Rev. Roger Kramer, Arcadia Christian Reformed Church Led by the Webelos of Cub Scout Pack #14, Holy Angels School PRESENT: Councilmembers Gilb, Lojeski, Pellegrino, Young and Hannah ABSENT: None It was MOVED by Councilmember Pellegrino, seconded by Councilmember Lojeski and CARRIED on roll call vote as follows that the Minutes of the Adjourned and Regular Meetings of October 2, 1984 be APPROVED with one correction in Councilmember Young's statement on Page 5 of the Minutes of the Regular Meeting. AYES: NOES: ABSENT: Councilmembers Gilb, Lojeski, Pellegrino, Young and Hannah None None It was MOVED by Councilmember Gilb, seconded by Councilmember Pellegrino and CARRIED on roll call vote as follows that all ordinances and resolutions be read by title only. AYES: NOES: ABSENT: Councilmembers Gilb, Lojeski, Pellegrino, Young and Hannah None None Presentation was made by Mayor Hannah of Proclamation with the City of Arcadia's appreciation to Parent Alert represented by Marilyn Bryant and Robert Johnson. The Proclamation was read in full by Mayor Hannah. The Oath of Office was administered by the City Clerk to HQward Giffis, Member of Arcadia Beautiful Commission and credentials were presented by Councilmember Lojeski. Later in the meeting, Mayor Hannah recognized Arcadia School Board Member, James Bryant who was in the audience. 10/16/84 -1- l. HEARING LEMON AVE. Curb/Gutter/ Aprons (APPROVED) 41~ f \ p: 2. HEARING (Modifica- tion at 126 E. St. Joseph St.) (APPROVED) 25:1072 , On September 4, 1984 Council received a petition for curb, gutter and driveway aprons on Lemon Avenue from 8aldwin Avenue West to the City boundary. The work would be constructed of Portland Cement Concrete pursuant with the plans and specifications on file in the office of the City Engineer and under the provisions of the Improve- ment Act of 1911, Chapter 27, if the work is not commenced by the property owner within 60 days after Notice (posted October 1) the Superintendent of Streets shall cause the construction to be done and the cost shall be a lien on the property. Property owners will be able to pay their assessments in cash at I the termination of the work and confirmation of the assessment. If any property owner does not desire to pay for the work in cash, the cost shall constitute a special assessment against the property and shall be a lien against the property under the provisions of said Act. It was noted that this project is categorically exempt from the require- ments of the California Environmental Quality Act. This public hearing is scheduled to hear objections or protests which may be raised by any property owner or other interested persons. Mayor Hannah declared the hearing open and, no one desiring to be heard, the hearing was CLOSED on MOTION by Councilmember Lojeski, seconded by Councilmember Young and CARRIED on roll call vote as follows: AYES: NOES: A8SENT: Councilmembers Gilb, Lojeski, Pellegrino, Young and Hannah None None It was then MOVED by Councilmember Gilb, seconded by Councilmember Lojeski and CARRIED on roll call vote as follows that the Superintendent of Streets be AUTHORIZED to proceed with the work in aCcordance with the provisions of Chapter 27 ,of the Improvement Act of 1911. AYES: NOES: ABSENT: Councilmembers Gilb, Lojeski, Pellegrino, Young and Hannah None None The owner and builder of Greenscapes at 126 E. St. Joseph Street desires to construct an industrial building on said site containing 8,000 sq. ft. of lot area in lieu of 15,000 sq. ft. required. It is currently developed with a single family dwelling zoned M-l. The surrounding area is developed with mixed residential, industrial, apartment building and a single family dwelling. The General Plan designation is Industrial for this property which is in the redevelop- ment area. Mayor Hannah declared the hearing open and the owner-builder, Steven I R. Schober, explained that he would like to construct a 3,500 sq. ft~ building with 600 sq. ft. of office space and 2,000 sq. ft. of ware- house. The parking spaces comply with Code. Mr. Schober said further, in part, that when the area is developed industrially, his project would blend. No one else desiring to be heard, the hearing was CLOSED on MOTION by Councilmember Pellegrino, seconded by Councilmember Lojeski and CARRIED on roll call vote as follows: AYES: NOES: ABSENT: Councilmembers Gilb, lojeski, Pellegrino, Young and Hannah None None 10/16/84 -2- I 3. 4a. Christmas ~~ Tree Storage (APPROVED) 25:1073 It was then MOVED by Counci1member Pellegrino, seconded by Counci1- member Young and CARRIED on roll call vote as follows that Council finds the project would secure an appropriate improvement, prevent an unreasonable hardship, or promote uniformity of development, and that the project be APPROVED subject to all conditions set forth in the staff report dated October 16, 1984. AYES: NOES: ABSENT: Counci1members Gi1b, Lojeski, Pellegrino, Young and Hannah None None Council recessed in order to act as the ARCADIA REDEVELOPMENT AGENCY PRESENT: Agency Members Gilb, Lojeski, Pellegrino, Young and Hannah ABSENT: None On MOTION by Member Gi1b, seconded by Member Lojeski and CARRIED on roll call vote as follows, the minutes of the regular meeting of October 2, 1984 were APPROVED. AYES: NOES: ABSENT: Agency Members Gilb, Lojeski, Pellegrino, Young and Hannah None None The meeting adjourned to November 6, 1984 at 6:00 p. m. Council Reconvened. AUDIENCE PARTICIPATION Herb Fletcher, 175 W. Lemon Avenue, felt the filing fee procedure should be reviewed and made a comparison with two items which had been before Council recently. He objected to a possibility that one applicant might not have to pay additional filing fee should he re- apply for a conditional use permit, although he operates a business; whereas, the same opportunity was not presented to a homeowner whose request for a specific type of roof was denied. Mr. Fletcher also felt that at this time spending $200,000 for architects on a new Civic Center was spending a great deal of money, especially when it has not been decided just when it will be built ... the people should be given the opportunity to vote on such a project, He noted that it will only be 18 months before the next Councilmanic election -- that the next Council may have divergent ideas. He felt that the entire matter should be given serious and extensive consideration. Duarte Road and 2) Hawkins Christmas Trees to erect tents for Christmas tree storage at 721 W. Huntington Drive, 756 Sunset Boulevard and 1595 S. Baldwin Avenue. Conditions were set forth in the staff report dated October 16, 1984. It was MOVED by Counci1member Gilb, seconded by Counci1member Pellegrino and CARRIED on roll call vote as follows that HYA Consult- ing Engineers of Arcadia be retained for the design of a storm drain in Lovell Avenue between Naomi and Norman Avenues and a storm drain in Westbound Huntington Drive from Civic Center Place to the Arcadia Wash in the amount of $19,500. The Civic Center project was authorized for Fiscal Year 1984-85 and the Capital Program for Fiscal Year 1985-86 includes the Lovell Avenue project. The Mayor and City Clerk were AUTHORIZED to execute the agreements in form approved by the City Attorney. Extensive presentation by Michael Montgomery, Attorney for Pacific Waste Management Company, which has entered into an agreement with the City of Irwindale to allow the construction of a three thousand ton per day facility which would convert that much garbage into about 88 mega watts of electricity. He referred to a successful facility in Tampa, Florida.
