEARING (Proposed Operating I. '. Budget for r 1987-88) (APPROVED) 29:0213 Councilmember Lojeski stated that he had sat through the second hearing at the Planning Commission and had nothing more to add. He felt that the Code should be adhered to and the Code is definitive. He noted that the Modification Committee had met and. had come to the same conclusion and had come up with alternatives which were not acceptable t6 the owner. He is not in favor of granting the appeal. Mayor Gilb stated that he had been reading some of the remarks of the Planning Commission. He did not think that 1! feet was really too much. He would be in favor. It was then MOVED by Councilmember Chandler, seconded by Counci1- member Harbicht and CARRIED on roll call vote as follows that the appeal of Planning Commission denial of M-87"30 be APPROVED; that it would secure an appropriate improvement, prevent an unreasonable hardship and promote uniformity of development. AYES: NOES: ABSENT: Councilmembers Chandler, Harbicht and Gilb Councilmembers Lojeski and Young None ' Consideration of proposed operating budget for 1987-88. Mayor Gilb declared the hearing open. Marilyn Bryant, 1405 S. Fifth Avenue addressed the subject of the reduction in the 1987-88 budget of the request of the Community Hot Line from $12,000 to $5,000. She would not like to see this cut back. Substance abuse is such a problem and the Community Hot Line is desperately needed to offer help and counselling. More and more prevention work is necessary; keeping awareness of risks and referrals when need for treatment is present. They do this at several Arcadia schools through education and rapping with the youth. In answer to questions, she said, in part, they have one part-time paid employee. The Hot line and Parent Alert work together both in matters of prevention (of parents knowing what to look for) and treatment (knowing who to call for help). Mayor Gilb pointed out that the Community Hot Line had received $10,000 last year from the City and wondered if they had received any contributions from other cities or agencies. Answer was no. Mrs. Bryant said most of th~ treatment money goes to E1 Monte and Pomona. Counci1member Young said the report showed other cities used the Community Hot Line actually more than Arcadia residents did and perhaps they could help support it. Mayor Gi1b suggested contacting Supervisor Schabarum to ascertain if County funds might be available. Michael McDonald, 61 E. Magna Vista also spoke to the same matter stating, in part, that they had contacted Monrovia, South Pasadena, and Duarte with respect to contributing some support. These communities consider the Hot Line to be an Arcadia program and do not See it.as their responsibility. The Hot Line people feel that they provide service to the whole area. They have incorporatec and received their tax exempt status. They have a Board of seven members. They have presented promotional material to several clubs and other cities; they have not spoken to the county about raising funds. Counci1member Harbicht said Council did not like to be painted as "bad guys"; th.ey did give $10,000 last year; this year Hot Line asked for $12,000; Arcadia is paying the lion's share. Their report showed that the calls came from a small percentage (from 25% to 33 1/3%) from Arcadia. He felt that~ther cities in the area should pay a share. 6/16/87 -3- 29:0214 Mr. McDonald said Hot Line started in Arcadie in conjunction with Parent Alert; they have had legal hassles this past year getting their tax exempt status. Councilmember Harbicht said it was started by another Agency; then came to Council for help; now it seems Council has the responsibility; he felt the $5,000 contribution they voted was a generous contribution. Mayor Gilb said he was surprised. Hot Line had not raised any funds; two years ago they were going to start raising contributions. Mr. McDonald said they had had no notification that the contribution from the City would be cut. Councilmember Harbicht replied Council did not know in advance what Council would vote. He also said there was no question that the Hot Line is doing a good thing for Arcadia; but there are a lot.of other organizations in Arcadia who are also doing good; a lot of them don't receive any contributions at all from Council. Feels the smaller contribution is right. , Ruth Bell, 110 W. Winnie Way, said, in part, she and her husband founded Parent Alert in 1979 and feels grateful to Community Hot Line. Years ago when Parent Alert was struggling to alert the community to the adolescent drug problem, Community Hot Line was right there. It provides a great sense of relief that people in crisis have somewhere to call. She noted that fact that no other City in San Gabriel Valley has done more to help combat drug atuse than Arcadia. City fathers have helped support Hot Line in the past and asked for continued support. Bill McKenzie, 1654 Perkins Drive, President of Parent Alert, said they work closely with the 'Hot Line. When people contact Parent Alert in crisis, they are immediately referred to the Community Hot Line. The service is of great importance. 1 Bob Johnson, 17 V/. The Community Hot Line was started as a crisis intervention'for young people Drug and alcohol abuse is only one aspect; there are problems involving suicide, family disturbances, etc. that need this referral network. They have a program that has put Arcadia on the map regarding drug and alcohol ab~se. There has been grass root support but this cutback will devastate Hot Line. When HOY went under, Hot Line picked up and took over and provided a place where people could call. They have talked with some of the service clubs about funds, but when they see what the problem is, they find that it is so overwhelming they don't want to talk about it. One service organization was talking about giving them $6,000, but then reduced it to $500. Drug and alcohol use is prevalent on campuses. They have called other cities trying to recruit resources from them. Councilmember Young inquired if they are getting funding from the Presbyterian Church. Mr. Johnson replied they receive $2,500 with which to pay for the phones. Councilmember Lojeski said perhaps the Council should .reconsider the $5,000 contribution. In a 26 million dollar budget, it was not such a large item. There are these problems in the community and Community Hot Line is attempting to do a job. Councilmember Lojeski then made a Motion to put $5,000 back into the budget for the contribution to. the Community Hot Line, seconded by Councilmember Young. Councilmember Chandler said the Hot Line originally asked for $12,000; and now are getting another $5,000 in addition to the $5,000 originally approved in the budget. Suggested perhaps they should get the $5,000 and come back to Council in.3 - 4 months and perhaps in the meantime try to get some funds from other cities or the county. .Felt that would be better than chingin~ it right here. Mayor Gilb said ~e still felt there were other organizations in the City that. also need help; after three years this organization has not tried to help itself.
