ADJOURNED REGULAR MEETING
October 16, 1984
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in an adjourned session at 7:00 p. m., October 16, 1984 in
the Arcadia City Hall Conference Room.

On advice that an appeal has been filed of the approval by the
Planning Commission of a Conditional Use Permit to construct a
retin=menthote1 at 601 Sunset Boulevard, a public hearing was
scheduled for Tuesday, November 20, 1984.
In order to take an agenda item out of sequence (No. 8a for the
regular meeting to convene at 7:30 p. m. this date), it was MOVED
by Counci1member Gi1b, seconded by Counci1member Pellegrino and
CARRIED on roll call vote as follows that the provisions of the
Procedural Ordinance be WAIVED.

The American Savings/Arcadia Branch, currently at 30 North Santa
Anita, requested an extension of time to continue use of its
Premises at said address for another three months. John Patterson,
attorney for said firm, explained reasons for the request. They
have been endeavoring to complete the renovations to its new location -
30 South First Avenue - so as to enable it to move prior to the
November 6 expiration date of its temporary use permit at 30 North
Santa Anita. Mr. Peterson said, in part, that, despite efforts
the necessary renovations will not be complete prior to that date.
He explained the status of the renovation at this time. They are now
requesting an extension of 90 days for its temporary location.
It was MOVED by Councilmember Gilb, seconded by Counci1member Pellegrino
and CARRIED on roll call vote as follows that an extension of three
months be APPROVED.

Council also received newspaper clippings from Arcadia's Sister
City, Newcastle, Australia, concerning a change of power in that
City. It was felt this will not have an effect on the Sister'City
relationship, inasmuch as that is a People-to-People program.
The City Manager also advised that at the end of the formal aqenda
this evening, Mike Montgomery, attorney for the Pacific Waste Manage-
ment Company,would like to make a presentation concerning a proposed
waste-to-energy facility to be located in the City of Irwindale.
Council concurred.
Staff explained that Van's are still interested in locating a
market between Duarte and Naomi West of Baldwin; however, Arcadia
Parking, Inc. is in the process of reorganizing and is reconsidering
the development of that property.

An agenda item (No. gg) concerning a claim was deleted.
The agenda item (No.1 Hearing) relating to curb, gutter and driveway
apron construction on Lemon Avenue was corrected to read, "the City
Council authorized the improvement on September 4, 19B4" instead of
August 28, 1984.
In response to an inquiry by Councilmember Gilb concerning special
housing for the elderly, the City Attorney explained that the case
law which has dealt with adult only prohibition to children has not
been applied to housing for elderly which has not been deemed to be
unlawful discriminati on. (Report will be prepared.)
Councilmember lojeski referred to a vacated service station on
Duarte Road which is not being maintained... he would like to see
the ordinance strengthened to where the owner would have to remove
the building or maintain the building in a suitable condition even
though not occupied.
In response to an inquiry by Councilmember Young, the Planning
Director said, in part, that family circumstances have occurred
which delayed the situation being corrected -- that of cars park~d
at 43 East Orange Grove Avenue... that the deadline for correction
is now October 29, 1984. The homeowner evinced a desire to cooperate.
The meeting adjourned sine die at 7:25 p. m.
