CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
OCTOBER 15, 1985
The City Coun~il and the Arcadia Redevelopment Agency met at 7:00
p. m., October'l5, 1985 in the Arcadia City Hall Conference Room.
PRESENT: Councilmembers Rannah, Lojeski and Pellegrino
ABSENT: Councilmembers Gilb and Young
On MOTION by Councilmember Hannah, seconded by Councilmember
Lojeski and CARRIED, Councilmembers Gilb and Young were EXCUSED.
Council reviewed the agenda items to be considered at the regular
meeting to convene at 7:30 p. m. this date.
The City Manager submitted various communications. One from Charles
Bluth requesting the hearing on the two projects in which he is
interested be scheduled at such time as the entire Councilmembers
are present. One from H. Randall Stoke on behalf of himself and Nick
Pokrajac appealing the Planning Commission's action on the same
projects. One from the Falzone Development Company concerning the
southwest corner of Huntington Drive and Second Avenue. Council would
like more information as to what Mr. Falzone has in mind, whether or
not it is feasible for the location. Staff will impart this to Mr,
Falzone.

8a and 8b Relating to the tentative map of Tract No. 42936 and the
Permit 85-1 for a 22 lot subdivision in the residential mountainous
single family zone -- staff will ascertain the most accommodative
date for this hearing. (It will probably be either November 19 or
January 7, 1986).
8a. - Relating to the number of motor vehicles which may be maintained
in the open on R-M, R-O and R-l property. Hearing set for November 5,
1985.
8e. - Report on Urban Water Management Plan. Hearing set for November 5,
1985.
8d. - Recommendation for Annexation No. 13 to the Consolidated
Lighting Maintenance District. Hearing set for November 19, 1985.
It was MOVED by Councilmember Hannah, seconded by Councilmember
Lojeski and CARRIED on roll call vote as follows that $500 be
appropriated 'from the remaining funds in the Olympics Account for~n
additional 36" x 8" plaque to be part of the plaque in the Council .

In response to a question, staff advised that $4,908 remains in
the Olympics Account. The Recreation Commission will be asked
to give some thought to equipment or the like for the Department
... park benches, for instance.
Considerable discussion held on the manner in which applications
are proposed to be taken for entry into the senior housing project
to be completed after the first of the year on Naomi Avenue just
east of Baldwin Avenue. Guidelines have not been submitted by the
Mid-America Apartment Management Company for handling those who may I
que up during the night, the elderly who may not be able to wait the
length 'of time it may take for the issuance of appl ications, etc.
Legal ramifications were explored, and it was suggested that the
financial lender for the HUD project be contacted. Staff submitted
other methods of selecting those for residence, but Mid-America has
advised that, in any event, people would line up.
It was the consensus of the Council that the method is not what the
average person would think of as fair. The liability could not be
assumed if the City did not have any control over the procedures.
Mayor Pellegrino felt it would cause a lot of confusion to change
the place at this time .,. it would take press releases in all the
area newspapers. It was noted that Mid-America has already sent post-
cards adVising where and when the applications would be accepted,
It was MOVED by Councilmember Lojeski, seconded by Councilmember Hannah
and CARRIED on roll call vote as follows that Mid-America Management
Company be denied use of the Council Chamber on October 24 for reasons
stated above.

The City Manager will contact the Company the first thing on Wednesday
morning,
LOJESKI
Referred to the lease of water rights to the City of Sierra Madre
and felt it would be a nice gesture on the part of Sierra Madre if
it would give some thought to the improvement of Orange Grove Avenue.
Also expressed appreciation to staff for expediting the requests for
use of lots for the sales of Christmas trees,
ADJOURNMENT
