ITEMS COUNCIL MEETING DATES (JANUARY) I / ~ M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING DECEMBER 4, 1984 The City Council of the City of Arcadia and the Arcadia Redevelop- ment Agency met in an adjourned regular session at 7:00 p. m., December 4, 1984 in the Arcadia City Hall Conference Room. PRESENT: ABSENT: Councilmembers Gilb, Lojeski, Pellegrino, Young and Hannah None The City Manager submitted correspondence from 1) Darrell J. Creamer, Regional Real Estate Manager of the Target Stores, 2) Director of Public Works regarding Route 210 Freeway Noise Barrier, 3) Police Chief regarding a request from the Holy Angels Church for a Traffic Officer to assist in pedestrian crossing at Holly and Fairview on Sundays during the forthcoming race meet, and 4) a flyer advertising an Arts and Crafts Sales Event to be held at the Los Angeles County Park on the second and fourth weekends. Discussion held on some of the items. The request of Holy Angels Church will be considered during the regular meeting to convene at 7:30 p. m. Mayor Hannah said that when the meeting with Caltrans on the freeway noise takes place, Councilmen Gilb and Lojeski will be in attendance. Staff will obtain additional information on the events to be held at the County Park -- advise the County that there would be traffic problems during the race season -- ascertain whether or not a businss license is necessary, etc. and report back. Council reviewed a proposed communication to go to the Board members and Commissioners concerning leaves or absences from a meeting or meetings. It was noted that the Commissioner's Handbook contains the information. Some wording was changed and it was MOVED by Councilmember Gi1b, seconded by Counci1member Pellegrino and CARRIED unanimously that the communication be approved with the change to read "when a member is going to be absent, he shall apply to the Mayor who will notify the City Council". The letter will go forward over Mayor Hannah's signature. Discussion held on filling the vacancy on the Planning Commission. This will be considered at a later date. By unanimous consent, the City Council Meetings for January 1985 will be held on the second and fourth Tuesdays (January 8 and 22, 1985). Notification to the Press, etc., will be made. Letters which have been received concerning the Target Store were made part of the minutes -- from Don Hage, James Harris, James McKe11p.r and Steve Lloyd. Reference was also made of an advertisement in the Los Angeles Times concerning the same subject. Concern was expressed as to the reason why the Santa Anita Village Association has not resolved the roof problem at 805 Coronado Drive. Staff will study and report back. 12/4/84 25:1093 The City Attorney referred to a statement made by a representative of tne Homeowners' Association that there had been a law suit involv- ing the City of Anaheim and Ca1trans about a noise barrier. He check- ed with the City Attorney of Anaheim and was advised that there never has been such a law suit. The City Manager advised that he had attended a meeting held November 28 with the Director of Public Works, Arcadia Chamber of Commerce, representatives of the Santa Anita Race Track and Fashion Park concerning the freeway ramp metering program being proposed by Ca1trans who had requested the meeting. It was stated that, despite community objections, Ca1trans were going to proceed with the program starting in late 1985 and they would endeavor not to interfere with the race track traffic. If there were problems, they would be willing to cease metering for that period of time. Staff noted that it had taken the position all along that a fifth lane could be constructed from Rosemead east to the end of the freeway. This is in their Capital Project Schedule for 1988-89.
