PARK Meeting to be Arranged ~ M I NUT E S CITY COUNCIL OF 'THE CITY'OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY ADJOURNED REGULAR MEETING MARCH 5, 1985 -< o The City Council of the City of Arcadia and the Arcadia Redevelopment Agency met in an adjourned regular session at 7:00 p. m., March 5, 1985 in the Arcadia City Hall Conference Room. PRESENT: Counci1members Gi1b, Lojeski, Young and Pellegrino ABSENT: Mayor Hannah On MOTION by Counci1member Lojeski, seconded by Councilmember Young and CARRIED, Mayor Hannah was excused. On MOTION by Counci1member Lojeski, seconded by Counci1member Young and CARRIED unanimously the resignation of J. P. Curry from the Arcadia Beautiful Commission was ACCEPTED~ Mr. Curry's term would have expired June 30. 1985. Arcadia Beautiful Commissioner, Kim Zecher has advised the City Council that she would be leaving the ,Commission in June and it was the consensus of Council that it would like her to stay through June. Mrs. Zecher's term would have expired June 30, 1987. Council concurred in the suggestion of Counci1member Gilb that a communication go to the Chairpersons of all Boards and/or Commissions advising that it is the responsibility of the City Council and not the Chairperson of a Board and/or Commission to advise the members on matters such as absenteeism, The City Manager advised of,a conference to be held MarCh 27-30, 1985 in Monrovia by the California Downtown Association and suggested that any'~mber o~ the Council desiring to attend to p)ease contact his office. Council received and reviewed the proposal from J. J. Van Houten and Associates to perform additional work in preparation for a meeting on March 6. 1985 with Ca1trans to provide support for the City's contention that the Caltrans' noise levels of 67 db LEQ 10 have been met and that the City freeway noise barrier should be placed on the Ca1t~ans' priority list. ,The proposed fee was indicated in the communication dated .February 26, '1985 from the consultant. It was MOVED by Councilmember Lojeski, seconded by Council member Gilb and CARRIED on roll call vote as follows that the proposal and fee in the amount of $1,099. as presented, be APPROVED. Counci1members Gi1b, None Mayor Hannah The City Manager will arrange a meeting with the Los Angeles County Parks and Recreation Departme~t regarding the Arts & Crafts Fair held at the County Park in Arcadia. Counci1members Gi1b and Young will attend. .t, 315/85 -1- \ \ \ \ '" 25 :1176 YOUNG Reported on meetings she had attended and noted that most of the officials attending were wearing identification badges and suggested that Arcadia officials be so provided also. Counci1member Young also explored what had transpired at the last Planning Commission meeting when the Commission, received public input on the revitalization of the downtown area. She felt the Council should move ahead to improve the parking district as quickly as possible and made suggestions therefor. GILB Some discussion held on the attendance of the Commissioners on the 1 Planning Commission and wondered if some of the items were being delayed due to the requirement for four votes in order to approve projects. It was noted that in those instances, the Commissioners who were absent at a specified time listen to the recording of the meeting in order to become acquainted with what had transpired. Noted that the Notice of the Meeting of the Arcadia Business,'Associatton had arrived too late for his attendance. This was concurred in by Council . CLOSED SESSION Staff will note Counci1member Gi1b's reference to a statement in a staff report relative to the former Falzone project. The statement read "this project was not extended by the Agency". Actually the Right to Negotiate had expired. Pursuant to the Ralph M. Brown Act (Government Code Section 54956.9 (b)(ll}} a CLOSED SESSION was held regarding pending litigation in a situation where, based on advise of the City Attorney, in view of existing facts and circumstances, there is a significant exposure to litigation against the local agency.
