PRESENT: Councilmembers Hannah, Lojeski, Young and Pellegrino ABSENT: Councilmember Gilb On MOTION by Councilmember Lojeski, seconded by Councilmember Youn9 and CARRIEO, Councilmember Gilb was EXCUSED. The followlng hearings were scheduled for December 17, 1985: Petition for street li9hts on Leafwood Lane. Petition for street lights on Palm Drive from Baldwin to Florence Avenue. Proposed Tentative Map 30435 for an 8 unit residential condominium at 763 Fairview Avenue. Proposed Tentative Map 32731 for an 8 unit residential condominium at 459 Fairview Avenue. On MOTION by Councilmember Hannah, seconded by Councilmember Young and CARRIED on roll call vote as follows,"NO PARKING 12 a. m. to 6 a. m." signs will be posted at the turn-outs to Santa Anita Canyon Road. Acci- dents have been occurring at this location as well as juveniles congrega- ting there. Councilmember Hannah suggested stiff penalties and will be advised on the amount of the fine. AYES: NOES: ABSENT; Councilmembers Hannah. Lojeski,.Young and Pellegrino None Councilmember Gilb The City Manager explained that he has been recelvlng correspondence from persons who feel they are entitled to the reward in connection with the apprehension of the Night Stalker. It was the consensus of Council that the City Manager respond advising that Council will not consider the award until after the conviction of the person now in custody. Advised that he will be away for the December 17, 1985 Council meeting. He also said that the Planning Commission would like to meet with the touncil concerning the number of modification requests it has been l~eCeiVing. Staff will work out the details. Was advised by staff that the complaint lodged by a resident at 170 Monte Vista had been resolved. Group W. Cable has also been apprised of the problems which have arisen from its method of con- . tacting residents. Inquired about landscape maintenance and was informed that it is a matter of litigation to be discussed in closed session. Suggested that in the future, items of this nature be indicated as "information or confidential only" items. 12/3/B5 -1- LOJESKI HANNAH YIJUNG ADJUURNMENT ATTEST: 25 :1380 Apologized for remarks he made about the progress of the WLA Arcon project at the N. E. corner of Huntington and First Avenue. They had been made in Closed Session. Inquired of Eugene Palazzi as to what he is going to do to improve his property at 100 W. Huntington Drive. Mr. Palazzi said, in part, that he does intend to make improvements; that he has received offers from Charles Bluth and has received a call from City staff as to what he is going to do. Councilmember Hannah said, in part, that Council is not interested in that phase of it, but is concerned about the appearance I of his property on a most prominent corner in the City and, if necessary, he will see that something is done about it through the City. Mr. Palazzi was advised that the City has never discussed taking his property... just wants him to clean it up so it makes an attractive corner. During this discussion, Councilmembers Young and Lojeski participated, reiterating that Counci 1 has never discussed taking the property... just would like to see improvements made. Councilmember Lojeski submitted, in part, that if the City were interested in taking the property, which it is not, any money put in by Mr. Palazzi in improvements would be re- funded. Advised that she understands the Los Angeles County did not receive any monies from available Grant Funds for the improvement of the exist- ing Senior Citizen Center in the County Park. The Senior Citizen Commission members are very unhappy about this. Also advised that she had spoken with Colonel Marsh of the Armory who said he had not been contacted and that he knew of other avenues which could be explored in the City's interest in the property... that they really need more space. Was advised about the progress being made on enforcing the regulations in connection with dish antennas. Referred to a brochure which was distributed on the Southeast Reclamation & Improvement Project and felt that the brochure should not have gone out without identification.
