The City Council and the Arcadia Redevelopment Agency met at
7:00 p. m., January 21, 1986 in the Arcadia City Hall Conference
Room.
PRESENT: Councilmembers Gilb, Hannah, Lojeski, Young and Pellegrino
ABSENT: None
The City Manager referred to a letter which had been distributed
to the City Council expressing approval of the proposed street
lighting project on Walnut Avenue east of El Monte Avenue to the
dead end. This item appears in public hearing procedure on the agenda
for the regular meeting to convene at 7:30 p. m. this date.
Corrected copies of Resolution No. 5273 were distributed. This relates
to parking in the turn-out area at Santa Anita Canyon Road (Chantry
Flats) .
Council scheduled a public hearing for February 4 on Text Amendment
85-8 adding and amending sections of the Subdivision Regulations of
the Arcadia Municipal Code making provisions for vesting Tentative
Maps and vesting Tentative Parcel Maps.
Referred to Item ge on the agenda for the regular meeting this date
relating to a request for continuation of a non-conforming use at 317
E. Huntington Drive. In response to Councilmember Lojeski's inquiry,
staff advised that relocation costs would not be involved with the new
tenant ... and that the proposed new renter has been so advised. It
would be rented for three months with month-to-morith thereafter with a
30 day notice.
Has been approached as to what we have appropriated for some more
measurements for sound level as far as the noise from the freeway is
concerned. Two residents (Saunders and Puckett) would like to make
a presentation to Council at the next regular meeting and would like
to have Mr. Van Houten hold off on the last measurements he is preparing
for the City until they submit some information to Council. Staff advised
that this would not pose a problem.
Also advised that the Planning Commission would like to
City Council at some convenient time to all concerned.

Brought up the proposed ordinance on the agenda for the regular meeting
tonight concerning portable engine powered blowers used by gardners.
Councilmember Lojeski could foresee where Santa Anita could not sweep
its large parking lots on Saturday mornings nor could the City clean
its parking lot or Oistrict Parking Lots 1 and 2 ... just felt more
information is needed. As did Councilmember Young who was most concern-
ed with the noise. The other officials concurred and more information
will be obtained by staff and submitted at a later date. No action will
be taken on Ordinance No. 1828 this evening.

Expressed concern also about 317 E. Huntington Drive being leased
as discussed earlier with no relocation costs involved. Felt the
new tenant should sign a document to this effect ... so he understands
if he is required to move, there will not be any relocation benefits
for him.
HANNAH
Brought up some neW5 information that Palm Springs is contemplating
a new Civic Center which is not to cost as much as has been considered
here. Some discussion ensued on the addition to the police facility
whether to buil d a second. story on the ex i st i ng buil di ng or extend
the buildings to the vacant land adjacent thereto.
Referred to a modification approved by the Planning Commission in
connection with property on E1 Sereno. Staff advised about the set- I
back and the request for the modification.
Councilmember Hannah referred to an item which .wil1 appear on the agenda
for the regular meerting to convene this date -- the Request for Proposa
and authorization to solicit development proposals for the Third/
Huntington site, and asked if a telephone survey of Council was made
to ascertain whether or not the item should go on the agenda at this
time. Staff responded in the affirnlative -- that the telephone calls
were made because it was felt it was Council's desire to move ahead as
quickly as possible on this project. That it can be changed at the ,j.

Counci1member Hannah said, in part, that he wanted to register his
opposition to the'way this was done ... that he did not have the opport~nity
to know what the other Counci1members said as to why they felt the iteml!
should be on the agenda ... that in prior meetings Council has repeatedly
said that it wanted to develop the subject property as an entire project
... and then there was this independent survey... which he would call
a vote not a survey. He did not have the benefit of knowing what the
other Counci1members felt and that he would vote no.

Referring to the phone calls on Third/Huntington, Council member Gilb
in his opinion it should have .been discussed at a meeting instead of
the telephone.

Referred to Item gc on the agenda for the regular meeting this date IV.,;'
relating to a proposed lot split to create three lots from one lot on the
south side of Lower Azusa Road east of Roseg1en and asked about the zoning.
Staff said it was M-2 and E1 Monte is residential single family. id

Was advised that the new homes to be created by the lot split on Lower..
Azusa Road wi 11' be served by septic tanks and that it appears the
disagreement comes from the E1 Monte City Council... not staff.
Counci1member Lojeski was disappointed, as the City has done a lot
for E1 Monte, in this instance that El Monte does not'want Arcadia
to use its sewer system.

Felt that if three bids were obtained as to the construction of a new'
police facility Council might be surprised to see the difference in
fi gures.
