ADJOURNED REGULAR MEETING
MARCH 19, 1985
The City Council of the City of Arcadia and the Arcadia Redevelopment
Agency met in an adjourned regular session at 7:00 p. m., March 19,
1985 in the Arcadia City Hall Conference Room.

On MOTION by Counci1member Gi1b, seconded by Counci1member Young
and CARRIED, Counci1member Pellegrino was EXCUSED.
The City Manager circulated copies of communications received
regarding a Planning Commission decision;from Howard Bong regarding
an item on the agenda for the regular meeting this date;and an
invitation to a retirement dinner for the Council.
Discussion held on the proposal by KMAX for the construction of a
290 foot antenna located in the National Forest just north of the
City limits above the 'Highland area. It would be painted red and
white, obstruction lighting would be needed for aircraft safety.
The U. S. Forestry Service has prepared a Draft Environmental Report
(on file in the Planning Department) and is desirous of obtaining
comments from the Council as to whether it would support or oppose
the project. Following deliberations, it was the consensus that
Council oppose the project as proposed, but would agree to what the
Forestry Service favors -- different location on the hillside where
it could have a shorter tower which would not be as visible as that
proposed. The Highland Oaks Homeowners' Association to be notifi~d.

May 7, 1985 - Acceptance of work - improvement of portions of Lemon
Avenue - Job 568.
Counci1member Lojeski referred to a petition with signatures of adjoin-
ing property owners of 300 Fairview Avenue opposing the lot split approv-
ed by the Planning Commission. Due to the fact that all of the adjacent
property owners had signed the petition, it was MOVED by Councilmember
Gi1b, seconded by Counci1member Young and CARRIED on roll call vote as
follows that a public hearing be scheduled for APRIL 16.

Counci1member Lojeski referred to the vacant lot at the northwest
corner of Santa Anita and Duarte -- that it looks like a used car lot
on weekends ... cars parked there with FOR SALE signs. The Chief of
Police explained the procedure. Staff will expedite enforcement
measures.

Councilmember Lojeski referred to the stop signs at First Avenue and
Wheeler. Some of the business owners in the area have said that cars
go through the stop sign and they are concerned for the safety factor.
The Director of Public Works explained what has been done thus far to
correct the situation.
Councilmember Gilb referred to the A-l rating given the City Jail
by the County of'Los Angeles Grand Jury Jails Committee and congrat-
ulated the Police Department.
Councilmember Gilb brought up the forthcoming election of a City
member to the Local Agency Formation Commission by the Los Angeles
City Selection Committee and recommended the reelection of Kenneth I.
Chappell to LAFCO. Councilmember Gilb was AUTHORIZED to vote for Mr.
Chappell at the meeting to be held April 4, 1985.
Councilmember Gilb asked about the status of the roofing at 805
Coronado Drive owned by Mrs. Marie Hart -- her home is still without
a roof -- and Mrs. Hart is apparently awaiting word from the Home-
owners' Association. This has been ongoing for some time now and
Council would like some word back. Staff is to meet with the Associa-
tion this week and will prepare a report for Council thereafter.

Councilmember Young asked that the Council receive copies of a communica-
tion she received from Richard Cordona of the School District with
reference to the Swim Club.
Council entered a CLOSED SESSION at 7:24 p. m. The City Attorney advises
that, pursuant to the Ralph M. Brown Act (Government Code Section 54956.8),
the City Council will adjourn to a CLOSED SESSION after this meeting tv
instruct its negotiators regarding potential price and terms relating C
to the possible acquisition of properties in the Third Avenue area, and
the negotiators' contacts with the property owners in that area. Council
reconvened and adjourned sine die immediately thereafter.
