PRESENT: ABSENT: Counci1members Gi1b, Hannah, Young and Pellegrino Councilmember Lojeski On MOTION by Counci1member Hannah, seconded by Counci1member Young and CARRIED, Councilmember Lojeski was excused. Council scheduled a public hearing on the Precise Plan 85-2 for the expansion of the existing Arcadia Nissan AMP, Jeep and Renault dealership at 333-421 E. Huntington Drive for January 21, 1986. Council considered a proposed pilot program to assist small businesses'i.n the City with low cost consu1tant expertise. The local Chamber/Commerce Board/Directors is in favor of moving ahead with the program. On recomrr,endation of the City Manager, it was MOVED by Counci1member Gilb, seconded by Counci1member Young and CARRIED that Council gO' on record to support a no cost pilot program with no commitments as to future funding. Once the' pilot program is completed, the program will be evaluated as to further participation based upon 'its success, interest in the business community and available funding. Due to the holiday season, the meeting scheduled for December 28, 1985 was changed to Saturday, January 11, 1986. This;s for review of the financial status of the City. Discussion held on the need for the Personnel Board and'the Historical Commission to meet on a regular monthly basis, It was MOVED by Councilmember Hannah. seconded by Councilmember Gi1b and CARRIED that the said two bodies be asked to meet monthly hence- forth. Councilmember Hannah referred to the Disposition and Development Agreement with WLA Arcon (attachment 3) and felt a specific date should be made for the closing of escrow. Staff said it could be done. (March 20 - Section 204 of the Agreement) Charles Long, Project Manager for WLA Arcon, explained what the building will look like ..' colored elevations ,.. brick, etc. ... brochure distributed. Councilmember Young advised that the County Waste Management has decided to close all dumps in 1990. She felt mhere are many un- answered questions. She also said that she had heard that South Pasadena is constructing a new Civic Center for $2.6 million. Staff will check this out. Discussion ensued on the difference in costs with what the City is considering. 12/17/85 -1- ARTS & CRAFTS SHOW PEDESTRIAN BR lOGE CLOSED SESS ION ATTEST: 25:1389 Council member Hannah advised that the Coun'ty has approved the use of the County Rose Garden ,for the Museum on a 66 year lease at $1 per year. Appreciation was expressed for all who brought this about. Staff will check into the possibility of the Arts & Crafts Show selling' hot dogs. Councilmember Young commented on this and said a person named Harper could be contacted. It was noted by staff that traffic will be rerouted soon during extension work for the pedestrian bridge over Huntington Drive. Additional insurance has been filed.
