Agency met in a regular session Tuesday, January 22, 1985 at 7:30 p. m.

On behalf of the City Council, Counci1member Lojeski made a presenta-
tion to Department of Public Works retiree, Roy Tynes, with apprecia-
tion of the Council for his twenty-one years of service to the City.
Public Works Director, Chester Howard participated in this presenta-
tion.
Consideration of Tentative Map 43818. a proposed 5-unit condominium
project at 166 East Bonita (Tzeng & Chen, Inc., Chien Chen Shen)
(This ~tem had been continued from January 8, 1985 in order for the
developers to be present). Staff report given. During the Council
consideration, Councilmember Young was advised that the location of
the proposed building will not affect the visibility around the corner
should the street be widened.
Mayor Hannah declared the hearing open and Jim McDonough, 9856 Towneway,
E1 Monte, Civil Engineer for the project, was present to' answer any
questions. The President and Secretary of the firm of Tzeng and Shen,
Inc., Chien Chen Shen, advised that the firm is a California based
company from raiwan, formed for this one project. They have offices
at .711 ,W. Valley Bou1eyard, Alhambra, but. have a local office at

that the evaluations of the environmental impacts as set forth in
the initial study are appropriate; that the project will not have
a significant effect on the environment and that the Negative
Declaration be approved and filed; also find that the proposed sub-
division, together with the provisions for its design and improve-
ment, is consistent with the Arcadia General Plan; that the discharge
of sewage from the subdivision into the public sewer system will notl
violate requirements prescribed by the California Regional Water
Quality Control Board for this region; and that the Director of
Public Works be AUTHORIZED to approve and execute the subdivision
agreement and that Tract No. 43818 be APPROVED subject to conditions
set forth in the staff report.

Consideration of Text Amendment 84-7 to amend the Arcadia Municipal
Code to provide regulations to allow 210 sq. ft. of retail sales
area in a service or self-service gasoline station. Staff report
given.
Councilmember Lojeski was advised that alcoholic beverages are not
to be sold. Councilmember Lojeski also inquired if there would be
any control over types of books and periodicals allowed to be sold.
Staff replied that it would be possible if agreement were made with
present owner; but if there were a future owner who had not signed
such an agreement, control would be unenforceable. Councilmember
Gilb inquired and was informed that this application had been turned
down by the Planning Commission twice. Applicant has refiled the
appli'cation. Modification is for smaller sales area. Mayor Hannah
declared the hearing open.
Don Wilson, Real Estate Representative for Atlantic Richfield Co.,
JUIT West Glenoaks Blvd., Glendale said, in part, that it is very
important that this matter be resolved because 1) it is important
for MP&G part of business - automoble tuneup,and 2) about 12% of
the gross profit for dealer is involved. Mr. Wilson requested
continuance of the matter until all Councilmembers are present.
Herb Fletcher, 175 W. Lemon Avenue, spoke to the disappearance of
gas stations from Arcadia. He pointed out that sales tax is charged
on gasoline at the rate of about one cent per gallon. He pointed
out also that since ~ere are relatively few gas stations in Arcadia'l
a great many people must be buying their gas in other cities. There
are a few quite large residential areas in the City where there are
no gas stations at all. He felt people should be encouraged to buy
their gas in Arcadia. Gas stations offering other items than gas and
service are probably a wave of the future. If turned down, the City
will probably lose more gas stations. City should encourage gas
stations to stay in business in this City.

Lojeski and SO ORDERED that the hearing be continued to February 5,
1985.

Consideration of Text;Amendment 84-1 requesting amendment to
the Arcadia Municipal Code to amend parking requirements for
regional shopping centers. (NOTE: THE APPLICANT REQUESTED THIS
BE CONTINUED TO FEBRUARY 19.)
Counci1member Lojeski stated, in part, that if there are going
to be substantial changes in the plan, he would like to see the
Planning Commission review those first. Staff advised that it
understands that there will be additional data justifying the
applicant's position but not a change in plan per se.
There were no objections on the part of Council to continue this
hearing to FEBRUARY 19 and it was SO ORDERED by Mayor Hannah.
Consideration of petition for curbs, gutters and driveway aprons
on Camino Real west of Baldwin Avenue. Staff report given. Mayor
Hannah declared the hearing open.
Esther K1ysz, 804 W. Camino Real, spoke to the difference in cost
to the various property owners. The Director of Public Works advised
that the prices quoted in the letter to the property owners were only
an estimate ... that the actual price or cost of the work will be
dependent on firm bids from a contractor. Prior to awarding a con-
tract, the property owners will receive a second notice as to the
amount of the cost based on the bid.
Annabel Binford, owner of 727, 731 and 733 W. Camino Real, was
advised that there will be competitive bidding on the project, She
was also advised that she has the right within the 60 day notice
period to contact her own contractor and have the curbs, gutters
and driveway aprons constructed. However, staff said, in part, that
it doubts the work could be done for any less ... because the volume
of work attracts better prices.

Councilmember Pellegrino
Pursuant to the request of the City Council concerning remaining
Olympic Commission Funds, Gordon Penhar10w, Chairman of the Commission,
presented an oral detailed report (written copies were distributed to
the City Council). In part, it was stated that the Commission had
a cash balance earned during the Olympics of $14,074.99 following
return of $2,700 from the City General Fund which was granted to the
Commission. The Commission's intent is to have a sculpture cast in
bronze depicting a sport horse and rider jumping a vault as performed
in the Olympics at Santa Anita. A second plaque would ha~e nam~s of the
Commission, Essay Competition Award Winners, the City Officials,
Sponsor Groups and the Santa Anita Park. These two plaques would
be installed on the stone wall outside the Council Chanber. Mr.
Penharlow also said, in part, that the Commission would like to
replace the 18 American flags which were lost during the Olympics
they had been donated by the local American Legion.

Councilmember Gilb referred to those who worked diligently and
whose names are not in evidence on the plaques. Mr. Penharlow
submitted reasons why everyone is not listed and said, in part,
that the Commission could certainly reconsider that if it is the
desire of the City Council.
Mayor Hannah thanked Mr. Penharlow for the report and asked staff
to place the item on the agenda for the next Council Meeting
(February 5).

Staff advised that Mersman Construction Company, Inc. is proposing
to rehabil itate 21 E. Huntington Dri ve (formerly the location of
the Music Mart). It is currently vacant. The existing zoning is
General Commercial (special height). The plan design is for
convnercial offices. The Agency reviewed the project plans. ,1im
Mersman was present to answer any questions which may be propounded.

The Agency reviewed plans for a reV1Slon to signs at the Granada
Royale Hometel to be replaced by Embassy Suites' signs at 211 E.
Huntington Drive. The new signs are to be one freestanding and I
two wall mounted signs. The freestanding, two-sided sign will
have 100 sq. ft. of area per side and will be placed on a single
pedestal. The top of this sign will be 22 ft. 5 in. above the
sidewalk. The wall mounted signs will be 2 ft. 6 in. high and
will cover approximately 75 sq. !t. These are replacement signs and
win be in the same location as the existing ones.
Steve Sharp, 3225 Lacy Street, Los Angeles, representative of the
W. Heath Sign Company, explained that Embassy Suites would like a
separate sign. The restaurant, Velvet, Turtle, understands the
situation. It was suggested that p~~haps C04ncil should talk with
representatives from both Embassy' Sui'.tes an~,\\the Velvet Turtle to
get it all resolved. The Agency concurred i~'approving signs to

the hotel and restaurant come" back with a sign plan for freestand-

Staff advised on the bids received and recommendations for the
award of contract for the installation of traffic signals at Duarte
Road and Lovell Avenue, Job No. 563. Councilmember Lojeski had
asked that this item be considered separately and said, in part,
that he still is of the opinion that a signal at this location
would create a tremendous backup of traffic on Lovell and he could
not support the project. He then MOVED to DENY the recommendation
and not award a contract for the traffic signal at said location.
Motion seconded by Councilmember Gilb. Roll call vote was then
taken on the motion.

Honorable Mayor and Members of the City Council....
In July of 1984 a group of individuals approached the Recreation and
Parks Comsn. concerning obtainin~ assistance to build an all-weather
track at Arcadia High School. The spokesman for the group and Principal
of Arc. H/S, Dr. Richard Cordano, met with the Comsn. and at their Dec.
12, 1984 meeting the Comsn. unanimously recommended that $100,00') of
City funds be appropriated for the City's share of the project. $50,000
in Parks & Rec. Facility Funds monies were recommended and $5'),000 from
the Capital Outlay funds were recommended. This would be combined with
$50,000 from various support groups for a total of $150,000 to complete
the project. The request was to be included in the Recreation portion
of the Capital Improvement Budget to be considered by the Council during
the normal budget process. Recently we received notice that approximately
$46,806 in Roberti-Z'berg funds could be used for such a project, therefore,

The grant funds must be applied for by mid April. This is the reason
the request to apply for the grant funds is before you ~his evening. In
the meantime in order to obtain further information the City Engineering
De~t. was requested to evaluate possible costs for a first class all-
weather track. Based on information obtained from ASL Consulting Engineers,
who have built similar tracks for the Olympics, the cost for such a project
could be well over $200,000. The first decision the Council is asked to
make is whether or not they want to participate in the project. If the
Council decides to proceed with the project consideration could be given
to two possible alternatives. Provide $100,000 toward the project utilizin~
like I said before, $50,000 in grant funds, $50,000 of Parks & Rec. Facility
Funds, which was brought up to me by one of the Commissioners this afternoon

to the project utilizing the original $50,000 from the Parks & Rec. funds,
the original request for $50,000 from Capital Outlay and also including
the $48,000 and some change from the grant funds. In either case it is

Jerry, in the communications that we have in front of us that were in
our packet I see communications primarily from the Principal of Arcadia
High School, Dr. Richard Cordano and basically to you, and communications
from the Paul Howard Sports Technology Group. Has the School Board given
any inclination as far as releasing funds and on-going maintenance for
such a project - do we have any inclination from them what their feeling
is on thiS?
The only information I have about that has come from Dr. Cordano. He can
answer your questions concerning that.

My name is Richard Cordano and I'm Principal at Arc. High School, 180
Campus Drive. And, I thank you for the privilege of allowing us the

your question I have discussed this with Superintendent and !\usiliess
Manager and have their assurances that we will be the entity that the
and that they would accept the design, engineering,

Ok, let me reword my question. Has this been formally presented to the
School Board? In other words are they aware of it?
That will be done by the Superintendent of Schools and not by me and I
don't know whether he's formally presented it at this time or not.
So it's conceivable that they could say, "we'want no part of maintaining

I would assume that if the Superintendent was making a committment of this
magnitude he v,ould have spoken to the Board at some juncture whether it
be in an executive session or at some point informally through his Super-
intendent's communications, or I don't think he would have given me the
go-ahead to come before you this evening.
The other question I have is, this is something I heard about approximately
six months plus ago and the original thought and idea, and I don't know if
it's changed or not because I don't see it in here, was that only a portion
of the track was going to be proposed for this type of a surface and with
a couple of remaining lanes as the existing dirt. Is that correct or are
we talking about doing the whole.....
The present track is 10 lanes and 8 lanes are going to be the new design
in keeping with the Olympic track at the Coliseum and all other tracks
which are now 8 lanes including the State meet tracks and so, as a matter of
cost and maintenance it would be an eight lane track and the other two
lanes would be left in brick dust for the present,time and eventually be
planted in grass.
And, obviously, there would be situations that; of course, the track
would be open if this were approved, the track would be open at all times,
24 hours a day for anyone to go in and out of that facility, I imagine.
Is it that way now or are there locked gates that prohibit people from
entering in?
No, the track is open 24 hours a day at the present time and it would
continue to remain so since we would consider the facility the community
facility and encourage all peoples to use that in terms of their health
and recreation.
Not being familiar with this type of a materia1--is there anything that
can damage that surface?
Yes - vehicles could damage it, but, in prevention of that a people's
gate would be installed which has a tunnel effect with one of those
poles where you push bars, such as Disneyland and soforth uses, that

prevent venicles from coming onto the track. The entrance would be
through people's gates except for the large gates' which, of course, would
be kept locked
for protection of the track.

Dr. Cordano, in regard to the question that Dennis asked about the School
Board. The School Board ineffect accepts gifts and this is a request
from you through the Rec. Comsn. to the Council and they are - you knCI
in the form of a gift. Had they been asked, if they were given $10 0

them told me it would be quite aways down because they thought education
was a little bit more, so the question really here, is that this is a
gift that's being asked from the City to the School District and the
School Board authority is accepting it as such, is really the way this

Ok. In the design of this track - I'm sitting here thinking about the
additional up-keep - I only know what I heard when you and I discussed
this a couple of years ago and we were trying to get Arco to give us one
of these' - it was $200,000 and now it's gone down to $150,000 and that's
the only thing I know that went down in the last two years, but, let's
assume it's $200,000 because I think that's about what we're really talk-
ing about - and I didn't know - I was surprised when you said that the
School District would assume the engineering cost, now that means that
they - because I notice the offer from Mr. Howard says, "our quote does
not include engineering, corrective curb work or bidding cost to the
District. Any anticipated cost incurred by the ~istrict should be addedl
'to our budget'. So, are you anticipating that cost to be - how much mone
would you think? In another words you're saying - what you're/really' is
somebody in the School Oistrict is going to do this for you. 'Is that what
you're saying?
I don't believe we're saying that, and I hope that we haven't intimated.
A project - if I can - I had a prepared kind of start here and maybe if I
can revert into that some of my statements will answer some of the questions
of the illustrious. Council people. Now, the idea of the track was borne

three years ago as a preface to the Olympics because at that time notifi-
cation in the media and through magazines had indicated that Peter
Ueberroth was going to raise money and then distribute it to schools as
training sites for the forthcoming Olympics which at that time was two
or three years down the road. So, it was then that a meeting of the staff
of the high school and others in the community that were interested in

the track reputation of ~rcadia, which I might add at this juncture is

nationwide; The City of, Arcadia has many fine images, among them being
a community of homes, beautiful shopping center, the race track, fine
school'sys~em, home of excellent recreation programs, baseball, soccer

and soforth. But, equally as large is the reputation in track and field
and r~ad racing brought about through the community efforts and contri-
butions of' dedicated volunteers over the years for the Arcadia Invita-
tional, Track Meet, which is now entering its 18th. year and has a nation-
wide reputation, particularly among athletes and people connected in
athletics. Home of 5 flational records at this point. Then, of course,
the Santa Anita Spring Classic 5K/10K Run which at this moment is listed
in the hational magazine -"Runners World"- among the top 50 road races
in the United States. So, it was with that reputation in mind that the

idea to make a run, if you will, at the Olympic Committee and see if we
could then get the money to be called a training site and many people in
this room and at your council chambers here ,assisted us in that because

we prepared a rather elaborate presentation that we were going to pre-
sent to the Olympic Committee - which we did. And, unfortunately were
turned down for sites in San Fernando and West Los Angeles and LA State
College and other gyms and basketball courts and swimming pools at other
high schools, concerning the Olympics. So, we then put together figures

and facts in terms of what it/cost to get - and the design that we would
use if such things were going to - if the funds Were ever going to be
available. So, for a period of three years we'have evaluated 8 lanes Over
10 lanes and straight-aways and all the technicalities that have gone with

it. In the meantime there have been developments in the installation of
..:r' all-weather tracks - the name that's given to this kind of facility. And,
with me here tonight is Mr. Paul Howard representing Sports Technology,
who gave the written bid to the City indicating that he would put in for
us a track of good quality for that amount of money, which was the initiator
start of which we went. Now, he has no elevations in the technicalities,

datums on the curbing and those kinds of things to work from yet, but,
from estimating the square footage and the cost of urethane on todays
market - as compared two, three years - another thing, he feels that
he could do it and he will, I think, be willing to respond to any thing
that he might have at this point. $0, this is, I think, up to now a
classic expample of what comes first the chicken or the egg type of
thing. Do you go out and spend an amount of money for drawings and
figures when you don't even have half enough or a third of enough to go.

So, it is with the thought in :n i nd Lhat we were trying to work on the
highest pri,ority of the project and that's to get the funding before we
went out and got the mechanics of it which would be the drawings and
soforth. I have had a quotation as to what a survey crew ~ because we
already have inside curbing in there that's cut right, installed by one
of the finest concrete contractors in San Gabriel valley, and turned into
a metric track five years ago so that at this point it would need marks
as to what the elevations are, but, no changes in that. So, we were told
that to have a survey crew would be $2,000. The 5/10 Committee is willing
to give the $2,000 to the School District as a gift to get the survey crew
to start the paper work necessary for the technicalities in lining the
track - getting the track lined up from the technicality, the engineering
standpoint. So, as to what other costs are-they're going to be involved in
this, but we think that it would be more important to get the source of
funding and then pin down what some of these other necessary things are
before a track could ever be installed.
Mr. Mayor - now I want to get to the funding, Ok? On your letter Dr.
Cordano, you say - I'm just reading a letter that you wrote to Jerry
Collins 6n December 5th - "the Arcadia Boosters Club said they will give
$7,500 a year over a two year period or $15,000" - is that pledged by
the Boosters Club?

Yes Mr. Councilman and if I might, I have the President, Mr. Bob Moritz,
of the Arcadia Athletic Booster Club, an insurance representative in
.this City, and a long'time resident and I would be very privileged if
he would come in and reiterate his committment. And, then if that could
be followed by Mr; Bruce Staller.
Just a moment, please. Ok, I take your wortl for it if you say the Boosters
Club Board of Directors said they'll put in $15,000 then that's good

We had a' meeting at 5:30 this evening and went over it again.
Ok, fine. Then, and additional funds from the May Run would be something -
well, with this amount of money you have $50,000 to start with - right?
Yessir........ yes, we do.
Ok, now, and then it says here, "depending on the day of the installation
of the track the figure from the Arcadia Invitational Santa Anita Spring
Classic would put an additional $15,000 in the fund". That means that
we would probably make that out of this May Run 85'.

Can I ask you how much that run made - total - last year?
About $15,000.

What was this you were talking about - a tunnel going in - this area w~ll
have to be pretty much protected, this track area?
They call it a people tunnel and it's just made out of fencing - about
three feet wide so that just people can get through not vehicles.

No.
Ok. Would that attract a lot of other track meets and a lot of other
schools to come and use it? Where it would cost us money for the upkeep
and so on and soforth that we wouldn't get anything out of ~ do you

At the present time Arcadia has been the site of the State C.I.F. meet
on numerous occasions. I think we consider that an honor and a privilege'
and we probably would encourage the use of that. We have been the site
of league preliminaries and league finals. And, I think that those are
all. enhance the reputation of our high school and our facilities and
the coacning - the management skills of the staff in putting these on.

We would - if we had requests from other organizations, schools incluaed
for the use of the track we would treat that as we do, any other civic
center request - there would be a charge in terms of use if it was a'
profit making kind of....
Say San Marino had a track meet with Alhambra and wanted to use your
track, as an example? I
We would, in all probability, allow them to do it, but we'd charge a set
fee according to a schedule we have, as we do now for our football field.
We held the play-off game between Pasadena there and charged cost plus
dollars to do that.

that the Recreation Oept. wants to'accomplish during the given year and
you show us the income and what the expenses are and we make an allocation
to you. If we give this $50,000 from the Recreation fund are you going
to come back in budget time and say, "we're short $50,000 to put on the
swimming", or whatever project you have in mind?
No Mayor, once again, as I pointed out earlier this was going to be in-
eluded in the Capital Improvements Projects Budget anyhow. We've simply
moved it up in order to take the possible advantage of securing grant funds
to off-set some of these costs - as one alternative.
It says here, "$50,000 from Park and Recreation fund, and $50,000 from
the Capital Outlay Fund".

earmarked for this project.

That is the recommendation that we brought to you this evening, yes. In
other words the original recommendation was from the Commission, the
original recommendation was $100,000, but it was $50,000 from Parks and
Recreation Facility Fund and $50,000 Capital Outlay. Instead of utilizing
the Capital Outlay Fund the recommendation was to utilize the Roberti-
Z" berg - apply for those funds and, therefore, not apply for the Capital
Outlay Fund - that would be the first alternative.
And, what happens if we don't get the Z'berg funds?
