ADJOURNED REGULAR MEETING
SEpTEMBER 17, 1985
The City Council and the Arcadia Redevelopment Agency met at
7:00 p. m., September 17, 1985 in the Arcadia City Hall Conference
Room.
PRESENT: Councilmembers'Gilb, Hannah, Lojeski, Young and Pellegrino
ABSENT: None
Council was informed that residents on Forest Avenue from Second to
Fifth Avenue have requested the installation of street lights. The
City would pay 75% of the cost and the residents 25% at an estimated
cost of $20,000. Public hearing scheduled for October 1, 1985 on
MOTION by Councilmember Lojeski, seconded by Councilmember Young and
CARRIED unanimously.
The City Manager advised of the receipt of a communication from the
City of West Covina seeking support for intervenors in the applica-
tion pending before the California Energy Commission by the City
of Irwindale in its waste-to-energy project. West Covina has voted
unanimously to oppose the project and would like support and financial
aid which would entitle cities to participate fully in the pending
hearings. It was MOVED by Councilmember Gilb, seconded by Council-
member Young and CARRIED on roll call vote as follows that the City
support the proposal and that an amount not to exceed $500 be
APPROPRIATED from General Funds to help reduce the cost without
further Council approval,

The request of the Arcadia Welfare and Thrift Shop for permission
to hold its monthly meetings in the Conference Room in the Council
Chamber building was DENIED on MOTION by Councilmember Gilb, seconded
by Councilmember Young and CARRIED on roll call vote as follows:

It was the consensus of Council 'that the City cannot accommodate
organizations for use of the Conference Room, especially on a perma-
nent monthly basis ... that the Conference Room is for use by the
City Commissions, Boards, Council and staff ... that if one organiza-
tion is permitted to use it on a regular basis, other requests will
follow.

On MOTION by Councilmember Gilb, seconded by Councilmember Young
and CARRIED on roll call vote as follows an item on the agenda for
the regular meeting to convene at 7:30 p. m. this date was referred
back to the Planning Commission for additional information. This
~felates to T A 85e7 which would add sections to the Arcadia Municipal Code
to limit the number of motor vehicles which may be maintained in
the open on R-M, R-O and R-l single family residentially zoned
property. (Item lOa on the agenda)

Staff will provide Councilmember Lojeski with a report on revenue I
received from the Parking Control citations and what it is costing
the City to maintain the program. He has received complaints from
the businessmen in the downtown area, i. e., a customer visits a
store and would like to transact some business, returns to his car
to find a citation for perhaps parking about 6 inches into the red
this customer becomes perturbed and, in all probability, will not visit '1\
that store again. The businessmen need the business.
Councilmember Gilb referred to the correspondence relating to the
BBK landfill area and asked what if at a later date BBK would like
to put tox i c was te in the 1 andfi 11, what contro 1 does the Ci ty have?
Staff advised that there will be very stringent guidelines with which
BBK must comply. Councilmember Young explained what she had heard ...
that BBK starts out as a landfill and gradually adds toxic waste and
had been advised to proceed with caution. In response to her question,
Councilmember Young was advised that the developer (Rodeffer) has a
contract with BBK .,. to operate the landfill. The City Attorney
advi sed on the word ing of the Agreement ... there will be absol ute
conditions ... if BBK should violate any of the stipulations, it could
mean immediate revocation of their permit. During this consideration,
the Water Manager explained that the water standing in'the gravel pit
now is the ground wate~
In response to an inquiry by Councilmember Gilb, the President of the
Arcadia Chamber of Commerce, Arthur Hershey, explained what one of the
goals of the Chamber, listed in a recent memorandum, encompasses ...
that is to protect its members .., this is the same throughout the
Nation with the Chambers of Commerce.
Councilmember Gilb referred to the communication regarding the possible
release of one Richard Johnson from prison to which he was sentenced
to death, and later this was reduced to life imprisonment. Mr. Johnson
is now up before the parole board. The parents of their daughter, Cathy,
asked for letters and/or telegrams to be forwarded to the appropriate
parties not to release Mr. Johnson. Cathy was murdered, along with
her boyfriend, Bob Morton, nine years ago in the hills above Arcadia.
Councilmember Gilb MOVED, seconded by Councilmember Lojeski and CARRIED
on roll call vote as follows that a telegram be forwarded to the Board
of Prison Terms with copy to Mr. and Mrs. Sam LaCorte asking that Mr.
Johnson not be released.

In response to his inquiry, Councilmember Hanna,h was advised that
the worrling in staff's report on signs, last paragraph, third line
should read "two-thirds of the sign to be in the Roman alphabet" etc.
... instead of one-third.

In response to a question by Councilmember Young, the City Attorney
explained what he is doing in this regard ... he will bring back a
complete report ... that he has al so contacted the City of Sierra
Madre along with numerous other cities.

It was MOVED by Councilmember Lojeski, seconded by Councilmember
Young and CARRIED on roll call vote as follows that the Agreement
with Dial-A-Ride be amended requiring the San Gabriel Transit to
provide one million dollars worth of liability insurance; that the
City work with said Transit in an attempt to locate a reliable carrier
to assume the liability coverage when the current policy with Globe
expires in March 1986.
