SESSION WITH ARCHITECTS

NOVEMBER 20, 1984
The City Council met with the above named firm to discuss the proposed
schedule of the Civic Center Master Plan Study in the Arcadia City
Hall Conference Room at 6:00 p. m., November 20, 1984.
PRESENT: Counci1members Gi1b, Lojeski, Pe1ligrino, Young and Hannah
ABSENT: None
H. Wendell Mounce explained in detail proposed services for the
City Civic Center Study which were based on discussions to date.
The proposal was broken down by work task, hours and dollars. The
total fee for these basic services would be $164,980 which reflects
a reduction of the initial fee quoted. Also included in this fee was
a provision to study of one theatre type. Each additional theatre
type would cost $15,200.
Mr. Mounce also said in part that there would be flexibility in the
contract which would be advantageous to the City and his firm from
a scheduling point of view... the contract to cover not only the
study but the final design of each structure as the City chooses to
implement it. The Council would pick and choose which projects to go
ahead with and on what schedule. It was also noted that any project
could be eliminated at any time by Council.
The submitted schedule included a Police Facility, City. Hall, Recreation/
Senior Citizen Center, Theatre, Remodeling and Parking Structures ...
Percentages were indicated in the Master Plan Study,
Assisting Mr. Mounce were Jack Barry and George Howard. . Council re-
viewed and discussed each phase of the project, starting with an exist-
ing Civic Center Analysis; Programming/Space Planning; Auditorium
Feasibility Study; Preliminary Master Plan and the Fina~ Master Plan,
Estimates of architect's hours and costs were indicated.
The proposed schedule for the Preliminary Master Plan would take
about 8 months; 12 months for the final Master Plan with bidding and
construction to take from 12 to 18 months. In response to questions,
Mr. Mounce said, in part, that Council could stop the project at any
time it might so desire. .
Following discussion (tape recorded) it was MOVED by CounCi1member
Lojeski, seconded by Counci1member Young and CARRIED on roll call vote
as follows that the City Council APPROVE THE PROPOSAL.SUBMITTED BY
MOUNCE & ASSOCIATES DATED NOVEMBER 13, 1984 AND THE MAYOR BE AUTHOR-
IZED TO EXECUTE AN AGREEMENT WITH SAID FIRM PURSUANT TO fKE':TERMS OF
THE PROPOSAL AND AN ACCEPTABLE TIME SCHEDULE, IN FORM APPROViD BY
THE CITY ATTORNEY. I. i
